活動概述：
近年來，民勤縣認真踐行新發展理念，立足縣域獨特資源優勢，成功舉辦了三屆中國•民勤沙漠雕塑國際創作營活動，來自全球33個國家和地區雕塑藝術家的102件沙漠雕塑作品落地大漠，如一顆顆璀璨的明珠，向世界展現著其無與倫比的雕塑藝術魅力、沙漠的浩瀚壯觀以及民勤防沙治沙的深厚文化蘊涵。

為進一步展示民勤獨特的生態文化旅遊資源，傳播綠色環保、人沙和諧共生理念，詮釋「中國最美的大地藝術-民勤，世界最美的藝術大地-民勤」，助推民勤全面融入「一帶一路」建設，不斷提升文化軟實力和影響力，構建河西走廊「西有敦煌·東有民勤」的藝術新格局，民勤縣擬舉辦2021中國•民勤第四屆沙漠雕塑國際創作營，本次活動以「絲路駝聲」為主題，現面向全球具有雕塑創作能力的專業藝術工作者徵集優秀公共藝術作品方案。
活動具體信息如下：
一、主題詮釋
▶▶▶活動主題：絲路駝聲
駱駝，作為絲綢之路的交通符號和運輸標誌，不僅僅是運輸工具，更象徵著任勞任怨、堅韌不拔、久久為功的精神，為絲綢之路的繁榮和經濟發展作出重大的貢獻。
民勤駝隊在絲綢之路有「大幫駝鈴走天下」之美譽，民勤駝道四通八達，東至京津，北至庫倫、莫斯科，西至西藏、新疆伊犁、西亞，南至河南等地。關於民勤駝隊的故事流傳在武威、張掖、酒泉等河西地區，新疆的哈密、昌吉地區，內蒙古的阿拉善、河套地區，以及青海、寧夏一帶。馬家駝隊、皇駝、駱駝神卦女、大俠任毛頭、民勤駝鏢等傳說記載和反映了民勤駝隊在絲綢之路走南闖北的艱辛歷程，記錄了他們為國家穩定、民族團結、抗日戰爭和文化交流作出的重要貢獻，也對於研究絲綢之路、東西經濟文化交流、南北民族融合以及民族、民俗學有著重要的價值。
遙望歷史長河，耳畔駝鈴陣陣，大漠孤煙中駝隊迤邐而出。「塞沙茫茫出關道，駱駝夜吼黃雲老。」「無數鈴聲搖過磧,應馱白練到安西。」「氈包席裹可立致，十鼓只載數駱駝。」唐詩宋詞中的駱駝的詩性意象影影綽綽。撫今追昔，繼往開來，中國•民勤第四屆沙漠雕塑國際創作營在延續前三屆沙漠藝術活動的基礎上，以「絲路駝聲」為主題，以駱駝及駝隊精神相關的元素為基礎意象，徵集國內外優秀公共藝術作品，從而續寫與謳歌堅韌、開拓、擔當的絲路精神，展現新時代創新發展的絲路理念。

四、徵集要求
▶▶▶（一）作品徵集時間：2021年1月5日起投稿截止時間為2021年2月25日。
▶▶▶（二）創作範圍
1、公共藝術作品：以駱駝意象為主，根據絲路文化背景、駝隊精神及沙漠環境設計方案，要求創意大膽新穎，與環境、地域文化及歷史故事深度契合。
2、材料類型：以適合沙漠環境及室外擺放的材料為主，包括竹木、石材、金屬、綜合材料等。在形式上可使用抽象、具象、裝置等多種創作手段。
▶▶▶（三）徵稿要求
1、作品要符合活動主題，融入絲路文化特色與沙漠環境，必須是作者本人原創作品。
2、作品數量及類型：戶外景觀雕塑20-30件（具體數量根據徵集方案作品主題符合程度而定）。
3、作品規格：作品規格不限，具體尺寸可根據周邊環境適當調整。
4、作品要求：每位藝術家詳細填寫申請表信息，連同jpg格式的作品圖片一同提交，圖片文件名請以作品名稱命名。每位藝術家提交2--5件參選作品，超出或低於要求將取消參選資格。入選作者提供模型材質應與作品實際材質相同，規格大小不限,請根據本次活動的主題及環境條件認真考慮並提交方案。
5、作品獎勵：每位入選藝術家人民幣6萬元（稅前），以上獎金均含雕塑定稿小樣製作費，作品及小稿模型由民勤縣永久收藏，並獲得民勤縣人民政府頒發的作品收藏證書。

五、作品評選及加工
▶▶▶（一）評選方式：作品評選採取三輪評選制，第一輪，從投稿藝術家作品中選擇100件（套）方案，進入待選名單。第二輪由活動藝委會從待選作品中評選出50件入圍作品。第三輪，最終由民勤縣人民政府和社會代表從中投票選擇20--30件（套）最終入選作品。
▶▶▶（二）作品加工：所有入選作品由活動組委會統一通知，藝術家按要求時間製作雕塑模型作品將由實施單位通過招標採購確定的廠家統一加工製作。
六、配套活動
▶▶▶（一）室外雕塑藝術作品展。本屆創作營入選的20--30件雕塑作品在蘇武沙漠大景區展出。
▶▶▶（二）美術院校雕塑作品研學活動。與國內美術院校合作，舉行學生雕塑作品展或實踐創作活動。
▶▶▶（三）學術研討會。開幕式期間組織藝委會專家、國內外參展藝術家、特邀嘉賓圍繞絲路文旅融合發展、藝術與生態、沙漠雕塑創作基地建設等話題進行討論，從不同角度建言獻策，為民勤乃至甘肅沙漠藝術活動提供可持續發展的方向。
▶▶▶（四）雕塑攝影展。開幕式期間舉辦雕塑藝術攝影作品展，展示攝影家拍攝的不同時間、不同角度、不同風格的優秀攝影作品。

▶▶▶（一）邀請全國、省雕塑藝術協會的有關權威人士及相關媒體參與報導，各大媒體網站、地方電視臺跟蹤報導。
▶▶▶（二）出版活動畫冊，詳細記錄整個活動的每個瞬間，為活動留下文字、圖片等資料。

「The Sound of Camels on the Silk Road」
The 4th Desert Sculpture International Symposium

Project Overview:
In recent years, Minqin County has conscientiously practiced the new development concept, based on the unique resource advantages of the county, and held three sessions of the Desert Sculpture International Symposium Minqin China for three consecutive years. A total of 6565 works of 1750 artists from 85 countries and regions have been collected. Selected by the art commission and organizing committee, 102 desert sculptures have established in the desert, which are showing the world their unparalleled artistic charm of sculptures, the vastness and magnificence of desert, as well as the profound cultural implication of Minqin's prevention and control of desertification.
In order to further display Minqin's unique ecological and cultural tourism resources and spread the concept of green environmental protection and harmonious coexistence of human and sand; interpretate of "Minqin, the most beautiful land art in China and the most beautiful art land in the world", boost Minqin's one step into the "one belt, one road" construction; constantly enhance the soft power and influence of culture, and build a new artistic pattern of "Dunhuang in the West and Minqin in the East" in Hexi corridor, Minqin County plans to hold the 4th Desert Sculpture International Symposium Minqin China 2021, with the theme of "The Sound of Camels on the Silk Road". The Submission is now open to all professional artists from all over the world to submit outstanding public art proposals with applications. The specific information and key information for submissions are as follows:
1. About the Theme
Theme: The Sound of Camels on the Silk Road
As the transportation symbol and symbol of the Silk Road, camel is not only a means of transportation, but also a symbol of the spirit of hard work, perseverance and long-term service, which has made great contributions to the prosperity and economic development of the Silk Road.
The Minqin camel team, has the reputation of "Dabang camel bell travel around the world " on the Silk Road. The camel road of Minqin extends in all directions, extending to Beijing and Tianjin in the East, Kulun and Moscow in the north, Tibet, Ili and West Asia in Xinjiang in the West, and Henan in the south. The story of Minqin camel team is spread in Wuwei, Zhangye, Jiuquan and other Hexi areas, Hami and Changji areas in Xinjiang, Alxa and Hetao areas in Inner Mongolia, as well as Qinghai and Ningxia. Legends such as Majia camel team, huangtuo, camel divination girl, great Xia Ren Maotou, Minqin camel dart and other legends record and reflect the hard journey of Minqin camel team in the Silk Road, recording their important contributions to national stability, national unity, anti Japanese War and cultural exchange, and also for the study of the Silk Road, economic and cultural exchanges between the East and the west, the integration of the north and the south, and the nationalities and the people Folklore is of great value.
Looking at the long river of history, camel bells are ringing in the ears, and camel teams are winding out in the desert. "On the boundless exit road of saisha, camels roar at night." "Countless bells have shaken the moraine, so we should carry white to Anxi." "Yurts and mats can stand up, ten drums only carry a few camels." The poetic image of camel in Tang and Song poetry is vivid. Looking back on the past and carrying forward, the Fourth Desert Sculpture International SymposiumMinqin China, based on the previous three desert art activities, collected outstanding public art works at home and abroad with the theme of " The Sound of Camels on the Silk Road " and elements related to camel and camel team spirit as basic images, so as to continue to write and eulogize the Silk Road spirit of loyalty, tenacity, pioneering and responsibility, and show the new The Silk Road concept of innovation and development of the times.

4.Requirements and Detailed Information for Submissions
(1) Submission Date: Jan 5th, 2021 to Feb 25th, 2021.
(2) Scope of the Proposals
① Public art works: Proposals need mainly based on the imagery of camel, according to the Silk Road cultural background, camel team spirit and desert environment. The proposals are required to be creative and innovative, and to be in depth consistent with the environment, regional culture and historical stories.
② Materials: Should be suitable for desert environment and outdoor display, including bamboo and wood, stone, metal, comprehensive materials, etc. Abstract, Concrete, Installation and a variety of creative ways can be used in artistic form.
(3) Submission requirements:
① Proposals need to fit the theme of the event and integrate with the cultural characteristics of the Silk Road and desert ecological environment, the works must be the original works of the author himself.
② Number and type of works: 20-30 outdoor landscape sculptures (will be determined according to the proposals scheme).
③ Specification of the work: No limitation about the specifications, the specific size can be adjusted according to the surrounding environment.
④ Requirements for submitting works: Each artist fills in the application form information in detail, and submits the picture with jpg format. The name of the picture file should be named after the proposal’s name. Each artist can submit 2-5 proposals. Exceed or Less thanthe requirements will be disqualified. Finial selected artist should provide the same material as the actual material of the work as the model. Please consider carefully and submit the proposal according to the theme and environmental conditions of this event.
⑤ Work reward: Each Finial selected artist for the project would be rewards with ¥60,000 (before tax). The above reward includes the cost of making the final sculpture model. Participating sculptors will receive the honorary certificate issued by People's Government of Minqin County. Thesculpture model will be permanently collected by Minqin County.

5.About the Selection and Production Process of Final Selected Works
(1) Three rounds of selection system are adopted in the selection of works. In the first round, 100proposals will be selected from the submissions and entered the waiting list. In the second round, 50 proposals will be selected by the Art Committee from the first round. In the third round, 20-30 proposals will be selected from the second round by the localgovernment and social representatives of Minqin County as the finial list.
(2) Production Process: All selected works will be notified by the Organizing Committee. Selected proposals are required to submit the sculpture model, and all the models mustmade by the artists according to the required time. Finial enlarged sculptures will be processed and produced by the manufacturers determined by the implementing units through bidding and procurement in China.
6. Event Activities
(1) Outdoor large-scale sculpture exhibition: this year’s event will selecte 20-30 large-scale sculptures.
(2) Sculpture Exhibition of Art Colleges and Universities: cooperate with domestic art colleges and universities to hold student sculpture exhibition or practical creation activities.
(3) Academic Seminar: During the opening ceremony, art committee professionals, domestic and foreign artists and invited guests will discuss from different perspectives about the topics of the integration and development of Silk Road culture and tourism, art and ecology, the construction of desert sculpture creation base, etc., in order to provide sustainable development direction for Minqin and even Gansu desert art activities.
(4) Sculpture Photography Exhibition: During the opening ceremony, the Sculpture Photography Exhibition is held to show the outstanding photography works of different time, angle and style taken by photographers.
7. Media Promotion
(1) Invite relevant authorities of national and provincial sculpture art associations and relevant media to participate in the reporting. Major media websites and local television stations follow up the reporting.
(2) Publish Catalogs, record every moment of the whole activity in detail, and record the information for the activity.
