1. 作品內容應緊扣主題，真實地記錄外國留學生在浙江學習生活的真實感受，真實地反映外國留學生對中華文化的喜愛和對美麗浙江的嚮往，真實地展現浙江在「數字經濟」發展改變城市、生活、學習等方面取得的重大成果，力求用小故事、小人物去展現浙江發展大變化、大場景。
2. 作品內容邏輯清晰、故事完整，具有正能量，不得涉及暴力、色情、宗教與種族歧視，不得有反動、違法內容，不得植入廣告。
3. 作品形態不限，紀錄片、訪談、脫口秀等均可，時長5分鐘以內。
4. 作品語言用母語或英語方式，但視頻中需有中英文字幕。
5.視頻解析度1280*720 或以上，格式接受MPG、MPEG、AVI、MOV、WMV、MP4 文件，支持橫或豎屏拍攝；要求視頻畫面乾淨，不帶角標、臺標、水印或logo。
6.提交的作品必須是參賽者參與主創並擁有完整版權的原創作品，不得使用無版權素材，不得侵犯第三方的著作權、商標權等一切合法權利，嚴禁抄襲。因作品著作權引起的糾紛，由參賽者承擔全部責任。
大賽組委會及相關合作單位擁有對參賽短視頻的使用權，並承諾將參賽視頻用於此次大賽的媒體展播和宣傳推廣。

2. The content of the work is logical, the story is complete, it has positive energy, it shall not involve violence, pornography, religion and racial discrimination, there shall be no reactionary or illegal content, and no advertisements shall be inserted.
3. The form of the work is unlimited, documentaries, interviews, talk shows and so on, the duration is less than 5 minutes.
4. The language of the work is in mother tongue or English, but the video needs to have Chinese and English subtitles.
5. The video resolution is 1280 × 720 or above, the format accepts MPG, MPEG, AVI, MOV, WMV, MP4 files, and supports horizontal or vertical screen shooting; the video screen is required to be clean without corner marks, platform marks, watermarks or logo.
6. The submitted work must be the original work that the contestant participates in and has the complete copyright, shall not use the uncopyrighted material, shall not infringe on all the legitimate rights of the third party, such as copyright, trademark right, and so on, and shall strictly prohibit plagiarism. The contestants shall bear the full responsibility for disputes arising from the copyright of the works.
The organizing committee of the competition and the relevant cooperative units have the right to use the short video of the competition, and promise to use the video of the competition for the media exhibition, publicity and promotion of the competition.
