The basic health insurance has paid 330 billion yuan for poor farmers since 2018 as part of a broader move to curb absolute poverty.The benefits helped about 10 million impoverished families escape poverty, and the plan's participation rate has stabilized at more than 99.9 percent among the nation's impoverished population, Chen Jinfu, deputy head of the National Healthcare Security Bureau, said.國家醫保局副局長陳金甫表示，2018年以來，醫保扶貧政策通過基本醫保累計幫助減輕農村貧困人口醫療負擔近3300億元，助力近1000萬戶因病致貧群眾精準脫貧，貧困人口參加基本醫療保險的參保率持續穩定在99.9%。

這裡說一說「扶貧」和「脫貧」的表達，「扶貧」是政府及相關部門和人員採取各種幫扶的措施，幫助貧困人口增加收入、改善生活水平，從而擺脫貧困的生活，所以我們一般用alleviate/reduce poverty或者lift someone out of poverty來表示；而「脫貧」的主角是貧困人口自己，通過外界的幫助以及自身的努力，擺脫貧困的狀態，所以常用escape poverty或者是get out of poverty表示，這兩個動作都是貧困人口主動發出的，如果強調是在外界的幫助下擺脫貧困，就可以用be lifted out of poverty表示。
貧困人口醫療負擔減輕
The basic healthcare plan reimburses 60 percent of medical bills on average. When coupled with other preferential policies toward poor farmers－such as subsidies for high blood pressure and diabetes medicines－the rate can reach about 80 percent.基本醫保的平均報銷比例為60%，在此基礎上，高血壓、糖尿病用藥對貧困人口實行保險優惠政策，住院總體報銷比例可以達80%。
The central government earmarked 27.5 billion yuan in health assistance to combat poverty this year, and 90 percent went to keep plans going in central and western regions, home to most of the country's impoverished counties.中央財政下達醫療救助的補助資金達到275億元，90%投向貧困縣居多的中西部地區。
