3月21日，在第59屆聯合國大會舉行的全體會議上，聯合國秘書長安南將公布人們期待已久的聯合國改革計劃草案。根據這份秘密草案，安南將提出一系列有關安理會擴大和聯合國人權委員會改革等敏感問題的解決方案，還將為國際爭端中使用武裝力量制定新的規則，並對國際反恐條約進行重大修訂。外電報導如下：Secretary-General Kofi Annan called on world leaders Sunday to approve the most sweeping changes to the United Nations since it was founded 60 years ago, so it can tackle conflicts and terrorism, fight poverty and put human rights at the forefront of its work in the 21st century.
After a year of scandals over corruption in the U.N. oil-for-food program in Iraq and sex abuse by U.N. peacekeepers in Congo, Annan's report also sets out plans to make the world body more efficient, open, and accountable - including strengthening the independence of the U.N.'s internal watchdog.
Watchdog的本義是「看門狗」，後引申為「（防止浪費、丟失或不法行為的）監察人員、監督者」，例如：a watchdog of public morals（公共道德的監督者）。
據悉，安南在這份名為《為促進所有人的安全、發展與人權爭取更多自由》的報告中表示，他所草擬的計劃是聯合國完善自身機構建設，應對目前最嚴峻挑戰的「惟一機會」。他同時表示，在今年9月舉行的聯合國大會期間力推這份改革計劃，將是他的「最緊迫的任務」。
