據報導，「9.11」事件幾個月後，美國總統布希曾秘密下令，允許國家安全局對境內美國人和其他人的通信實施竊聽，以尋找恐怖活動的證據。12月18日，美國共和黨與民主黨議員日同聲要求國會對布希未經法庭允許私自授權監聽國內公民一事展開調查。

報導中eavesdropping指的是"竊聽"，它的動詞形式即為eavesdrop，eavesdrop一詞是這樣得來的：eavesdrop→eaves(n. 屋簷)+drop(v. 落下)→身體自屋簷落下→偷聽。
中國功夫裡有一招「倒掛金鉤」偷聽術，雙腳鉤住屋簷，頭衝下，耳貼窗，看來用eavesdrop來表示「偷聽」倒是十分形象。
那麼，這個倒掛金鉤的人，就被稱為eavesdropper，也就是「竊聽者」。
