一、展覽背景

景德鎮歷史悠久，文化底蘊深厚，是中外著名的瓷都，擁有兩千年的冶陶史、一千年的官窯史、六百年的御窯史，留下了大量豐厚而獨特的陶瓷文化遺存。是國務院首批公布的歷史文化名城，「全球創意城市網絡成員」，並榮獲「世界手工藝與民間藝術之都」稱號，是一座有歷史、有文化、有故事的城市。

近年來，景德鎮城市建設在保持傳統文化基因和近代工業記憶的基礎上，無論是城市面貌還是基礎設施建設都有了較大變化。「時代新象」——2019中國·景德鎮「陶溪川」公共雕塑國際大展，希望藉助「公共雕塑」這一媒介從藝術角度來營造既有現代活力又有人文底蘊的和諧都市環境。

本次大展由景德鎮市人民政府與中央美術學院聯合主辦。面向全球藝術家、建築師、設計師、藝術院校以及相關藝術、設計機構徵集優秀的公共雕塑、公共藝術裝置、景觀裝置方案來探討「藝術融入都市空間」的命題。

二、展覽主題

本次大展以「時代新象」為主題。旨在結合當下景德鎮城市和文化發展的新格局，進一步弘揚和傳播千年瓷都的傳統文化。通過新穎的藝術形式與內容彰顯景德鎮這座展；進一步提升景德鎮城市文化品位，力爭打造一批充分體現創新精神、彰顯歷史文化、富有時代特色的藝術之城、文化之城、創新之城、宜居之城的獨特魅力；促進景德鎮城市公共空間藝術的發公共雕塑精品；使之成為新時代景德鎮發展的鮮明符號。

四、展覽時間及地點：

· 展覽時間：2019年 12月 20日--2020年 2月 20日。

· 展覽地點：景德鎮陶溪川美術館

五、展覽組織及作品徵集方式：

· 本次大展在景德鎮城區範圍類選取 25 個空間節點，藝術家必須針對規定的空間點位開展藝術創作。

· 2019年 7月 20日發布大展作品徵集信息。

· 本次大展分為初選評審、複選評審、入選作品展覽、作品落地實施、落地實施作品評獎共5個環節。

· 徵集對象：面向全國及國際社會徵稿。

· 展覽組織及作品徵集以景德鎮市市區最新城市規劃為上位條件。組委會提供：報名表格、具體空間節點文件、現場照片、空間環境視頻文件等。參展藝術家可以從提供的城市空間節點中任意選點，創作必須針對具體的空間條件展開，作品應能體現出景德鎮獨特的文化傳統和當下特點。（注意：每份報名表對應一件作品）

· 應徵者無需繳納任何報名或參與費。

六、作品創作導向：

「時代新象」——2019 中國·景德鎮「陶溪川」公共雕塑國際大展參展作品應需符合以下幾個特性：

·藝術性：創作方案應具有極高的藝術水準，能夠充分體現卓越藝術審美價值；

·文化性&地域性：創作方案應具備豐富的文化內涵，能夠充分體現景德鎮傳統文化的傳承與轉化；

·國際性：創作方案應體現廣闊的國際視野，能夠充分體現國際文化的交流與融通；

·創新性：創作方案應注重創新的時代語言，鼓勵新觀念、新形式、新材料，體現藝術與科技的有機結合。

七、參展及評審流程：

⑴初選報名及投稿時間：

2019年7月20日——2019年9月30日晚上12點（北京時間）報名及投稿截止。

初選報名及投稿流程：

①點擊徵稿函提供的連結地址，下載「時代新象」——2019中國·景德鎮「陶溪川」公共雕塑國際大展相關資料及報名表格。（下載地址見第十項）

②填寫電子版《初選報名登記表》。

③將電子版《初選報名登記表》及參展作品在截稿時間之前通過電子郵件形式發送到大展指定的接受郵箱。在2019年9月30日晚上12點（北京時間）前完成文件發送。

④作品提交要求：效果圖3張（電子文件）。圖片尺寸：42釐米×29釐米（像素300dpi）。

效果圖應能反映出作品的不同角度和與實際空間場景的關係。圖中須註明作品所對應的空間點位標號及地名、作品基本尺寸、材料、創意說明。創作說明文字應當簡潔明了，表述完整。遞交的作品畫面中不應出現任何與創作者有關的信息，所有此類信息只能按要求填寫在《初選報名登記表》中。

備註：所有投稿作品須為原創，不得抄襲，如有任何版權糾紛，組委會將取消其參賽資格並將其列入失信名單，並向行業內通報，因此出現的任何法律責任由投稿者本人一應承擔。應徵作品一經送達，即視為應徵者已全部知曉並完全接受本徵集規則。應徵作品文件不符合本規則要求的，應徵者可於截止時間之前補正。

⑵初選評審：

· 2019年10月10日前，評審委員會在所有應徵作品中評審出60件入圍作品獎。評選揭曉後，將在景德鎮市人民政府官網、中央美術學院官網上公布入圍者名單。

· 初選入圍名單公布後，組委會向60位獲入圍資格的藝術家提供參加複選的方案深化材料製作費，費用分兩次支付給藝術家。該經費主要用於資助藝術家進行方案深化、小稿製作、複選作品運輸等。（詳情見經費和獎項設置）

· 60位獲選藝術家在接到入圍通知後需對入選方案做進一步深化後再參加大展複選。

· 方案未經深化且不按複選要求提供作品資料的視為自動放棄參加複選的資格。

· 初選未入圍作者不另行通知。

⑶複選作品深化及投稿時間：

2019年10月15日——2019年12月5日晚上12點（北京時間）。

複選報名及投稿流程：

①在得到參加複選的通知後，填寫電子版《複選作品登記表》，通過電子郵件形式發送到大展指定的接受郵箱。

②複選作品的提交內容為：

· 深化後的小稿模型一件（實物模型），小稿模型尺寸：1.2米*1.2米*1.2米範圍內。

· 效果圖3—5幅（電子文件）。圖版版幅：118.9釐米*84.1釐米（JPG格式），像素300dpi。圖版中需提供作品所對應的空間點位標號及地名、作品基本尺寸、材料、創意說明文字。設計說明應有助於評選時評委對作品的理解，其內容旨在闡述作品設計思路、理念。遞交的作品畫面中不應出現任何與創作者有關的信息，所有此類信息只能按要求填寫在《複選作品登記表》中。

· 複選入圍作品的3D數字源文件（此項特指採用3D數位技術建模生成的藝術作品）。

· 填寫電子版《複選作品登記表》

③參加複選的作品小稿必須在2019年12月5日晚上12點（北京時間）之前運送到大展指定地點。

備註：所有投稿作品須為原創，不得抄襲，如有任何版權糾紛，組委會將取消其參賽資格並將其列入失信名單，並向行業內通報，因此出現的任何法律責任由投稿者本人一應承擔。所有投遞作品組委會不再退回。

⑷複選評審：

2019年12月19日，評審委員會在60件參加複選的作品中評選出30件複選入圍作品。評選揭曉後，將在景德鎮市人民政府官網、中央美術學院官網上公布入圍者名單。

⑸入選作品展覽及頒獎

· 展覽時間：2019年12月20日--2020年2月20日。

· 展覽地點：景德鎮陶溪川美術館

（所有獲初選和複選資格的作品都將參展）

⑹落地實施作品評審、展覽及頒獎：

· 評審委員會在30件優秀作品中再優選出適合景德鎮城市空間特點和實際需要的作品進行落地實施。

· 組委會經過與最終獲選落地實施作品的藝術家籤訂相關協議後組織落地實施工作。

· 2020年6月20日舉辦最終落地實施作品展（展覽地點：景德鎮市市內各作品落成地點）。

· 2020年6月20日評審委員會按章程規定的方式評選出6項全場大獎。

八、經費發放和獎項設置：

（1）初選入圍材料製作費：

· 初選入圍材料製作費頒發名額：60名。

· 初選入圍材料製作費額度（稅前）100000元/人（人民幣：壹拾萬元整）。

入圍材料製作費分兩次發放給入圍藝術家。

· 第一筆初選入圍材料製作費在評審委員會完成初選評審後並公布入圍名單後發放，發放額度（稅前）50000元/人（人民幣：伍萬元整）。

· 第二筆初選入圍材料製作費在組委會接受到參加複選藝術家的作品小稿後發放，發放額度（稅前）50000元/人（人民幣：伍萬元整）。

（備註：初選入圍材料製作費的設置主要用於每位藝術家進行方案進一步深化、作品小稿製作、作品運輸等開銷。冠名方擁有60件初選入圍作品的電子文件及與之相關的文宣出版和展覽使用權。）

（2）複選入圍版權轉讓費：

· 複選入圍版權轉讓費頒發名額：30名。

· 複選入圍版權轉讓費額度（稅前）：150000元/人（人民幣：壹拾伍萬元整）。

· 複選入圍版權轉讓費及證書在展覽開幕當天發放。

備註：複選入圍版權轉讓費的設置一方面旨在表彰複選入圍的每位藝術家在「時代新象」——2019中國·景德鎮「陶溪川」公共雕塑國際大展創作上的傑出表現。也同時規定30名獲複選入圍資格的藝術家向冠名方轉讓自己參加複選入圍的作品的版權、複選入圍作品的實物小稿、複選入圍作品的3D數字源文件（此項特指採用3D數位技術建模生成的藝術作品）、複選入圍作品圖片的電子文件。另外，如果作品獲得最終落地實施資格，獲選藝術家有義務指導和配合景德鎮相關部門進行作品最終的落地實施工作。過程中涉及到與工作相關的差旅費用由組委會承擔。涉及到額外的泥稿放大製作費用，另行協商。

（3）落地實施作品獎項設置和獎金：

· 評獎範圍：最終落地實施的作品

· 評審時間：2020年 6月 20日

· 獎項名稱及獲獎名額：最佳作品獎，1名；最佳創意獎，2名；最佳材料工藝獎，2名；全場人氣大獎，1名。

· 獎金：

★最佳作品獎：1名，獎金（稅前）：600000元/名（人民幣：陸拾萬元整）；

★最佳創意獎：2名，獎金（稅前）：500000元/名（人民幣：伍拾萬元整）；

★最佳材料工藝獎：2名，獎金（稅前）：500000元/名（人民幣：伍拾萬元整）

★全場人氣大獎：1 名，獎金（稅前）：300000 元/名（人民幣：叄拾萬元整）。該獎項的評定方式：網絡票選佔 70%，專家票選佔 30%。

· 獎金及證書在落地實施作品展展覽開幕當天發放。

備註：上述獎項金額指稅前金額。獲獎者應按照相關國家及地區（包括但不限於中華人民共和國）的法律規定納稅。獎金和獲獎證書應由創作者本人領取或其書面指定代表領取。創作者不止一人的，獎金和獲獎證書按《報名登記表》中「作者」 一欄中排名最前者領取或其書面指定代表領取。

九、參展規則：

①應徵者一經報名和投稿，即視為應徵者已全部知曉並完全接受本徵集函規則。收到的所有應徵作品一概不予退還，應徵者請自留底稿原件。

②應徵期間，應徵者不得將參展作品轉讓或授權給任何第三方，不得用於參加與本次展覽相同或類似的其他活動。

③應徵者須確認所提交作品從未轉讓或許可給任何個人或機構。

④請應徵者務必保留好作品源文件（作品效果圖的電子源文件），最終初選入圍、複選入圍獎的藝術作品需提交作品源文件，並籤署相應版權協議書（僅針對複選入圍和落地實施的作品），未籤署者視自動放棄參展資格。

⑤最終獲得初選入圍、複選入圍、落地實施及獲相關獎項的藝術作品創作者不得用這些作品再次參加與本次展覽相同或類似的活動。

⑥應徵作品的著作權受中國法律保護。最終獲得初選入圍、複選入圍、落地實施及獲相關獎項的藝術作品，除署名權以外的一切智慧財產權歸組委會與作者共同所有。

⑦組委會對包括本規則在內的本次徵集活動所有文件保留最終解釋權。任何與本次徵集活動有關的未盡事宜，均由組委會進一步制定相應規定或進行解釋。

⑧本次徵集活動適用中華人民共和國法律。

· TheorganizationandcollectionofworkstakesthelatesturbanplanningofJingdezhenastoppremise.Theorganizingcommitteeprovidesregistrationforms,specificurbanspatialnodesfiles,on-sitephotos,environmentvideosofspatialnodes,etc.Artistsmaychooseanysitesfromthoseurbanspatialnodesprovidedbythecommittee.AllcreationsmustbecarriedoutbasedonspecificspatialcircumstancessoastoreflecttheuniqueculturaltraditionsandcurrentcharacteristicsofJingdezhen.(Notes:Eachregistrationformisonlyforonepieceofwork.)

6.Creationguidelines

Allexhibitedworksfor「NewImageoftheEra」—the2019ChinaJingdezhen「Taoxichuan」PublicSculptureInternationalExhibitionshouldconformwiththefollowingcharacteristics:

· Artistry:Thedesignshallbeuptoahighartisticstandard,whichfullydemonstratestheremarkableaestheticvalueofart;

· Culture&regionality:Thedesignshallcarryrichculturalmeaning,whichembodiestheinheritanceandtransformationofthetraditionalcultureinJingdezhen;

· Internationality:Thedesignshallexpressabroadinternationalvision,whichshowstheexchangeandintegrationofinternationalcultures;

· Innovation:Thedesignshallfocusoninnovation—thelanguageofthisera,andnewideas,formsandmaterialsareencouragedtopromotetheorganiccombinationofartandtechnology.

Registrationandsubmissionprocedure:

① ClickontheURLsinthisCallforDesignstodownloadrelevantdocumentsandregistrationformsfor「NewImageoftheEra」—the2019ChinaJingdezhen「Taoxichuan」PublicSculptureInternationalExhibition.(SeethetenthitemfordownloadURLs)

② FillintheRegistrationFormforPrimarySelection.

③ TheRegistrationFormforPrimarySelection(electronic)anddesignsfortheexhibitionshallbesentviaemailtothedesignatedemailaddressbeforedeadline.Documentsdeliverymustbecompletedby12pm(Beijingtime)onSeptember30,2019.

④ Designsubmissionrequirements:3effectpictures(electronic),imagesize:42cmx29cm(pixel300dpi).

Theeffectpicturesshalldemonstratetherelationshipbetweendifferentanglesofthedesignandtheactualspacesettings.Thecorrespondingspatialnodenumber,location,basicdimensionaldrawings,materialsandcreationdescriptionmustbeindicatedinthepictures.Thedescriptionshallbeconcise,clearandcomplete.Noinformationrelatingtotheauthorshouldbeincludedintheimagessubmitted.AllsuchinformationcanonlybefilledintheRegistrationFormforPrimarySelectionasrequired.

· BeforeOctober10,2019,thereviewboardwillselectout60shortlistedawardsfromallsubmittedapplications.Aftertheselectionprocessisfinished,shortlistedcandidateswillbeannouncedontheofficialwebsitesofthePeople’sGovernmentofJingdezhenMunicipalityandtheCentralAcademyofFineArts.

· Aftertheannouncementofshortlistedcandidates,theorganizingcommitteewillprovidematerialandproductionfeesfordesignrevisiontothe60shortlistedartiststoparticipateinsecondaryselection,whichwillbepaidintwice.Thefundsaremainlyusedtosupportartiststorevisetheirdesigns,makesmallmaquettesandtransporttheirworks.(Seethefunddistributionandawardsettingfordetails)· The60shortlistedartistswillneedtorevisetheirprimarydesignsafterreceivingtheshortlistednoticeinordertoparticipateintothesecondround.

· Anyonewhodoesnotrevisehisdesignorprovidedocumentsaccordingtothesubmissionrequirementsshallbeconsideredtoautomaticallywaivehisqualificationforsecondaryselection.

· Thosewhoarenotshortlistedwillnotbenotified.

① FillintheRegistrationFormforSecondarySelectionafterreceivingthenoticeforthenextroundanddocumentsshallbesentviaemailtothedesignatedemailaddress.

② Submitteddocumentsinclude:

· Asmallmaquetteofthereviseddesign(physicalmodel),size:withinthescopeof1.2m×1.2m×1.2m

· 3to5effectpictures(electronic),layoutsize:118.9cm×84.1cm(JPGformat),pixel300dpi. Thecorrespondingspatialnodenumber,location,basicdimensional drawings,materialsandcreationdescriptionshallbeindicatedinthepictures.Thedescriptionmayhelpreviewerstounderstandthework,whichaimstoexplaintheideasandconceptsofthedesign.Noinformationrelatingtotheauthorshouldbeincludedintheimagessubmitted.AllsuchinformationcanonlybefilledintheRegistrationFormforSecondarySelectionasrequired.

· 3Ddigitalsourcefilesoftheshortlisteddesigns(referringinparticulartotheartworkproducedby3Ddigitaltechnologymodeling)

· ElectronicversionoftheRegistrationFormforSecondarySelection

③ThesmallmaquettesforsecondaryselectionshallbetransportedtothedesignatedlocationbeforeDecember5,2019(12pm,Beijingtime).

OnDecember19,2019,thereviewboardwillselectout30finalistworksfromthe60onesinthesecondround.Aftertheselectionprocessisfinished,finalistcandidateswillbeannouncedontheofficialwebsitesofthePeople’sGovernmentofJingdezhenMunicipalityandtheCentralAcademyofFineArts.

· ExhibitionoftheonsitecompletedworkswillbeheldonJune20,2020(venues:locationswheretheworksarecompletedintheurbanareaofJingdezhen)

· OnJune20,2020,thereviewboardwillselect6grandawardsaccordingtotheprescribedmethodsintheexhibitionregulations.

8.Funddistributionandawardsetting

(1)Materialandproductionfeesforshortlistedcandidatesinprimaryselection:

· Distributionquota:60

· Amount(beforetax):100,000yuanperperson(RMB100,000).Materialandproductionfeeswillbepaidintwicetoshortlistedcandidates.

· Thefirstpaywillbeallocatedafterthereviewboardfinishestheprimaryselectionandannouncestheshortlistedresultwithanamountof50,000yuanperperson(RMB50,000beforetax)

· Thesecondpaywillbeallocatedafterthereviewboardreceivestheapplicant’ssmallmaquettewithanamountof50,000yuanperperson(RMB50,000beforetax)

9.Exhibitionrules

①Oncetheregistrationandsubmissionisdone,theapplicantsshallbeconsideredtofullyunderstandandaccepttherulesinthisCallforDesigns.Allthesubmittedworkswillnotbereturned.Theapplicantsshouldkeeptheoriginals.

②Duringtheapplicationperiod,theapplicantsshallnottransferorauthorizetheirentriestoanythirdparty,andmaynotusethem toparticipateinotheractivitiesidenticalorsimilartothiscompetition.

③Theapplicantsmustconfirmthatthesubmittedworkshaveneverbeentransferredorlicensedtoanyindividualorinstitution.

④Theapplicantsmustkeepthesourcedocumentsoftheirworks(electronicsourcefilesoftheeffectpictures).Thosewhoaregrantedwithshortlistedawardsandfinalistawardsshallsubmitthesourcedocumentsoftheirworksandsignthecorrespondingcopyrightagreements(onlyforworksinsecondaryselectionandonsitecompletedworks).Theunsignedpersonwillbeconsideredtoautomaticallywaivehisqualificationforexhibition.

⑤Artistswhoareshortlistedinprimaryselection,secondaryselectionandonsitecompletionandgrantedwithrelevantawardsshallnotusetheirsubmittedworkstoparticipateinotheractivitiesidenticalorsimilartothiscompetition.

⑥CopyrightofthesubmittedworksisprotectedbyChineselaw.Forartworksthatareshortlistedinprimaryselection,secondaryselectionandonsitecompletionandgrantedwithrelevantawards,allintellectualpropertyrightsotherthantherightofauthorshipshallbejointlyownedbytheorganizingcommitteeandtheauthor.

⑦TheorganizingcommitteereservestherightoffinalinterpretationofalldocumentsofthisactivityincludingrulesinthisCallforDesigns.Anyunfinishedmattersrelatedtothisactivityshallbefurtherformulatedorinterpretedbytheorganizingcommittee.

⑧ThelawofthePeople’sRepublicofChinashallapplytothisactivity.
