They also examined and approved the Central Committee's Proposal for Formulating the 13th Five-Year Plan for National Economic and Social Development (2016-20) after Xi presented an explanation of the draft proposal. |
| 全會認為，到二〇二〇年全面建成小康社會，是我們黨確定的「兩個一百年」奮鬥目標的第一個百年奮鬥目標。「十三五」時期是全面建成小康社會決勝階段，「十三五」規劃必須緊緊圍繞實現這個奮鬥目標來制定。 | The session noted that building a moderately prosperous society in all respects in China by 2020 in time for the CPC centenary in 2021 would fulfill the first of the Two Centenary Goals. The second goal is to turn China into a prosperous, democratic, culturally advanced and harmonious modern socialist country by the time the People's Republic celebrates its centenary in 2049. The 13th five-year period will be decisive for achieving the first goal. The 13th Five-Year Plan should therefore focus on how it can be delivered. |
| 全會深入分析了「十三五」時期我國發展環境的基本特徵，認為我國發展仍處於可以大有作為的重要戰略機遇期，也面臨諸多矛盾疊加、風險隱患增多的嚴峻挑戰。我們要準確把握戰略機遇期內涵的深刻變化，更加有效地應對各種風險和挑戰，繼續集中力量把自己的事情辦好，不斷開拓發展新境界。 | The session conducted in-depth analysis of the basic features of the environment for China's development during the 13th five-year period. It concluded that this period would continue to present important strategic opportunities, while presenting severe challenges in the form of increased conflicts and risks. We should therefore focus on grasping the dynamics of change inherent to the strategic opportunities on offer, while coping more effectively with risks and challenges. We should maintain our focus on managing our own affairs well, while remaining committed to unceasingly exploring new frontiers of development. |
| 全會提出了「十三五」時期我國發展的指導思想：高舉中國特色社會主義偉大旗幟，全面貫徹黨的十八大和十八屆三中、四中全會精神，以馬克思列寧主義、毛澤東思想、鄧小平理論、「三個代表」重要思想、科學發展觀為指導，深入貫徹習近平總書記系列重要講話精神，堅持全面建成小康社會、全面深化改革、全面依法治國、全面從嚴治黨的戰略布局，堅持發展是第一要務，以提高發展質量和效益為中心，加快形成引領經濟發展新常態的體制機制和發展方式，保持戰略定力，堅持穩中求進，統籌推進經濟建設、政治建設、文化建設、社會建設、生態文明建設和黨的建設，確保如期全面建成小康社會，為實現第二個百年奮鬥目標、實現中華民族偉大復興的中國夢奠定更加堅實的基礎。 | The session put forth the guiding principles for China's development during the 13th five-year period: upholding socialism with Chinese characteristics, we will follow through with the guiding principles of the 18th National Party Congress and the third and fourth plenary sessions of the 18th CPC Central Committee. Maintaining continuity with Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Three Represents, and the Scientific Outlook on Development, we will implement the guiding principles of General Secretary Xi's major speeches, in order to deliver the Four-Pronged Comprehensive Strategy of establishing a moderately prosperous society, deepening reform, advancing the rule of law, and strengthening Party self-discipline. Development will remain our primary responsibility. In order to create a new developmental paradigm that has quality and efficiency at its core, we need to accelerate the strengthening of governance structures and developmental methods, maintaining an overall strategic balance. Aligning stability with sustainable progress, coordinated economic, political, cultural, social, environmental and Party leadership development will form a solid foundation for the delivery of the Two Centenary Goals and the Chinese dream of national renewal. |
| 全會強調，如期實現全面建成小康社會奮鬥目標，推動經濟社會持續健康發展，必須遵循以下原則：堅持人民主體地位，堅持科學發展，堅持深化改革，堅持依法治國，堅持統籌國內國際兩個大局，堅持黨的領導。 | It was stressed at the session that the following must be upheld in order to realize the goal of building a moderately prosperous society in all respects as planned and to maintain sound economic and social development: • The position of the Chinese people as masters of the country • The Scientific Outlook on Development • Continued and deepening reforms • The rule of law • Coordinated planning in international and domestic affairs • The leadership of the CPC |
| 全會提出了全面建成小康社會新的目標要求：經濟保持中高速增長，在提高發展平衡性、包容性、可持續性的基礎上，到二〇二〇年國內生產總值和城鄉居民人均收入比二〇一〇年翻一番，產業邁向中高端水平，消費對經濟增長貢獻明顯加大，戶籍人口城鎮化率加快提高。農業現代化取得明顯進展，人民生活水平和質量普遍提高，我國現行標準下農村貧困人口實現脫貧，貧困縣全部摘帽。國民素質和社會文明程度顯著提高。生態環境質量總體改善。各方面制度更加成熟更加定型，國家治理體系和治理能力現代化取得重大進展。 | New targets in building a moderately prosperous society in all respects were put forward at the session: • Double 2010 GDP by 2020 as well as per-capita income of both urban and rural residents on the basis of more balanced, inclusive and sustainable development • Upgrade manufacturing and promote advanced industries • Significantly increase the contribution of consumption to economic growth • Accelerate urbanization • Achieve significant progress in agricultural modernization • Raise living standards and the quality of life • Eliminate rural and regional poverty and rehabilitate all poor counties • Improve citizens' moral integrity and promote cultural progress • Improve environmental protection • Further modernize governance systems |
| 全會強調，實現「十三五」時期發展目標，破解發展難題，厚植髮展優勢，必須牢固樹立並切實貫徹創新、協調、綠色、開放、共享的發展理念。這是關係我國發展全局的一場深刻變革。全黨同志要充分認識這場變革的重大現實意義和深遠歷史意義。 | It was stressed that China should highlight and implement the concepts of innovation-driven development, balanced development, green development, open development and development for all, in order to fulfill the goals of the 13th five-year period, overcoming obstacles and sharpening its edge in development. These are profound changes that concern China's overall development. All Party members should be fully aware of the relevance and far-reaching historic importance of these changes. |
