國家能源管理部門有官員表示，「新能源示範城」這個概念還處於前期醞釀中，對應的評估體系和相關政策正在起草中。
在上面的報導中，new-energy model city就是「新能源示範城」。新能源城市將大力推廣wind energy（風能）、solar energy（太陽能）、geothermal energy resources（地熱能源）等新能源的利用，鼓勵green car（新能源汽車）、smart grid（智能電網）等產品的使用。
Model city就是「示範城」，model在這裡的意思是「模範的，榜樣的」，類似用法有model village（模範村），model workers（勞模），model wife（模範妻子）。「示範」也可以用其他表達方式，例如agriculture demonstration base（農業示範基地）。
