9月16日出版的第18期《求是》雜誌將發表中共中央總書記、國家主席、中央軍委主席習近平的重要文章《在慶祝全國人民代表大會成立六十周年大會上的講話》。文章強調，要完善人民代表大會制度，繼續推進社會主義民主政治建設。The text of a speech by Xi Jinping, general secretary of the Communist Party of China Central Committee, on celebrating the 60th founding anniversary of the National People's Congress (NPC), the top legislature, will be published Monday in the 18th issue of the Qiushi Journal. Xi, also Chinese president and chairman of the Central Military Commission, said in the speech that China must promote socialist democracy through the improvement of the system of people's congresses.

1949年9月，具有臨時憲法地位的《中國人民政治協商會議共同綱領》莊嚴宣告，新中國實行人民代表大會制度。1954年9月，一屆全國人大一次會議通過的《中華人民共和國憲法》明確規定：「中華人民共和國的一切權力屬於人民。人民行使權力的機關是全國人民代表大會和地方各級人民代表大會。」 在中國實行人民代表大會制度，是中國人民在人類政治制度史上的偉大創造，是深刻總結近代以後中國政治生活慘痛教訓得出的基本結論，是中國社會100多年激越變革、激蕩發展的歷史結果，是中國人民翻身作主、掌握自己命運的必然選擇。65年來特別是改革開放以來，人民代表大會制度不斷得到鞏固和發展，展現出蓬勃生機活力。65年的實踐充分證明，人民代表大會制度是符合中國國情和實際、體現社會主義國家性質、保證人民當家作主、保障實現中華民族偉大復興的好制度。
