2015年是聯合國及聯合國教科文組織成立70周年,也是中國加入聯合國教科文組織《保護世界文化與自然遺產公約》30周年。作為聯合國教科文組織駐華代表處與中國世界遺產保護管理機構攜手組織的一系列紀念活動的收官之作,「紀念聯合國教科文組織成立70 周年暨中國加入《世界遺產公約》30 周年成果發布會」將於11月25日在故宮博物院建福宮花園舉辦。
世界遺產領域的知名專家學者、科研單位及管理機構代表將參加本次會議。聯合國教科文組織駐華代表處代理代表施瑞思女士、中國聯合國教科文組織全國委員會秘書長杜越先生、中國住房和城鄉建設部城市建設司副司長章林偉先生、中國古蹟遺址保護協會秘書長、國家文物局文保司副司長陸瓊女士、中國故宮博物院院長單霽翔先生將出席會議並致辭。出席此次活動的還包括中華人民共和國外交部、IUCN中國代表處、聯合國教科文組織二類機構亞太地區世界遺產培訓與研究中心 (WHITR-AP)、聯合國教科文組織亞太地區非物質文化遺產國際培訓中心(CRIHAP)等機構的代表,以及包括故宮在內的中國文化、自然以及混合世界遺產地的代表和知名專家學者。活動特邀嘉賓還包括長期支持中國世界遺產保護事業的利益相關者代表北京梅賽德斯-奔馳銷售服務有限公司和中國青少年發展基金會的代表,以及10餘家國內主流媒體等。
自1985年加入《保護世界文化與自然遺產公約》以來,中國致力於通過務實有效的方式在中國國情下實現保護世界遺產的使命。截止2015年9月,中國擁有世界遺產48項,總數位居全球第二。目前已初步建立了具有中國特色的世界遺產保護體制與管理模式,在遺產保護和可持續發展方面積累了很多經驗。 此次發布的成果可以為世界其他國家提供指導和借鑑, 內容包括:
1)聯合國教科文組織世界遺產資源手冊(共4 冊)的中文版本,包括《世界遺產災害風險管理》;《世界自然遺產管理》;《世界遺產地申報籌備》;《世界文化遺產管理》,由聯合國教科文組織駐華代表處、中國住房和城鄉建設部世界自然遺產保護和研究中心、國家文物局/中國古蹟遺址保護協會聯合發布;
2)《中國世界自然遺產事業發展公報(1985-2015)》(中國住房和城鄉建設部)
3)《中國世界文化遺產30年》(國家文物局/清華大學)
4)《聯合國教科文組織--梅賽德斯-奔馳星願基金-中國世界遺產地保護和管理項目成果報告書(2007-2015)》(聯合國教科文組織駐華代表處、北京梅賽德斯-奔馳銷售服務有限公司、中國青少年發展基金會聯合發布)
在本次發布會上還安排了圓桌討論環節,就聯合國教科文組織駐華代表處與中國世界遺產地保護管理部門計劃在未來開展的工作方向進行討論,由清華大學建築學院呂舟教授主持。 同期還將舉辦中國48 項世界遺產影展。本次發布會由《世界遺產》雜誌、故宮博物院共同協辦。
The Achievement Release Meeting in celebration of the 70th Anniversary of the Founding of UNESCO and the 30th Anniversary of China’s Ratification of the World Heritage Convention will be held in Palace Museum on 25 Nov 2015
2015 marks the 70th anniversary of the founding of UNESCO, as well as the 30th anniversary of China’s ratification of the World Heritage Convention. A series of events has therefore been organized throughout the year with the purpose of highlighting the experiences and the achievements realized by UNESCO and China during their mission of World Heritage protection. The last, and perhaps most important one, is the Achievement Release Meeting in celebration of the 70th Anniversary of the founding of UNESCO and the 30th Anniversary of China’s Ratification of the World Heritage Convention, which will be held in Palace Museum on Wednesday 25 November 2015.
Many distinguished experts, academics and researches of the field of World Heritage, as well as representatives from World Heritage management offices and institutions, will attend the event. In particular, during the meeting several high-level officers and authorities will address their speeches, including Ms. Eunice Smith, Officer-in-Charge of UNESCO Beijing Office, Mr. Du Yue, Secretary-General of the Chinese National Commission for UNESCO, Mr. Zhang Linwei, Deputy Director-General of the Department of Urban Development of the Ministry of Housing and Urban-Rural Development (MOHURD), Ms. Lu Qiong, Secretary-General of ICOMOS CHINA and Deputy Director-General of the Department of Sites Protection and Archaeology of the State Administration of Cultural Heritage (SACH), and Mr. Shan Jixiang, Director-General of the Palace Museum.
In addition, other representatives from national government bodies and international organizations, including the Ministry of Foreign Affairs of the People’s Republic of China, IUCN China, the UNESCO World Heritage Institute of Training and Research for the Asia-Pacific and the UNESCO International Training Centre for Intangible Cultural Heritage in the Asia-Pacific (Category II Centres), as well as other representatives from Chinese cultural, natural and mixed World Heritage sites, will also attend the meeting. Mercedes-Benz (Beijing) Sales Services Co. Ltd and the China Youth Development Foundation, two important stakeholders which have been supporting China’s World Heritage mission for several years, have also confirmed their participation. Finally, more than 10 national main-stream media have also been invited.
Since its ratification of the Convention in December 1985, China has joined and fully devoted in the mission of World Heritage protection, focusing on finding effective and suitable approaches to interpret and adapt the World Heritage Convention and its operational guidelines to the unique and peculiar Chinese context. This strong commitment is reflected by the high number and highly diversified variety of World Heritage properties inscribed, 48 as of 2015, as well as the conservation system and management model with Chinese characteristics identified and adopted by China. The experiences and activities carried out by China in this context are extremely successful and valuable, and the achievements realized, part of which will be officially released during the meeting, can now represent an important guide and reference for other countries around the world. Among these, we find:
1) The Chinese version of the four UNESCO World Heritage Resource Manuals (『Managing Disaster Risks for World Heritage』, 『Preparing World Heritage Nominations』, 『Managing Natural World Heritage』, 『Managing Cultural World Heritage』), an audacious project undertaken by UNESCO Beijing Office, the Ministry of Housing and Urban-Rural Development, the China State Administration of Cultural Heritage and ICOMOS China;
2) The Development Bulleting of China Natural World Heritage (1985-2015), produced by the Ministry of Housing and Urban-Rural Development;
3) The Chinese Cultural World Heritage Achievements in the past 30 years, jointly produced by the State Administration of Cultural Heritage and Tsinghua University;
4) The 『Achievement Report of the UNESCO—Mercedes-Benz Project on Conservation and Management of World Heritage Sites in China (2007-2015)』 (UNESCO Beijing office, Beijing Mercedes Benz Sales Service Co. Ltd and China Youth Development Foundation).
In addition, the meeting will also host a round-table discussion on UNESCO Beijing Office’s and Chinese World Heritage management authorities』 future directions and strategies for World Heritage protection, chaired by Lyu Zhou, Professor of the School of Architecture, Tsinghua University. Lastly, a Photo Exhibition on China’s 48 World Heritage sites will also be showcased.
