橙色鬱金香獎學金項目由荷蘭高等教育國際交流協會中國辦公室(Neso China)於2008年9月創立，旨在為優秀的中國學生創造更多的低成本留學荷蘭的機會，同時進一步在中國學生中推廣荷蘭高等教育。在獎學金項目的創辦過程中，Neso China與荷蘭王國駐中國大使館經濟部緊密合作，亦得到了荷蘭高校和有中國業務的荷蘭公司的大力支持。
與以往荷蘭各大機構提供的獎學金相比，橙色鬱金香獎學金是唯一一個專門針對中國申請者的獎學金項目，這一點使該項目顯得尤為與眾不同。在過去的幾年中，共有超過90名學生獲得此獎學金到荷蘭攻讀學士、碩士學位。在2010/2011學年，21個贊助商共出資近7百萬人民幣，資助34名優秀的中國學子在荷蘭頂級學府深造。 2011/2012學年，在預算縮減的情況下，還是有9個贊助商支持了25名中國優秀學生。2012/2013學年，總共25名學生獲得了橙色鬱金香獎學金.在2013/14學年，共有16個贊助商，可以申請的獎學金名額為45個。
橙色鬱金香獎學金項目的申請人必須滿足以下基本條件：
A．中華人民共和國公民，包括中國大陸地區，香港特別行政區和澳門特別行政區；
B．打算到荷蘭攻讀學士或者碩士項目；（預科和交換項目除外）
C．申請人目前沒有在荷蘭學習或工作
E．申請人需正在申請荷蘭高校課程或已經獲得了相關荷蘭高校的錄取信
F．滿足所要前往的大學的錄取標準。
備註：以上條件只是申請OTS獎學金的最基本條件，申請者必須同時滿足OTS贊助商提出的其它申請條件，才最終有資格申請該贊助商提供的單項獎學金。
