Do you agree or disagree with the following statement?
It is more important for government to spend money on building new housing than protecting historical or traditional buildings and homes.

保護老建築是老生常談的話題了,可以從保護老建築的文化價值(保護人類文化遺產)和經濟價值(促進旅遊業)來論述。當然不可否認的是,修建新的住房也有一定好處,那可以寫一段讓步段來論述其帶來的好處,但這些好處可以通過別的方式獲得,或相較保護老建築,這些好處顯得相形見絀。

Social development and progress usually mean replacing the old with the new, but referring to historical buildings, it seems to be another story. Although opinions are divergent on whether the government should spend its revenue on conserving the traditional buildings or constructing new housing, I firmly believe that historical buildings deserve heavier investment from the authorities, for they are the priceless treasure of humankind as well as a strong driving force for the economy.
To begin with, historical buildings and sites are such a precious cultural heritage which gives us an opportunity to learn about the architectural structures and artistic styles in the past that they should be preserved. In addition, it is extremely difficult and costly to repair or rebuild these buildings once they have been lost due to human causes or natural processes, which can be a great loss because it deprives the future generations the chance to learn about these traditional constructions by their own eyes and fingers.
Furthermore, historical architectural structures also benefit the economy of a country by attracting a large number of tourists every year, deserving greater support from the government. For instance, many visitors travel to Beijing to see the Palace Museum, to London to visit Big Ben, and to Paris to view the Arc de Triomphe. These architectural masterpieces not only inspire the artists, architects and writers, but also boost the economy.
Admittedly, as many activists argue, constructing new housing brings various benefits. First, it helps provide more affordable housing for people, especially for those who in major cities like Beijing and Shanghai. Second, it offers more job opportunities during the constructing processes, since building new housing requires more architects and workers. However, the gains stated above can be obtained through alternative options, such as offering more public rental apartments or hiring more people for the maintenance of the old buildings.
To sum up, it is more sensible for the government to invest in the conservation of traditional buildings rather than the construction of new ones, as it helps preserve the cultural heritages, prevents irreversible losses and brings more economic gains.

也叫公共租賃住房,是指由國家提供政策支持、限定建設標準和租金水平,面向符合規定條件的城鎮中等偏下收入住房困難家庭、新進就業無房職工和在城鎮穩定就業的外來務工人員出租的保障性住房。
公共租賃住房不是歸個人所有,而是由政府或公共機構所有,用低於市場價或者承租者承受起的價格,向新就業職工出租,包括一些新的大學畢業生,包括一些退休老人及殘疾人。還有一些從外地遷移到城市工作的群體。
