12月3日，亞洲基礎設施投資銀行第一任首席經濟學家埃裡克·伯格洛夫（Erik Berglof）在亞歐合作對話峰會專題分會上指出，過去20年中全球化發生了變化，其中最重要的方面可能是全球價值鏈的變化。全球價值鏈看起來的確非常活躍，發展非常迅速，但也顯得很脆弱。他認為，全球價值鏈深植於整體增長戰略、國內政治經濟環境和全球政治經濟環境中，對破壞非常敏感。新冠肺炎疫情將成為全球化前進所面臨的真正挑戰。
Erik Berglof, Inaugural Chief Economist of Asian Infrastructure Investment Bank pointed out that, globalization has changed over the last twenty years, probably the most important aspect in it is what has happened to Global Value Chains. Global Value Chains look indeed very dynamic and are evolving very quickly, but also look fragile. He thought that Global Value Chains are deeply embedded in the overall growth strategy, in domestic political economy environments and in global political economy environments, and are very sensitive to disruption. He saw COVID-19 as something that will be a real challenge for globalization going forward.
伯格洛夫指出，世界正經歷從投資驅動型增長向創新驅動型增長的轉變，這是一個非常根本的變化，與經濟結構和制度的許多變化有關。他對此很擔心。
He observed that that the world is undergoing a transformation from investment led growth to innovation led growth. That is a very fundamental change which has to do with many changes in the structure of the economy and the institutions. He was worried about this.
他特別指出，中國實現了顯著的轉型，全球金融危機以來的重大變化是，中國真正崛起成為世界其他地區所需中間產品的大規模生產國，也是最終產品的大規模生產國。要應對不斷變化的形勢，改善轉型，新興經濟體真的需要加強那些鼓勵小企業進出的制度,更系統地思考刺激整體創新和單獨部門創新的產業政策,為未來建設基礎設施，以及思考如何在發達經濟體和發展中經濟體都增強韌性。
Mr. Berglof specified that China has done a remarkable transformation. The big change since the global financial crisis is China’s real emergence as the mass producer of intermediate goods for the rest of the world and the final goods as well. He proposed that, in this transformation, other emerging economies really need to strengthen institutions that encourage entries and exits of small enterprises, to think more systemically about industrial policies that stimulates innovation generally and in individual sectors, to build the infrastructure of tomorrow and to think about how to build in resilience both in advance economies and in emerges and developing economies.
