過去幾周，澳洲政府頒布了針對新冠疫情的多項補貼，失業的和沒失業的人都有錢領，但在澳洲有一個數量龐大的群體一直被排除在外，那就是臨時籤證持有者。近日，43位澳洲公共政策專家聯名寫了一封公開信給總理莫裡森，呼籲給臨時籤證持有者發補貼，不然「對誰都沒好處」。
公開信如下：
親愛的莫裡森,
澳洲政府對新冠疫情給人民和經濟帶來的風險採取了影響深遠的應對措施，取得了很大成就。
隨著澳洲和世界其他國家面臨100年來最具挑戰性的經濟環境，通過引入新冠疫情補貼和留職補貼（Jobkeeper）等來暫時增加社會保障福利，極大地增強了公眾的信心。
這些福利應該為所有受疫情影響的人打造一個強有力的安全網。
然而，政府這次反應還存在一個嚴重缺口，需要儘快填補，就是對那些目前沒有資格獲得任何危機補貼措施的臨時籤證持有者的關注。
4月4日，澳洲代理移民部長宣布，大部分擁有工作的臨時籤證持有者可以提取退休金，幫助他們在危機期間維持生計，但也鼓勵其他人返回本國。
部長的聲明闡明了這一問題的規模:
目前澳洲有217萬人持臨時籤證；
其中，持444類籤證在澳洲的紐西蘭人超過672,000人；
澳洲有56.5萬名國際學生，主要在高等教育或職業教育部門學習；
大約有13.9萬持2年或4年籤證的臨時技術籤證持有者；
澳洲約有11.8萬人持有打工度假籤證(或背包客籤證)。
在澳洲還有另外18.5萬臨時籤證持有者，其中大約一半是臨時畢業生籤證持有者。
部長承認這些臨時籤證持有者在澳洲經濟中扮演的重要角色。
例如，他在聲明中指出，國際學生「對我們的第三產業和經濟做出了重要貢獻，為澳洲提供了24萬個就業崗位。」
許多持有打工度假籤證的人在「衛生、老年人和殘疾人護理、農業和食品加工以及兒童保育等關鍵領域」工作。這些臨時技術籤證持有者「獲得籤證是為了填補技能短缺——危機過去後，這種短缺可能仍然存在」。
同樣是在4月4日，澳洲副總理、農業部長和移民部長發表聯合聲明，宣布臨時改變打工度假籤證規定，以幫助農民獲得他們所需的勞動力，以確保在疫情期間澳洲的食品和農產品供應。
政府指出，「這些籤證持有者填補了這個行業的關鍵勞動力缺口」，並宣布，在搬到其他地方之前，他們需要自我隔離14天。
留職補貼和失業補貼可能能覆蓋一些臨時籤證持有者，但不是全部。
例如，在澳洲的紐西蘭人似乎有資格獲得留職補貼，但前提是他們在同一家僱主工作了12個月或更長時間，而他們只有在澳洲居住10年以上的人，才有資格獲得失業補貼和新冠病毒補貼費。
除了紐西蘭人以外的臨時籤證持有者，將只能依靠他們的養老金(可能已經大幅貶值)，這是一個完全不充分的解決方案。
政府已經採取了非常積極的行動，將社會保障福利擴大到PR持有者，這些人以前在拿到籤證後的長達四年時間裡，沒有資格獲得許多福利。
但無論是現在還是經濟復甦之時，政府拒絕為失去工作的臨時移民提供收入支持，將對公共健康和他們自身的福利構成風險，導致關鍵部門的工人短缺，並違反澳洲的全球責任。
這些工人都為澳洲的經濟做出了寶貴的貢獻。
許多人將不能，也不應該返回「家」。
如果臨時移民沒有收入，不得不在澳洲非法居住，澳洲將面臨人道主義危機，而且會令所有人的健康狀況將更加糟糕。
這些移民可能會無家可歸，或被迫生活在擁擠的環境中，並可能被迫從事非法工作。
我們認為，作為特殊時期的緊急情況，留職補貼和冠狀病毒補貼的覆蓋範圍，應當擴大到這些工作人員上。
家庭和社會服務部長擁有廣泛的自由裁量權，可以來制定法規以實現這一目標，希望在本周的議會會議上政府能作出堅定承諾填補這一空白，以應對這一前所未有的危機。
