不久前,中國國務委員兼外長王毅倡議召開了中國—阿富汗—巴基斯坦—尼泊爾四國外長應對新冠肺炎疫情視頻會議,提出四大倡議,致力於增進抗疫合作,促進疫後復甦和經濟發展,並重申對阿富汗等國的疫苗支持。中國外交部、衛健委、國合署等部門還同阿外交部、民航局、財政部、商工部等舉行了中阿聯防聯控會議,中國專家分享了抗疫經驗,雙方熱情交流了增進疫情防控、復工復產和人員往來的措施,尤其是儘快增加阿優質特色農產品向中國出口。
近半年來,我見證了中阿許多抗疫合作的感人故事,親身參加了三次中國向阿援助抗疫物資,一次向阿提供大量糧食「救濟包」。我的許多中國同事們夜以繼日、犧牲休息時間,協調物資運輸和分配,保證物資送到有需要的阿民眾手中,為許多阿家庭送去了健康和希望。
這些努力,都是習近平外交思想在阿富汗及中阿關係方面的展現,給中阿兩國人民帶來實實在在的收益。習主席以偉大戰略家的遠見卓識,準確把握人類社會發展規律,全面判斷國際形勢走向和中國所處歷史方位,提出了一系列富有中國特色、體現時代精神、引領人類進步潮流的新理念新主張新倡議,旗幟鮮明地回答了中國應當推動建設什麼樣的世界、構建什麼樣的國際關係,中國需要什麼樣的外交、怎樣辦好新時代外交等一系列重大理論和實踐問題,形成和確立了習近平新時代中國特色社會主義外交思想。在這一思想指引下,中阿關係迎來65年平穩發展,睦鄰友好持續走深走實。
習近平外交思想是習近平新時代中國特色社會主義思想的有機組成,明確中國特色大國外交要推動構建新型國際關係,推動構建人類命運共同體。多年來,中國堅持推行互利共贏的開放戰略,形成了以「一帶一路」為統領的對外開放新格局。「一帶一路」從倡議變為行動,從理念轉化為實踐,快速成長為開放包容的國際合作平臺、各方普遍歡迎的全球公共產品,100多個國家和國際組織積極支持和參與。在這些國家中間,阿富汗受益於「一帶一路」的基礎設施建設和地區互聯互通優勢最為明顯。中國在阿援建了喀布爾共和國醫院、國家職業技術學院、喀布爾大學綜合教學樓和禮堂等。「阿中空中貨運走廊」、中阿貨運班列幫助阿商品出口到中亞、波斯灣地區、南亞地區,特別是中國。適銷對路的地毯、乾果、蔬菜等為阿帶來可觀收入,刺激阿富汗經濟增長。中國商品和援助物資也能更加順利抵阿,不斷帶來中國人民的深情厚誼。
習近平外交思想秉持親誠惠容的周邊外交理念,使中國發展更多惠及周邊國家,實現共同發展。作為阿傳統友好近鄰,中國一貫注重幫助阿公共衛生建設,為阿提供人道主義援助。2014年,中國援建的喀布爾共和國醫院正式投入使用;2017年,「天使之旅——『一帶一路』大病患兒人道救助計劃」啟動,到2019年底,中國紅十字基金會共來阿接治了184名先心病患兒。今年阿新冠疫情爆發後,中國政府和社會各界大力支持阿抗疫。中方迄已運來3批共十多噸抗疫物資,兩次舉行中阿醫療專家遠程會議,分享中國抗疫經驗,使館還為喀布爾平民送去糧食救濟包。更有民間機構、人士自行向阿捐助,送去中國人民的深情厚誼。
習近平外交思想蘊含了「國不以利為利,以義為利」的大國義利觀。中國外交始終本著互利共贏原則與其他國家開展務實合作。如今,和平共處五項原則已成為國際關係的基本準則;改革開放以來,中國堅持走和平發展道路,不僅實現了自身經濟崛起,還帶動了不少國家進行改革開放,有力地促進了世界和平發展事業;中國共產黨十八大以來,中國以實現中華民族偉大復興為使命,積極推動構建新型國際關係和人類命運共同體,使中國成為推動世界和平穩定的中堅力量。
習近平外交思想堅定捍衛多邊主義。近年來,在一些國家故步自封,堅持崇尚實力和零和博弈的過時觀點時,習近平主席在多個國際場合闡明中國堅定奉行多邊主義的重大主張。「中國支持多邊主義的決心不會改變」,「多邊主義是維護和平、促進發展的有效路徑」,「要弘揚多邊主義,其核心要義是,國際上的事應該由大家商量著辦,不能由一國或少數幾個國家說了算」。去年底疫情在中國武漢出現後,世界上大多數國家政府和民眾積極主動為中方援助抗疫物資,幫助中國度過了最困難的日子。疫情在世界廣泛蔓延後,中方秉持人類健康衛生共同體理念,不懼疫情二次爆發風險,盡己所能為世界各國,尤其是阿富汗等發展中國家送去大量抗疫物資,派遣有經驗的專家組,收穫廣泛好評。
朋友們,歷史的車輪不可逆轉,中國推動建設人類命運共同體的努力不會停歇,中阿關係長期向好的基本面也不會改變。中方將繼續以習近平外交思想為指引,與阿方一道戰勝疫情,迎接和平,推動建設持久和平、普遍安全、共同繁榮、開放包容、清潔美麗的世界。

Not long ago, Chinese State Councilor and Foreign Minister Wang Yi called a video conference of Foreign Ministers of China, Afghanistan, Pakistan, and Nepal on COVID-19. He put forward four major proposals to enhance cooperation across countries in pandemic response and promote post-pandemic recovery and economic development. He also reaffirmed Chinese support for the other three countries including in terms of vaccines. The Chinese Foreign Ministry, National Health Commission, International Development Cooperation Agency and other departments also held a joint meeting with the Afghan Foreign Ministry, Civil Aviation Administration, Ministry of Finance and Ministry of Commerce and Industry on COVID-19 response. At the meeting, Chinese experts shared their experience in pandemic control, the two sides discussed about response measures, production resumption and personnel exchanges and agreed to increase the export of high-quality agricultural produces of Afghanistan to China as soon as possible.
In the past six months, I have witnessed many touching stories of China-Afghanistan cooperation in the fight against COVID-19. I was personally involved in the delivery of medical supplies on three different occasions and food reliefs to Afghanistan. Many of my Chinese colleagues have worked around the clock to coordinate the transportation and distribution of supplies, making sure that they reach the needy Afghan people and bringing health and hope to many Afghan families.
As concrete manifestations of Xi Jinping Thought on Diplomacy in Afghanistan and China-Afghanistan relations, all these efforts have brought tangible benefits to the Chinese and Afghan peoples. With the vision and insight of a great strategist, President Xi truly understands the laws of human society development. On the basis of solidly-based judgement on the course of international development and the historical position of China, he has put forward a series of new ideas, propositions and initiatives rich in Chinese characteristics while embodying the spirit of the times and leading the trend of human progress. With those, he gave clear answers to a series of important theoretical and practical questions. For example, what kind of world should China promote? What kind of international relations should China develop? What kind of diplomacy does China need? And how can China do a good job in diplomacy in the new era? These answers constitute and establish the Xi Jinping Thought on Diplomacy of socialism with Chinese characteristics for a new era. Guided by his vision, we will enjoy new opportunities for bilateral relations to continue growing steadily and for our good-neighbourly friendship to become deeper and richer in contents.
According to Xi Jinping Thought on Diplomacy, the diplomacy of China as a major power in today’s world must be focused on pursuing a new model of international relations and developing a community of shared future for mankind. Over the years, China has adhered to the strategy of mutual benefit and win-win and formed a new pattern of comprehensive opening-up championed through the Belt and Road Initiative (BRI). As the initiative and concept turned into concrete actions, the BRI has rapidly grown into an open and inclusive platform for international cooperation and a universally welcome global public good. More than 100 countries and international organizations have become active supporters and participants. Among them, Afghanistan benefits most from the infrastructure construction and ensuing regional connectivity. China has assisted in the construction of the Jomhuriat Hospital in Kabul, the National Vocational and Technical College and the school building and auditorium in Kabul University. The Afghanistan-China air freight corridor and regular cargo train services have helped to export Afghan goods to Central Asia, Persian Gulf region, South Asia and China in particular. Marketable rugs, dried fruits, vegetables and so on have generated considerable income for Afghanistan and stimulated economic growth here. The delivery to Afghanistan of Chinese goods and aids, with full friendly sentiments, have also been facilitated.
Xi Jinping Thought on Diplomacy embodies the principles of amity, sincerity, mutual benefit and inclusiveness in conducting neighbourhood diplomacy so that China’s development will benefit more its neighbors and facilitate common development. As a traditional friendly neighbor, China has always attached great importance to helping Afghanistan in public health and by providing humanitarian assistance. In 2014, the Jomhuriat Hospital in Kabul, built with Chinese aid, was put into operation. In 2017, the humanitarian aid programme for children suffering major diseases was launched with the BRI framework; by the end of 2019, the Chinese Red Cross Foundation had received a total of 184 children with congenital heart disease for treatment in China. Since the outbreak of the COVID-19 pandemic, the Chinese government and all sectors of society have given strong support to the fight against the epidemic in Afghanistan. China has so far shipped three batches of pandemic response supplies totaling 20 tons and held two teleconferences for medical experts to share their experiences. The Chinese Embassy has sent food relief packages to civilians in Kabul. Some non-governmental organizations and individuals have donated to Afghanistan on their own to convey the profound friendship of the Chinese people.
Xi Jinping Thought on Diplomacy contains a balanced approach to upholding principles and pursuing interests based on the belief that 『a state’s interests lie not with profits but with principles.』 In this connection, China has always carried out pragmatic cooperation with other countries on the basis of mutual benefit and win-win. The Five Principles of Peaceful Coexistence proposed in the early years of the People’s Republic have become basic norms governing international relations. Since the start of reform and opening up in the late 1970s, China has persisted in the pursuit of peaceful development, not only realizing its own economic rise but also motivating many other countries to reform and open up, thus making a great contribution to world peace. Since the 18th National Congress of the Communist Party, China has announced its mission towards a great rejuvenation of the Chinese nation and actively promoted the building of a new model of international relations and a community of shared future for mankind. In this process, China has developed into an important force for world peace and stability.
According to Xi Jinping Thought on Diplomacy, China must firmly defend multilateralism. In today’s world, unilateralism and protectionism are surging against the tide. President Xi has stated on multiple international occasions the Chinese determination to pursue multilateralism. 『China’s determination to support multilateralism will not change』; 『Multilateralism is an effective way to maintain peace and promote development』;『The core of multilateralism is that international affairs should be done through discussion among all countries and not decided by one or a few,』 he said. Following the outbreak of COVID-19 in Wuhan late last year, most governments and people around the world took the initiative to provide anti-epidemic supplies to China, helping the latter to manage through the most difficult times. When the pandemic spread to most parts of the world, China was still working hard to control it at home and, with a belief in a community of health for mankind, did its best to send large quantities of pandemic response supplies and experienced teams of experts to other countries, especially developing ones such as Afghanistan, winning extensive praises. In the future, vaccines developed and produced in China will also become accessible and affordable public goods for developing countries. Countries including Afghanistan will be prioritized users.
Dear friends, the wheel of history is irreversible. China will not rest in its efforts to build a community of shared future for mankind, nor will the fundamentals of a solid China-Afghanistan relationship change for a long time to come. Guided by the Xi Jinping Thought on Diplomacy, China will work with the Afghan side to defeat the pandemic, embrace peace and build an open, inclusive, clean and beautiful world of lasting peace, universal security and common prosperity.
