近日，中共中央辦公廳、國務院辦公廳印發了《關於強化智慧財產權保護的意見》（以下簡稱《意見》）。《意見》指出，加強智慧財產權保護，是完善產權保護制度最重要的內容，也是提高我國經濟競爭力的最大激勵。The general offices of the Communist Party of China (CPC) Central Committee and the State Council have jointly issued a directive calling for intensified protection of intellectual property rights (IPR). "Strengthening IPR protection is the most important content of improving the IPR protection system and also the biggest incentive to boost China's economic competitiveness," reads the document.

《關於強化智慧財產權保護的意見》以習近平新時代中國特色社會主義思想為指導，全面貫徹黨的十九大和十九屆二中、三中、四中全會精神，聚焦智慧財產權保護現實問題，明確了當前和今後一個時期做好智慧財產權保護工作的基本原則和總體目標，提出了一系列重要政策措施和有針對性的創新舉措，旨在進一步發揮智慧財產權保護在推動我國經濟高質量發展、優化營商環境和促進高水平對外開放中的作用。
《意見》包括99條重點措施，立足現實發展需要，從智慧財產權保護嚴、大、快、同四個方面著手，對新時代強化智慧財產權保護作出了系統謀劃和整體部署。《意見》明確了兩個階段的目標，第一階段，力爭到2022年，侵權易發多發現象得到有效遏制，權利人維權「舉證難、周期長、成本高、賠償低」的局面明顯改觀。第二階段，到2025年，智慧財產權保護社會滿意度達到並保持較高水平，保護能力有效提升，保護體系更加完善，尊重知識價值的營商環境更加優化，智慧財產權制度激勵創新的基本保障作用得到更加有效發揮。
