CMA held a video-phone meeting.
On June 27, China Meteorological Administration (CMA) held a video-phone meeting to remobilize meteorological departments nationawide for services of disastrous weather and flood control. After conveying the important instructions of leaders of CPC contral committee and central government, Dr. Zheng Guoguang, Administrator of CMA, urged all to raise sense of responsibility to do a good job of meteorological services during flood season. Deputy Administrators Yu Rucong and Jiao Meiyan were presented at the meeting.
Extreme weather and climate events have occured in the world in this year such as heavy rain, floods, mountain torrents in Africa, Germany, France, Australia and others, heat wave and severe drought in India and America. Since flood season in later March, China has seen more rainfall, especially in southern China. Severe convective weather becomes more and severer. There have been more and severer floods and landslides induced by heavy rainfall. At present, flood control work faces complex and difficult conditions in major rivers and lakes in southern China.
Zheng urges to raise sense of responsibility for addressing extreme weather.
Zheng points out that all-level meteorological departments must implement the instructions of central government and try the best to provide good services.
Firstly, all should strengthen sense of responsibilities. Refined check should be carried out for all work. Meteorological departments should enhance information sharing and linkage with other sectors. If major events and disasters occur, chief leaders in responsibility should report as soon as possible, and enhance working mechanism for disasters preparedness and mitigation.
Secondly, the coordinative and linkage mechanism should be improved in monitoring and forecast of disastrous weather. Efforts should be strengthened in forecast and warning of short term heavy rainfall, thunderstorm, hail and other convective weather.
Thirdly, the responsibilities of disasters preparedness and mitigation in basic-level meteorological departments should be strengthened including real-time monitoring, nowcast, working system and others.
Fourthly, all-level departments have to provide more refined forecast and services for flood control, prevention and preparedness of geological disasters and typhoon. Attentions should be paid to enhancing quantitative precipitation forecast, climate prediction for major rivers, rainstorm and typhoon warning and meteorological services for urban.
Fifthly, we must expand the warning information dissemination coverage and enhance efficiency, making the warning information release system play a better role.
Sixthly, all-level departments should expand the outreach and popularization for knowledge of meteorological disasters and emergency skills for the public.
Finally, analysis and research for tornado, hail, squall line and other severe weather should be reinforced to improve the monitoring and forecast of disastrous weathers. (Jun.27)
