人大審議多項法律草案
The National People's Congress Standing Committee, China's top legislature, started to discuss draft laws and amendments concerning civil procedure, mental health, the safety of special equipment, tourism and environmental protection Monday.
27日，全國人大常委會開始對民事訴訟法修正草案、精神衛生法草案、特種設備安全法草案、旅遊法草案和環境保護法修正案草案進行審議。
[民事訴訟法修正草案]
According to the draft amendment to the Civil Procedure Law, a 3rd party will be allowed to bring legal action to appeal if civil rights and interests are infringed upon by malicious litigation.
民事訴訟法修正草案規定，若公民權利和利益受到惡意訴訟侵犯，將允許第3方被侵害人採取法律手段提起上訴。
[精神衛生法草案]
A draft law on mental health includes provisions to protect the privacy of the mentally ill and their right to protest. According to the draft law, institutions and individuals should protect the privacy of mentally ill people by preventing leaks of private information, such as their names, addresses and employment status, unless the sharing of such information is necessary for institutions and individuals while exercising their lawful duties.
精神衛生法草案對保護精神障礙患者隱私信息作出規定，並明確了相應的法律責任。根據草案，有關單位和個人應當對精神障礙患者的隱私進行保護，避免其姓名、住址、工作單位等信息遭到洩露；但依法履行職責需要公開的除外。
[旅遊法草案]
The draft law on tourism regulates operating standards for travel-related businesses and scenic areas, as well as a clause prohibiting travel agencies from forcing tourists to purchase goods. It says fees for tour guide services must be clearly listed in travel contracts and travel agencies may not charge tourists for any expenses not included in such contracts.
旅遊法草案對旅遊相關業務和景區的經營標準、不得強迫遊客購物方面做出規定。旅遊法草案規定，旅遊服務費必須在合同中列明，旅行社不得收取任何合同中未列出的費用。
[環境保護法修正案草案]
The draft amendment of environmental protection adds a clause that calls for governments and environmental protection departments to release information concerning environmental quality, pollution-related accidents and the collection and use of pollutant discharge fees to the public.
環境保護法修正案草案增加了要求政府和環保部門向社會公開環境質量、汙染相關事務及汙染物排放費用的收取和利用等信息的條文。
[特種設備安全法草案]
China's legislature also discussed a draft law on the safety of special equipment, or equipment that operates under high pressure, temperature or speed with a potential threat to public safety. The equipment specified includes boilers, elevators and cranes, as well as other items. The purpose of the legislation is to prevent and reduce accidents through an institutional buildup that can stop risks at their source.
人大常委還對特種設備安全法草案進行了審議。特種設備指那些在高壓、高溫、高速條件下運行，對公眾安全存在威脅的設備，包括鍋爐、電梯、起重機械等。該法案通過建立規範防範和減少安全事故的發生。
>Tokyo's request declined
東京都登島申請被拒絕
The Japanese government Monday rejected Tokyo Metropolitan Government's application to land on the Diaoyu Islands on the excuse of maintaining the stability of the area, Xinhua reported. Tokyo said in response that it will carry on the survey of the islands this week from the surrounding water without landing, because it's a necessary step in buying the islands. The governor of Tokyo, Shintao Ishihara, announced in April that the Tokyo government plans to purchase the islands.

Typhoon Bolaven is expected to make landfall in Liaoning Tuesday, Xinhua reported. The meteorological center in the city of Shenyang issued a yellow alert for Bolaven, the 2nd-highest level in China's 4-tier color-coded weather warning system, predicting the severe typhoon will land in Dandong, Liaoning, and the northwestern region of North Korea Tuesday evening.
據新華社報導，"布拉萬"颱風預計28日在遼寧登陸。瀋陽中心氣象臺已發布黃色預警(次高級別，最高級別為4級)，預測"布拉萬"將於28日晚在遼寧丹東和朝鮮西北部之間登陸。

A recent poll shows 60% of China's employees are whiners who complain 5 times a day on average, Health Times reported. And an average Briton spends 14.5 minutes whining a day, which is equivalent to someone complaining 106 days during his whole life. Occasional complaints will help release pent-up emotions and pressures, said experts. But if whining becomes normal in life, it will be like a chronic disease and the level of physical harm is no less than what diabetes or high blood pressure has caused.

Popular Japanese anime "One Piece" (see photo) has recently caught the attention of Chinese youngsters with the traditional Chinese art form of Pingshu, or storytelling, Beijing News reported. The anime, beloved by post-80s and -90s generations, has been transformed into Pingshu by Zhang Zhun, a storyteller born in the 1980s. Its first adaption part has received over 490,000 views on tudou.com since its launch in June and been forwarded thousands of times on Sina Weibo. Young netizens expressed their love for the new elements in traditional Chinese culture.
