TL, DR:
1. Practice 10 minutes EVERY DAY(not 1 hour on one day or half an hour twice a week). EVERY DAY
2. If you can’t practice every day, don’t worry. If you are ACTUALLY good at English, you won’t forget it quickly. If, for some reason, you DO forget your English, then getting back to your old level will probably take less than 50 hours. (But I still recommend you find 10 minutes every day to practice.)

I saw this question on Zhihu a few days ago, and I think it's something a lot of my readers face every day. I’m going to take a slightly different approach to answering this question than the top answer did. While the answer I saw was definitely useful, giving a long list of resources is most suitable for someone who has a lot of time to study or a person who doesn’t mind spending their precious free time studying English instead of going out with friends.There are dozens of these kinds of lists out there. Coincidentally, I just wrote a blog post about some great free resources for speaking that Chinese people might not know about on my WeChat blog. Here’s the link if you want to give it a read, but again, these kinds of lists are more for people who have a lot of time.
前幾天我在知乎上看到了這個問題,我覺得這是很多很多朋友每天都在面對的問題。與其他靠前的答案相比,我的回答會略有不同。那些答案肯定很有用,所列出的一系列資源也特別適合有充裕時間學習的人,或者願意捨棄跟朋友出去玩的機會而把寶貴的業餘時間花在學英語上的人。網上有很多這樣的清單。可能有的朋友還沒看到,其實碰巧我也剛寫過一篇《Chris老師的8大英語口語學習資源》,在連結中就能看到。
但還得再說一次,這種清單適用於有大量業餘時間的學習者。
I personally speak and must maintain (維持) 5 different languages. I work 60+ hours of a week so I don’t really have a lot of time to study languages. Because I live in China, I get to (有機會) practice Chinese every day. My business partner (合伙人) and I are both American, so I also have to use English (my native tongue).
我個人會說(同時也得一直努力維持)五門語言(處於高級乃至母語水平)。每周上班超過60個小時,所以我其實沒有那麼多時間來學習外語。因為生活在中國,所以我每天都有機會練漢語。我和我合伙人都是美國人,所以我們工作中也都說英語(我的母語)。
I talk to my parents in Spanish, so I get a lot of practice with that language as well. However, my Italian and my German have unfortunately begun to regress (退步) since I have little to no opportunity (幾乎沒機會) to practice them. This puts me in a very similar situation to yours, where you feel as if you are going to lose your English abilities if you’re not forced to (被逼) study every day like you would be in school.
另外我爸媽的母語是西班牙語,所以每次跟他們通話都說西語。除了這三門語言,我還會說德語和義大利語。可惜的是這兩門語言我都很久沒說,所以不可避免地每天都在退步。因此,我對工作了的朋友現在的感受深有體會——沒人逼著學外語,又不像上學那會兒天天得用。
Even if you are REALLY good at English, if you don't get to use it for say… 3+ years, you will definitely forget a lot of what you learned. The obvious solution here is to practice it by yourself. Just focus on what your current level is now and what your goals are. Your mind remembers and you'll be able to return to your previous level very quickly!
即使你英語真的特別特別強,如果你有...比如3年都沒用上,那你肯定也會遺忘很多。在這種情況下解決辦法就是自己練習,只專注於你目前所處的水平和你的目標就好。只要你的大腦有記憶,你就能很快回到從前的水平!
Speak to yourself/watch movies/make foreign friends or whatever. These tactics (戰術) are kind of obvious, but are also extremely effective and will not only help you maintain your English, but I suspect (認為) would actually improve your overall level (depending on how much time you spend each day).
自言自語/看影視作品/交外國朋友等等。戰術很清楚,同時很有效,不僅能幫助你維持英文水平,同時我也認為會全面提高你的英文水平(要看你每天花多長時間)。
I would say a student at the B1 level on this chart would need to practice speaking by themselves for about 10 minutes a day to maintain their level.
一個處於B1水平的學生,我覺得每天得說至少10分鐘才能維持自己的口語水平。
That’s over an hour of speaking practice a week which is honestly more than enough to maintain a low-intermediate level of English. *Note, this does not mean 70 minutes of practice on one day, or half an hour twice a week. It means minimum 10 minutes EVERY DAY. THE EVERY DAY PART IS VERY IMPORTANT.

Now, failing all that. For example, you refuse to speak to yourself because you think you sound dumb, you can’t make friends, can’t watch movies in English, etc. I still wouldn’t worry too much. To be able to have a decent conversation with a foreigner, you only need about 3,000 words (here’s another post I wrote on that topic!). Most Chinese students study very hard in high school and college and know far more than 3,000 words by the time they graduate (if you’re curious as to how many words you know, you can test yourself here: http://testyourvocab.com/).

In general, with the proper study techniques, a student of average ability and intelligence can 『activate』 2-3,000 words and be able to use them in speech fairly fluently with about 50 hours of speaking practice. Basically, if you don’t forget the 3,000 most common English words, it only takes about 50 hours of speaking practice (you can do that in a week!!) to 『reactivate』 the 3,000 most common words you need to hold a decent conversation. Why 50 hours? Well, in my experience, I』ve found that students who have NEVER HELD A CONVERSATION IN THEIR LIVES (surprisingly common in China) but have a large vocabulary (5k+words) can usually be using 3,000 of those words with proficiency in around 60-80 hours of class.
總的來說,在大約50小時的口語練習時間內,通過得當的學習技巧,處於平均水平的學習者是可以「激活」2000-3000詞,並能在口語中較流利地運用出來的。基本上,如果你沒有忘記英文中最常用的3000詞,只要50小時的練習時間(也就是在一周內!)就可以「重新激活」順利的對話中最常用的3000詞。為什麼需要50小時?有種學生中國非常常見:上課前從來沒進行過像樣的英語對話,可是其實詞彙量巨大(超過5000詞)。根據我的經驗,他們通常在大概60-80小時的課程和系統訓練後,就可以準確、自如地運用其中的大約3000個。
Therefore, if you have already achieved a decent level of speaking, returning to that same level will certainly take significantly less time than someone who had never been at that level to begin with (which is how I came to 50 hours). I』ve seen it again and again with my students and I』ve done it myself several times. Speaking (at least with the first 3,000 words), is probably the easiest part of language learning if you have the right methods 😊. I don’t think listening, reading, or writing are nearly as easy to remedy. But that’s another topic for another day. Hope you found all of this useful!
