3) Background & Advantages
Chaohu City is one of the national most famous scenic sites, known as 「the pearl of central Anhui」. The city enjoys a favorable location and a convenient transportation. It is close to Hefei and Nanjing. The total population of the city is 4.5 million, with urban population 300 thousand, among which 40% often participate in various sports. The city has not so far got any modern, standard and well-functioned sports stadium. To build a new sports center is one of the tenure objects of the current local government, and also the needs of overall socio-economic development. The city development plan emphasizes the idea of 「one body two wings, developing around the lake」, with the north bank of the lake as one wing and the main development area. Tourism, recreation and holiday making facilities are to be mainly built here. The planned sports center will give the impetus to the development here and make it modern, multi-functional body-building, recreation and holiday-making resort which will fully embody the features of a lake-side garden city.
After the completion of the project, the center will act as the mere place to hold large-size cultural and sports activities, and be able to accommodate various provincial comprehensive sports meeting, national and international single item contests, tourism-related commercial activities and other business exhibitions.
4) Scale & Scope
The project is planned to use 333 thousand square meters of the land which is intended for building a 30-thousand-seat main stadium, a 3500-seat sports hall (including an auxiliary hall), a 200-seat swimming pool, an outdoor public body-building center, outdoor ground track field, a comprehensive training camp, an 8 patch plastic racket court, an outdoor shooting range, ball games training field, general management services, and the supporting facilities such as roads, pipelines, cables, planting, power house, etc..
5) Investment Estimate
The gross investment is about 31.25 million US dollars of which 15 million US dollars is for the main stadium, 6.25 million for the sports hall, 1.25 million for the swimming pool, 125 thousand for the public body-building centre, 750 thousand for the comprehensive training camp, 750 thousand for the racket court, 125 thousand for the outdoor shooting range, 500 thousand for the outdoor ground track field, 125 thousand for ball games training field, 250 thousand for the general management services, 3.625 million for the supporting facilities and 2.5 million for land purchase.
6) ROI Analysis
Operating revenue mainly comes from selling tickets and advertisement. The repayment period of investment is estimated as follows: 20 years for the sports hall, 15 years for the swimming pool, 5 years for the racket court, and 6 years for the outdoor shooting range. Furthermore, the right to use the name and to operate various sports center facilities can be auctioned.

The project has already been approved by the Development and Reform Committee of Chaohu City.
