黑龍江省綏化市2016年初中畢業學業考試英語試題有這樣一道單項選擇題（第一大題 單項選擇題 第8題）：
I don’t know ______ he will come or not this afternoon.
A. if B. when C. whether
該題所給正確答案為C（whether）。但是，筆者對此題答案未敢苟同，認為本題答案存在爭議。從語法、語用兩方面考慮，此題答案不唯一，A（if）也是正確答案。出現此問題的原因是，命題者認為，引導賓語從句時，可說whether … or not，但是不可說if … or not。
就此筆者查閱了案頭多本工具書進行考證，特撰此文與英語教學屆同仁提出商榷。

『Do you want to insure your luggage or not?』 he asked. =
He asked whether or not I wanted to insure my luggage. or
He asked if I wanted to insure my luggage or not.（《牛津實用英語語法》第四版278頁，[英]A. J. Thomson, A. V. Martinet著, 牛津大學出版社、外語教學與研究出版社，1991年）
Let me know whether(if) you can come or not.（《牛津英語用法指南》624頁，[英語]Michael Swan著，牛津大學出版社、外語教學與研究出版社，1995年）
whether可與or not直接相連，if則不可，但可說He didn’t say if he』ll be staying here or not.（《高級英語語法》（下冊））756頁，薄冰著，高等教育出版社，1990年）
直接與or not連用時，只能用whether，不直接與or not連用時，則可用if。（《初階英漢雙解詞典》424頁，張建、李曉茹主編，商務印書館國際有限公司，2004年）
綜上所述，連詞whether與if引導賓語從句時，如果後面直接與or not連用，用whether而不用if；如果後面不直接與or not連用，用whether或if均可。即：whether or not, whether … or not和if … or not這三種表達都是正確的，但是if or not這種表達是錯誤的。
以上僅為筆者拙見，如若不妥，敬請英語教學屆同仁斧正。同時，希望教育主管部對中考命題人員加強命題技術培訓，防止出現類似考慮不周而導致的失誤和信度缺失，影響考試的公平性。
