英語裡要表達這樣的意思，

我們要用動詞不定式to do放在疑問詞how，when，where，what，which，who，whether等之後：

……
但是，這裡有一個小細節，容易被忽視：
What to do, which to do是完全正確的表達；
when，where，what，who，whether to do可能就是錯誤的了，
為什麼，稍加理解，我們就恍然大悟了！
動詞是分及物動詞和不及物動詞的。
及物動詞除了被動語態，後面都得有賓語！

動詞如果是及物動詞do，就要注意跟一個代詞it：

The manager will decide who to do it.
那麼what和which後的動詞不定式為什麼一般沒有賓語？
因為從句子意思裡，我們會發現，其實what和which就是動詞的賓語！
We don't know which bus to take.
You can decide which one to take.
Please tell us what to do next.
He is always certain about what to do in his work.
