Excerpt of the Speech Made by Han Fangming, President of the Charhar Institute, at a CPPCC Group Discussion
2018年3月4日上午，全國政協外事委員會副主任、察哈爾學會會長韓方明參加全國政協對外友好界別討論會並首先發言。
In the morning of March 4th, 2018, Han Fangming, Vice Chairman of the Foreign Affairs Committee of the Chinese People’s Political Consultative Conference and President of the Charhar Institute, participated in and was the first to speak at a group discussion of members from the circle of friendship with foreign countries.
察哈爾學會會長韓方明作為對外友好界別唯一一名連任四屆的老委員，3月4日上午的界別討論會上，在全組委員的掌聲中，韓方明委員率先發言：常委會工作報告牢牢把握正確的政治方向，堅決維護以習近平同志為核心的中共中央集中統一領導，全面回顧了過去五年工作，言簡意賅、重點突出。
As the only member of the group who has served in four consecutive terms on the CPPCC national committee, Dr Han was the first to speak during the group discussion on the morning of March 4th, after a round of applause by all group members, saying: 「The Standing Committee’s work report firmly accords with correct political orientation, follows the leadership of the CPC Central Committee with Xi Jinping at the core, and gives a thorough review of the government work in the past five years.」
報告對過去五年政協對外交往方面的成績做了準確、清晰的介紹，關於過去五年的工作體會總結到位、概況全面。作為對外友好界委員，未來五年要繼續做好各項履職工作，繼續致力於推進公共外交和人文交流，為推動構建人類命運共同體作出貢獻。
「The report introduces the achievements pertaining to foreign relations of the CPPCC within the past five years. Its summary of the work is precise and yet comprehensive. As a member of the group for friendship with foreign countries, I will continue to fulfill all my duties, keep making every effort to enhance public diplomacy and people-to-people exchange, and contribute to building a community of shared future. 」
在3月5日下午討論《政府工作報告》時，韓方明委員進一步表示：這確實是一份團結凝聚力量，實幹創造未來的報告！總理工作報告受到了與會代表和委員的熱烈現場回應。
In the afternoon of March 5th, Dr. Han commented on Report on the Work of the Government, suggesting it was a report that unites and rallies people to strive for the future goals. The Premier’s report has won passionate responses of delegates of the National People’s Congress and members of the Chinese People’s Political Consultative Conference presented.
報告政治方向正確，堅決維護了習近平同志的核心領導地位，全面回顧了過去五年國家各方面工作，重點突出，概括到位。順應新時代，回應新關切，是一份令全國人民滿意的答卷。印象深刻的是報告重申將始終不渝走和平發展道路，推動構建新型國際關係，積極參與改革完善全球治理。為推動構建人類命運共同體不懈努力。
He said 「The report follows a correct political orientation, resolutely safeguards the core leadership of Xi Jinping and reviews all aspects of the work of the government in the past five years. Its focus is salient and its summary is precise, giving the people a satisfying answer, as it reflects the trend of and responds to people’s new concern in the new era. What is impressive about the report is that it reiterates that China will adhere to peaceful development, promote a new type of international relations, actively participate in reforming and improving global governance, and work tirelessly for the promotion of a global community of shared future.」
這表明了未來我們將繼續在習近平新時代中國特色社會主義大國外交思想的指引下奮勇向前的信心和決心。我堅信在習近平為核心的中國共產黨領導下，中華民族的偉大復興新時代已經到來。
「This demonstrates our confidence and resolution to forge ahead under the guidance of Xi Jinping’s major country diplomacy idea based on socialism with Chinese characteristics for the new era. I am convinced that led by the CPC with Xi Jinping at the core, the new era of rejuvenating the Chinese nation has already arrived.」
總理的報告也在關於2018年政府工作建議中呼籲，建好新型智庫，深化中外人文交流。這對於我們這樣的非官方外交與國際關係智庫也提供了一個廣闊的建言獻策和服務國家和社會的發展空間。
He continued to say that 「The Premier’s report also advocates, as part of the propose for the work of the government in 2018, building a new type of think tank and increasing the level of cultural exchanges between China and foreign countries. For a non-governmental diplomacy and international relations think tank like the Charhar Institute, this provides great room for us to provide policy recommendations and serve our nation and society. 」
