關於花旗貴州手工業發展項目
從2010年開始，由花旗集團基金會資助，貴州師範大學社區自然保護與社區發展研究中心、貴州日報小梅訪談欄目和貴州省人類學學會共同實施，在貴州丹寨縣排倒村、排莫村、羊排村、也改村、隴嘎村、石橋村及貞豐小屯鄉龍井村等7個村寨、雷山縣貓貓河村、凱裡市季刀苗寨及貴定縣東山苗寨實施扶貧項目，項目集中關注貧困地區民族手工藝品專業合作社為基地的6000戶苗族婦女，以文化為導向的民族手工藝提升家庭收入的經濟發展，同時推動社區文化傳承和環境保護。自2010年項目啟動以來，得實施大量社區村民培訓、能力建設、文化傳承、出國考察、慈善義賣、基礎性研究、圖書出版、文化活動、媒體倡導、創意設計、產業發展等活動，到當地政府的高度重視、媒體的持續性關注和社會各界廣泛的參與，社會反響大，成果豐碩，已經連續六年得到花旗集團的資助。2012年，項目榮獲中國公益慈善獎和扶輪社領袖獎。
Since 2010, the Citi-Guizhou Handcraft Development Program has been sponsored by Citi Foundation and implemented by the Community-Based Conservation and Development Research Center (CCDRC) of Guizhou Normal University, 「Xiaomei’s Interview」 of Guizhou Daily, and the Anthropology Society of Guizhou. Working at the intersections of cultural heritage protection, economic empowerment, and environmental stewardship, the program has been a leader of community and culture-based rural development efforts in Guizhou Province. The program implemented poverty alleviation programs and established relationships with traditional handcraft cooperatives across eleven villages and three counties in the province. Miao women from over 6,000 impoverished households participate in the handcraft cooperatives supported by the program. Through field research, technical trainings, capacity building workshops, international exchanges, charity sales, book publications, public forums, exhibitions, and artist workshops, the Citi-Guizhou Handcraft Development Program hopes to continue supporting cultural heritage protection, poverty alleviation, and environmental stewardship in Guizhou Province for years to come.

【Blue flower Fund】關於「藍花公益基金」
「藍花公益基金」緣起貴州傳統手作蠟染畫花者和藍花故事集成書籍《藍花敘事》的售書捐贈款，是在花旗貴州手工業發展項目支持下衍生出來的一個小額基金，並由2013年出版《藍花敘事》(此書由花旗集團基金會資助，2013年貴州教育出版社出版，是貴州日報小梅訪談欄目和貴州師範大學自然保護與社區發展研究中心共同實施項目 「花旗貴州手工業發展項目」成果之一。全書分上下冊，50餘萬字圖文並茂記錄貴州蠟染民族手工藝為研究載體、故事藍本和表述主體的敘事。)新書發布暨蠟染藏品展志願者小組的發起下，承諾所有售書資金都捐贈藍花公益基金，旨在支持基於文化為基礎發展的少數民族婦女手工群體，資助留駐村寨繼續傳承和發展的手藝人。
基金髮起之初，通過建立志願者援助網絡、媒體推動、新媒體運用等為工作方式，協助居住在鄉村延續「民藝」的生計困難者實現發展夢想，並在貴州開展以民族手工藝為主導的經濟發展、文化傳承和環境保護活動。以鄉土知識、民族多元文化機制和傳統手工藝品為工作手段和載體，致力於推動貴州少數民族地區青年人居於文化持有者內生性文化動力的文化傳承、保護和發展的新鄉村扶貧計劃。
資助款項完成的手藝作品，將通過網絡平臺和展覽空間，資助者優先認購，引領城市和鄉村民藝手作互動發展。發起小組成員共同承諾，售出資金將捐贈藍花基金，作為少數民族文化（包括蠟染系手工藝）傳承和發展扶貧基金專用。售書所得資金，作為第一筆公益基金存入專項帳號。藍花基金由基金管理小組負責管理，小組將建立專用帳戶及財務帳目公示網頁，每一筆收支都會在網上公示。About the Blue Flower Fund
The Blue Flower Fund invests in minority craftswomen as leaders of cultural inheritance, economic development, and environmental stewardship in their local communities. Established by a group of Citi-Guizhou Handcraft Development Program volunteers between 2013 and 2015, the fund receives support from private donations and handcraft auctions, as well as sales of the Blue Flower Narrating book series. The Blue Flower Narrating book series, which includes Blue Flower Narrating (2013) and Memory on Hands: The Life Stories of Sister Yang and Sister Li (2015), were published in part with Citi-Guizhou’s generous support.
Guizhou is one of the poorest provinces in China. It is also one of the most culturally rich. The success of culture-based development initiatives carried out by the Citi-Guizhou Handcraft Program over the past five years demonstrates the powerful potential for combining cultural heritage protection with poverty alleviation efforts. Working at the intersections of cultural heritage protection, economic development, female empowerment, and environmental stewardship, the Blue Flower Fund offers small grants to minority craftswomen to buy materials for making traditional handcrafts. It also provides sales platforms for craftswomen to market their work. We hope that these efforts can help minority craftswomen in rural Guizhou realize traditional handcraft making as a financially, culturally, and environmentally sustainable livelihood choice.目的和意義

「藍花公益基金」手工傳承項目小額資助計劃
2015年年初，基金啟動「藍花公益基金」手工傳承項目小額資助計劃，從捐贈資金中抽出部分資金在丹寨、雷山資助蠟染、刺繡手藝人30名。
在市場上購買生產材料手工製作蠟染、盛裝等用品，由外部和村落內部建構的良性手工藝傳承和發展循環系統，使得鄉村手藝人她們不僅獲得很好的經濟回報，衍生出村寨內部傳承「寨生」性多民族文化的形態。
我們鼓勵企業和個人捐款，參與到貴州民族藝術的傳承和發展中來。藍花基金手通過小額贈款的方式，資助貧困地區的少數民族手工藝人購買必須的手工材料，進行手工藝品的製作和銷售，推動貧困地區少數民族傳統文化的傳承和經濟發展。選擇標準
1、貴州少數民族婦女；
2、家庭貧困，人均收入低於貧困線（2300元/年）；
3、具有從事傳統手工藝的基礎。資助標準
藍花基金計劃給資助者每人1000元小額資助，資助資金只能用於生產資料的購買（例如，布，線，蠟等手工材料）和生產發展。資助每三個月一個周期（即獲得資助後從手工藝品的生產到銷售出去），資金循環兩個周期即無償贈與受助人；項目申請
1、接受農村少數民族傳統手工藝人的個人申請；
2、與貴州花旗手工業發展項目資助的合作社合作，由合作社推薦，選擇受助人；
2、接受資助方的評估、填寫資助申請表；
3、資助申請通過審查並得到批准；
4、接受培訓（資金使用，生產標準等規範）；資金管理和項目執行

Qualifying craftswomen are awarded 1,000 RMB. This money must be used to buy materials for making traditional handcrafts (such as cloth, thread, wax, etc.) The product(s) they make with these materials are then sold through the Blue Flower Fund online platform. The craftswomen are required to use the proceeds from this sale to reinvest in more handcraft materials within a 6-month period. This agreement between the Fund and the grantee seeks to empower women economically and promote traditional craftmaking as a sustainable livelihood choice.
In early 2015, the Blue Flower Fund gave the first round of small grants to 30 craftswomen in Danzhai and Leizhan counties. We warmly invite enterprises and individuals to support our fund and participate in cultural heritage protection and development efforts.Selection Criteria
1. Guizhou ethnic minority woman
2. Family is living below the poverty line (average annual per-capita income is below 2,300 RMB)
3. Has foundation in traditional handcraft-makingApplication and Review Process
1. The Blue Flower Fund Board receives a village minority craftswoman’s grant application form, written by herself or by a handcraft cooperative on her behalf.
2. The Blue Flower Fund Advisory Committee conducts an on-site evaluation of the applicant.
3. The Advisory Committee shares their evaluation findings with the Board.
4. Applicants approved by the Board receive a 1,000 RMB grant. Upon receiving the grant, grantees are instructed on how to manage and record their finances.

得到藍花公益基金支持經費，我買布來做蠟染，藍靛是我自己做的，不用花錢。以前我用的布都是媽媽給的，媽媽給的布用完了，她就開始在市場買布做蠟染，有時候蠟染沒有賣出去，沒有多餘的錢去買布，就不能做蠟染。今年我們完成銷售四次，第一次蠟染買到張家界，賣了2000多遠；第二次蠟染賣到成都，賣了1500元；第三次賣到貴陽開陽水頭寨，賣了2000元；第四次一個法國人和一個美國人來村子裡住一周，體驗製作蠟染，購買2000多元的蠟染。
——丹寨縣揚武鄉基加苗寨瑙碧哩蠟染專業合作社苗族畫花者楊光豔、楊秀芬我在村裡持續製作手藝產品賣已經由七、八年，每年都能賣出去十多件傳統苗族衣服，每年的收入達到三、四萬元。我自己織布，自己染布，購買的材料主要是買藍靛和線。在接收資助後已經賣出去四次作品，總計賣了4件衣服、兩條裙子，收入1萬餘元。在家裡做手工，比打工輕鬆，常常為了趕工起早貪黑，她也不覺得累。能在家裡給自己做，自己賣了掙錢，好高興呀！我再也不出去打工了。

Grantee Testaments
I used the Blue Flower Fund grant to purchase cloth to make batik. The indigo dye I make myself, I don’t need to buy it. In the past, I used the cloth given to me by my mother. When we were out of cloth, she would go to the market to buy more. Sometimes when we couldn’t sell our work, we wouldn’t have money to buy more cloth. This year we sold our work four times. In Zhangjiajie we sold over 2000 RMB worth of batik; in Chengdu, 1500 RMB; Guiyang, 2000 RMB; and an American woman and French woman who came to our village to study batik purchased another 2000 RMB worth.

I』ve been making handcrafts in the village for seven or eight years. I’m able to sell at least 10 pieces of traditional Miao clothes per year. Our family of five earns about 30,000-40,000 RMB per year. I weave and dye my own fabric, but need to purchase indigo and thread. Since receiving a grant from the Blue Flower Fund, I』ve already sold 4 tops and 2 skirts, earning 10,000 RMB. It’s much more relaxed to make handcrafts at home than it is to find work in the city. Though I often work on my crafts from dawn to dusk, I don’t find it tiring. I’m very happy to be able to work for myself, at home, and make my own money! I』ll never go back out to the city to look for other work.
