據美國廣播公司（ABC News），川普與3M掐架的起因是，川普下令國土安全局和聯邦緊急事務管理局動用韓戰時期的《國防生產法》，從3M及其子公司獲取「適量的」N95口罩。
The unusual but not unprecedented spat between the president and a leading American manufacturer broke out after Trump directed heads of the Homeland Security Department and Federal Emergency Management Agency to use their authority under the 1950 Defense Production Act to acquire the 「appropriate」 number of N95 respirators from 3M and any of its affiliates.

隨後，川普還不忘「補刀」，發推特宣稱「今天重擊了3M」。
「We hit 3M hard today after seeing what they were doing with their Masks. 『P Act』 all the way. Big surprise to many in government as to what they were doing - will have a big price to pay!」 Trump tweeted.
川普發推稱，「看到他們對口罩的處理後，我們今天狠狠打擊了3M。《國防生產法》一直都在。3M的做法讓許多政府官員很是吃驚，該公司將為此付出巨大代價！」
據悉，美國聯邦政府近期不但要求3M公司將其在海外生產的口罩運回美國，更不準其向加拿大、拉美等地出口N95口罩。
而據美聯社報導，3M是加拿大和拉美地區主要的口罩供應商，該公司拒絕停止對這些地區的出口。
The company has traditionally exported about 6 million masks a month to Canada and Latin America, where 3M is a primary supplier. 3M objected to stopping those exports.
該公司按慣例向加拿大和拉美一個月出口600萬隻口罩，3M是這些地區的主要供應商。3M拒絕停止這些出口。

CEO Mike Roman said Trump’s insinuation that 3M was doing something wrong was 「absurd.」
4月3日，3M公司發布聲明稱，已經在加產供應美國國內，但停止口罩出口有違人道主義，或導致其他國家報復，拒絕向美國出口其更需要的醫療物資。
3M argued that blocking exports will raise 「significant humanitarian implications」 abroad and lead other countries to retaliate by withholding much-needed medical supplies from the US.
值得注意的是，就在3M發布聲明當天的晚些時候，川普在白宮疫情簡報會上再次表示，會引用《國防生產法》來阻止「無恥之徒和姦商」出口衛生和醫療物資。
President Donald Trump said Friday his administration will try to stop 「unscrupulous actors and profiteers」 from exporting medical protective gear, shortly after picking a fight with manufacturing giant 3M, a major producer and exporter of face masks used to protect health care workers from the coronavirus.

Canadian Prime Minister Justin Trudeau said essential health supplies and workers flow both ways across the border, and blocking exports of 3M masks would be a mistake.
特魯多還提醒美國，加拿大每天有數千名護士越過美加邊境前往底特律醫療系統工作，「這些都是美國人所依賴的。」
「I think of the thousands of nurses who cross the bridge in Windsor to work in the Detroit medical system every day,」 Trudeau said. 「These are things American rely on.」
此外，加拿大安大略省省長道格·福特3日也表示，已就美國禁止3M出口醫療設備一事向美國貿易代表萊特希澤提出了抗議，並呼籲美加兩國共同對抗疫情。
Doug Ford, premier of Ontario province, said he protested to U.S. Trade Representative Robert Lighthizer, expressing concern that Trump could create a shortage of masks for Canadian doctors and nurses.
「The health and well-being of our frontline workers depend on these essential medical items and now more than ever our countries need to work together to combat COVID-19,」 Ford tweeted.
