為確保國際旅行健康安全，降低疫情跨境傳播風險，根據7月20日中國民航局、海關總署、外交部發布的相關公告要求，現就在土耳其實施赴華航班中、外籍乘客憑新冠病毒核酸檢測陰性證明登機的具體辦法通知如下：
一、總體要求
自2020年8月11日起，自土耳其搭乘航班赴華以及土耳其中轉乘機赴華的中、外籍乘客，須於登機前5天內完成新冠病毒核酸檢測，並憑核酸檢測陰性證明申領帶「HS」標識的綠色健康碼或健康狀況聲明書。航空公司在乘客登機前予以查驗。
二、檢測時間及檢測機構
核酸檢測應於乘客登機前5天內在中國駐土耳其使領館指定或認可的檢測機構（名單見附件1）完成。
三、中國公民申領健康碼辦法
中國公民應在獲得核酸檢測陰性證明24小時內，通過防疫健康碼國際版微信小程序，申報個人情況並拍照上傳核酸檢測陰性證明。經中國使領館覆核通過後，當事人可獲得帶「HS」標識的綠色健康碼。如需要，請點擊以下連結（https://hr.cs.mfa.gov.cn/help_two/help-two/hs.html），查看「中國公民核酸檢測證明申報常見問題解答」。請注意在健康碼有效期內乘機，並在登機前配合航空公司查驗。
四、外國公民健康狀況聲明書辦理辦法
外國公民應在獲得核酸檢測陰性證明後，將有效護照資料頁、檢測陰性證明和申請人已籤字的健康狀況聲明書（式樣見附件2）的掃描件，發送至中國使領館以下指定電子郵箱。中國使領館審核通過後，以電子郵件方式將健康狀況聲明書掃描件發還申請人，請申請人自行列印並攜帶至機場。請注意在健康狀況聲明書有效期內乘機，並在登機前配合航空公司查驗。

五、提醒
（一）請擬搭乘赴華航班乘客認真閱知本通知。如您無法及時完成核酸檢測並獲得檢測陰性證明，登機前未能持有帶「HS」標識的綠色健康碼或有效健康狀況聲明書，說明您暫不符合乘機條件，需重新合理安排或調整行程。
（二）在已實施憑新冠病毒核酸檢測陰性證明登機的國家（https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html）中轉，搭乘航班赴華的中、外籍乘客，在中轉時亦會被查驗帶「HS」標識的綠色健康碼或健康狀況聲明書。請確保健康碼或健康狀況聲明書在中轉時有效，否則將在中轉地登機受阻，造成滯留等後果。
（三）中國駐土耳其使領館提醒外國公民健康狀況聲明書僅供登機時查驗使用，不能作為入境憑證。請根據行程，確保辦妥來華籤證或免辦籤證來華。

of China and the Ministry of Foreign Affairs on Requiring China-bound Passengers to Obtain COVID-19
Negative Certificates Before Boarding

To ensure the health and safety of international travel and to reduce the risk of crossborder spread of the epidemic,
passengers who are to fly to China are required to obtain COVID19 negative certificates before boarding. The following
arrangements are hereby announced:
I. Chinese and foreign passengers who are to fly to China are required to take nucleic acid tests for COVID19 within five
days before boarding. The tests should be taken at institutions designated or recognized by Chinese embassies or consulates.
II. Chinese passengers are required to upload photos of their COVID19 negative certificates to the Wechat mini program
COVID19 Prevention Health Code International Version.
III. Foreign passengers are required to present their COVID19 negative certificates to Chinese embassy
（consulate_tur@mfa.gov.cn）or consulate（consulate_ist@sina.com） when applying for Health Declaration Forms.
IV. Airlines are responsible for checking the health codes or Health Declaration Form of their passengers before they board the plane.
Passengers who do not meet the above requirements should not be allowed on board. Airlines should strictly follow the relevant procedures.
V. Passengers who provide false certificates or information shall bear corresponding legal liabilities.
VI. Chinese embassies will carefully evaluate the nucleic acid testing capabilities of host countries and issue specific implementation
measures when conditions are met.
