「這純粹是騷擾！」近日，一名赴美中國留學生最近在接受英國廣播公司（BBC）採訪時痛陳川普政府在機場對中國學生進行毫無依據的「技術盜竊」盤查。
BBC在9月5日的報導中提到了這次採訪。這位中國留學生名叫張凱斯（Keith Zhang，化名），26歲的他是一名來自中國的博士生，此前在美國布朗大學心理學系訪學一年。
Zhang, a 26-year-old PhD student from China, was a visiting researcher at Brown University's department of psychological sciences for a year.
據BBC報導，當張凱斯在機場準備登機回國的時候，他經歷了漫長而痛苦的機場審查。
當波士頓洛根國際機場的廣播讓張凱斯到登機口櫃檯一趟時，張凱斯以為只是一次常規的登機問詢。但當他看見有兩名配槍的美國執法人員在那裡等候他時，張凱斯的心一沉。
When Boston Logan International Airport's announcement asked Keith Zhang to come to the boarding desk, he thought it was a regular boarding check.
But when he saw two armed American officers expecting him there, his heart sank.

張凱斯將他所經歷的機場盤查形容為「純粹的騷擾（pure harassment）」。「如果我真要盜竊數據或者智慧財產權，我雲端發過去就好了。拿走我的筆記本電腦與手機進行檢查只不過是一種騷擾。」
"If I were to steal any data or intellectual property, I could send it through cloud storage. Taking away my laptop and phone for examination does nothing more than harassment," Zhang says.
張凱斯說機場審查是一次痛苦的經歷。
He recalls the two armed officers repeatedly accused him of lying. "I was under great pressure and almost had a mental breakdown," he says.
他記得兩名執法人員多次指責他撒謊。「審問過程中的壓力很大，我差點就崩潰了，」張凱斯說。
通常來說，美國執法人員需要法庭批准的搜查令，才能檢查他人的電子設備，不過機場是一個例外。美國海關人員只需要「合理懷疑」就能搜查旅客的電子設備。
張凱斯表示，儘管很享受在布朗大學的時光，但這次機場篩查讓他不想再到訪美國。
"It was very scary. I felt my safety could be harmed at any time," he says.
他說，「太可怕了。我覺得我的人身安全隨時會遭到損害。」越來越多中國留學生遭盤問
根據《南華早報》報導，美國海關人員在2019年對中國籍公民進行了1100次搜查，比前一年大幅增加了66%，而對所有國籍旅客的搜查則增長了23%。
According to the South China Morning Post, US border agents carried out over 1,100 searches of Chinese nationals' electronic devices in 2019, recording a 66% increase from the previous year.
多名中國學生、研究員報稱他們近期準備離開美國時，在各地機場遭到執法人員盤問。
有人的電腦、手機與遊戲機等電子設備被暫扣作進一步調查，數周后仍未歸還。

美國司法部國家安全事務助理部長約翰·德默斯近日表示，這類機場篩查是「有針對性的」。
He revealed the screening decision is based on the students' schools in China and fields of study.
他透露，篩查學生的決定基於他們在中國學校以及他們的學習領域。
Visiting scholars of an advanced scientific field and from institutions related to the Chinese military, are more likely to be targeted.
來自先進科學領域和中國軍事相關領域的訪問學者更有可能被篩查。
美國聯邦調查局（FBI）局長克里斯多福·雷近期表示，FBI每十小時就會啟動一起與中國有關的反間諜調查。
今年7月，外交部曾發布提醒稱，近期，美國執法機構針對中國在美留學人員進行任意盤查、滋擾、沒收個人物品、扣留等案件急劇增加。
外交部和中國駐美國使領館提醒在美中國留學人員提高安全意識，注意防範，妥善應對。
美國國務卿蓬佩奧6月1日曾發表聲明稱，川普政府重視包括中國在內國際學生和研究人員的重要貢獻，但不會容忍中國從美學術和研究機構非法獲取美技術和智慧財產權，並用於本國軍事目的。
對於美方的言論，趙立堅駁斥道：「美方泛化國家安全概念，以莫須有的罪名出臺措施限制中國留學人員赴美籤證，嚴重侵犯中國留學人員正當權益，完全違背中美兩國人民包括青年一代開展友好交流的共同願望，是開歷史倒車，只會損人害己。」
The latest visa restriction on Chinese students and researchers was imposed by the US side under an abused concept of national security and flimsy excuses.
It severely undermines their legitimate rights and interests and runs counter to the common aspiration for friendly people-to-people, especially youth-to-youth exchange. Taking a backward step like that will only bring harm to oneself and others.
