What you need to know to enter China NOW as a foreigner

China's Foreign Ministry and National Immigration Administration announced on Wednesday that foreign nationals holding valid Chinese residence permits in three categories are allowed to enter the country from September 28 with no need to apply for new visas, an adjustment six months after the country took a proactive measure to restrict border entry to curb the surge of imported COVID-19 infections. 

Effective September 28, foreign nationals holding valid Chinese residence permits for work, personal matters and reunion are allowed to enter China with no need to apply for new visas.

If the three categories held by foreign nationals expired after March 28, they may apply for new visas by presenting their expired residence permits and documents to Chinese embassies or consulates, on the condition that the purpose of the holders' visit to the country remains unchanged.

The authorities noted that those foreigners shall strictly abide by Chinese regulations on epidemic prevention and control.

In view of the current COVID-19 situation and the need of epidemic prevention and control, adjustments are now made to the Announcement by the Ministry of Foreign Affairs and the National Immigration Administration on the Temporary Suspension of Entry by Foreign Nationals Holding Valid Chinese Visas or Residence Permits issued on 26 March 2020.

Effective from 0 am, 28 September 2020, foreign nationals holding valid Chinese residence permits for work, personal matters and reunion are allowed to enter China with no need for applying for new visas. 

If the above three categories of residence permits held by foreign nationals expired after 0 a.m., 28 March 2020, the holders may apply for relevant visas by presenting the expired residence permits and relevant materials to the Chinese embassies or consulates on the condition that the purpose of the holders』visit to China remains unchanged. 

The above-mentioned personnel shall strictly abide by the Chinese regulations on epidemic prevention and control.

Other measures in the Announcement issued on March 26 will continue to be implemented. While ensuring effective epidemic control, the Chinese government will continue resuming people-to-people exchanges in a step-by-step and orderly manner.

Regarding this new policy, let's explain in details as follows:

1. If you hold a residence permit which is valid before the date you board a flight, you can enter China with your current residence permit with no need to apply for a new visa.

For exmaple: If you are holding a residence permit good until October 15, you can enter China any time between September 28 and October 15.

2. If you hold a residence permit which was valid any time after March 28 and it expired now, you need to go to local Chinese embassy to apply for a new visa. You can enter China with your your new visa.

For exmaple: If you have a residence permit which expried on May 15, you need to go to the local Chiense embassy to appy for a new visa and you can enter China with the new visa.

3. If you had a residence permit which has expired before March 28, you can enter China now unless ...

For exmaple: If you had a residence permit which expried on March 15, you can not enter China now unless ...

        a. You can enter China any time if you are from Armenia, Serbia or Belarus which have visa-free agreement with Chinese government.

        b. Your current employer helps you get a PU letter and you apply for a business visa with this PU letter. Then you can enter China with this business visa and change it to a work visa later after you land in China.

We congratulate those who are qualified to enter China with this new policy after so long time of waiting due to the border restrictions! however, we need to remind you of the following facts which you need to be aware of.

1. Is the Chinese embassy in your country open now?

Most of Chinese embassies are still closed to the public. Anyway, we expect them to open gradually after the National Day, eg, Chinese embassy in South Africa is said to reopen on Octorber 7.

2. Can you successfully book a flight?

For many countries, there are very few flights or none at all to and from China. We are expecting the flight numbers to increase soon with more and more countries are lifting border bans.

You might be able to book a ticket and the ticket will cost you something betweem 10,000 - 20,000 RMB one way! Please also be aware that your flight(s) might be cancelled even when you arrive at the departing airport.

3. Can you provide the report of negative nucleic acid test 3-5 days before boarding the flight?

Many countries will not conduct the test if you do not show any symptoms and it will take about three business days for you to obtain the report after the test.

4. Can you afford to get back to China?

As mentioned above, the air ticket will cost you at least 10,000 RMB. Now, you are back in China. Congrats! 

You are required to enter into quarantine at a designated hotel close to the arrival airport for a period of 14 days, which will cost you about 500 RMB per day for accommodation and meals, and it will add up to 7,000 RMB.

After the quarantine, you can go back to your home in China. Still, you are required for another 14-day self-isolation at home.

You also need money to pay your rental and your basic necessaries as well after you are out of work for about half a year.

It's still very difficult even this new policy applies to you. Anyway, it's a good step forward.
