The Standing Committee of the National People's Congress (NPC) will send three groups next month to Chongqing Municipality and Hubei and Jiangsu provinces to look into their performance on water pollution prevention.
Li Peng, chairman of the NPC Standing Committee, announced the mission at a session of the committee yesterday in Beijing.
Investigators will examine the treatment of industrial pollution in cities, environmental protection work in the Three Gorges area, ecosystem conservation along the Yangtze River and water resources protection for the Project of Diverting Water from the South to the North.
Per capita water resources are no more than 2,400 cubic metres in China, equivalent to only one- fourth of the world's per capita amount, Li noted.
He urged governments at all levels to work harder to prevent water pollution, protect water resources and raise the efficiency of water utilization.
Xie Zhenhua, minister of the State Environmental Protection Administration, observed that since the Law on the Prevention and Control of Water Pollution was implemented in 1984, the country has drafted 17 regulations to reinforce the prevention of water pollution.
This indicates that China has built a comprehensive legal system to prevent water contamination, he said.
"What we need to strive for is law enforcement and supervision on the use of water in industrial sectors and daily life that may cause water pollution," said Xie. He revealed that water pollution is common in the Liaohe, Haihe, Huaihe, the Songhuajiang, Pearl, Yellow and Yangtze rivers.
The country wasted 41.5 billion tons of water last year, 47 per cent of which was caused by industrial production. (CHINADAILY CUI NING)
