Announcement on the Use of International EMS To Mail Masks and Other Epidemic Prevention Materials

To our respected users:
隨著新冠疫情全球蔓延，我國居民對外寄遞口罩等防疫物品需求急劇增加。我國海關未對口罩等防疫物品出口實施限制，在個人合理自用範圍內，郵政渠道可以接受口罩等防疫物品的寄遞。現將使用國際EMS寄遞口罩等防疫物品的注意事項公告如下：
As the COVID-19 are spreading globally, the demand of Chinese citizens for mailing epidemic prevention materials such as masks abroad is increasing dramatically. Customs of PRC has not imposed restrictions on the export of masks and other epidemic prevention materials, within the extent of reasonable personal use, postal channels can accept the delivery of masks and other epidemic prevention materials. The precautionary notices for the use of international EMS to send masks and other epidemic prevention materials are hereby announced as follows:
一、海關申報要求
I. Customs Declaration Requirements
郵政渠道寄遞口罩等防疫物品，必須如實進行申報並符合個人合理自用要求。應嚴格執行國際郵件禁限寄要求，不得夾帶違規物品。要使用中文、英文或目的地通曉文字如實申報內件內容及價值。如內件為「口罩」不要以「防疫物品」等籠統、模糊進行內容申報。內件價值要符合海關2010年43號令要求，寄往港澳臺地區單票郵件貨值不超過800元人民幣，寄往其他國家和地區單票郵件貨值不超過1000元人民幣。
To mail epidemic prevention items such as masks through postal channels, the declaration shall be truthful and meet the requirements for reasonable personal use of the individual. International mail prohibitions/restrictions shall be implemented strictly and illegal items shall not be smuggled. The content and value of the materials shall be truthfully declared in Chinese, English or the language of the destination. If the internal materials are 「masks」, do not declare the contents in general and vaguely with 「epidemic materials」. The value of the internal materials shall comply with the requirements of No.43 Customs Announcement of 2010. The value of the single-mail materials mailed to Hong Kong, Macao and Taiwan shall not exceed 800 yuan, and the value of the single-mail materials mailed to other countries and regions shall not exceed RMB 1,000 yuan.
口罩等防疫物品的英文名稱如下：

口罩 masks/face masks
醫用口罩 medical masks
醫用外科口罩 surgical masks
護目鏡goggles/protective goggles
手套（乳膠手套）latex gloves
防護服 protective suits
二、進口國家（地區）要求
II Requirements of Importing Countries (regions)
目前，疫情較為嚴重的國家（地區）對個人合理自用範疇的口罩寄遞沒有特別限制。寄遞口罩等防疫物品要保證產品質量，產品標準符合相關國家（地區）和組織要求，內件價值要符合進口海關對郵政渠道寄遞物品的限值要求。
At present, countries with severe epidemics have no special restrictions on the delivery of masks in the category of reasonable personal use. In case of the delivery of masks and other epidemic prevention materials, the product quality shall be ensured and the product standards shall meet the requirements of relevant countries (regions) and organizations, while the value of internal items shall meet the limit requirements of import customs for materials delivered via postal channels.
三、寄遞時限
III Delivery Time Limit
受航空公司大面積取消航班影響及境外郵政投遞受限等因素影響，國際EMS郵件的全程時限較平時有較大程度延遲，請客戶及時通過中國郵政www.ems.com.cn跟蹤郵件的運遞情況。
As affected by large-scale cancellation of flights by airlines and restrictions on overseas postal delivery, the whole time limit of international EMS mail is delayed to a greater extent than usual. Customers may track the mail delivery status through China Post website www.ems.com.cn in a timely manner.
