講者簡介
蔡偉傑 國立政治大學民族所博士後研究員
政治大學民族學系學士、碩士，主修滿學；美國印第安納大學內陸歐亞學系碩士、博士，主修蒙古學，副修藏學。現為政治大學民族學系博士後研究員。研究方向為蒙古時代以降的歐亞世界史及內亞與中國關係史，著重於族群、移民與法制史領域。論文見《中國邊政》、《臺灣史研究》、《蒙藏季刊》、《蒙古學研究:美國蒙古學會學刊》、《國際關係》( 蒙古國立大學)、《歷史人類學學刊》等學術期刊。另於《澎湃新聞·上海書評》、《經濟觀察報書評》、《四季書評》等報章媒體上發表書評與文章。
講座內容簡介
在早期近代，大清帝國與俄羅斯帝國各自從東西兩個方向進入內陸歐亞腹地。在軍事佔領告一段落後，移民開始遷入內陸歐亞邊地。這兩個政權在治理這些移民時面臨著類似的挑戰，而移民的本土化就是其中之一。本演講以清帝國的漢人移民進入外蒙古與俄羅斯帝國的俄羅斯人移民進入高加索、突厥斯坦與西伯利亞為例進行比較研究。主張政府對屬民身份地位的規定、對內陸歐亞邊地的封禁程度，以及各地原住民的自治程度三者，是導致兩國內陸歐亞移民本土化形態有所差異的重要因素。
