2018年11月6日下午，世界網際網路大會組委會第二屆高級別專家諮詢委員會（簡稱「高諮委」）2018年度會議在浙江烏鎮舉行。中國國家網際網路信息辦公室主任、世界網際網路大會組委會主席莊榮文出席大會並致辭，中國國家網際網路信息辦公室副主任劉烈宏宣布第二屆高諮委委員名單。共有來自全球政府部門、國際組織、企業、技術社群、高校和研究機構等各方面的30名委員。經大會組委會提名，與會委員同意由阿里巴巴集團董事局主席馬雲和德國網際網路之父、網際網路名人堂入選者維納·措恩出任新一屆高諮委聯合主席，委員們一致對第一屆高諮委聯合主席法迪·切哈德所做的貢獻表示感謝。中國網絡空間研究院副院長、中國網絡空間安全協會秘書長李欲曉擔任新一屆高諮委協調人。
世界網際網路大會組委會高級別專家諮詢委員會於2015年12月16日正式成立。第一屆高諮委為世界網際網路大會提出了很多有價值的建議，並先後發布了《烏鎮倡議》《2016年世界網際網路發展烏鎮報告》《烏鎮展望2017》等世界網際網路大會的重要成果文件，為世界網際網路大會的成功舉辦和國際影響力的提升做出了重要貢獻，對於推動構建網絡空間命運共同體，促進全球網際網路治理體系的完善起到了積極作用。
