生產能力過剩 over-capacity

在近日召開的央行貨幣政策委員會一季度例會提出，中國將繼續實行適度寬鬆的貨幣政策，保證貨幣信貸總量滿足經濟發展需要。除了研究下一階段的貨幣政策總體方向之外，會議還針對部分企業制定了相應的政策。

The bank will give more support to the agricultural sector, small and medium enterprises and other weak links, concretely resolve some financing difficulties faced by companies, strictly control lending to high-polluting, high-energy consuming industries and to those with over-capacity.

央行將加強對農業部門、中小企業等薄弱環節的支持，切實解決企業所面臨的一些融資難的問題，嚴格控制對高汙染、高耗能和產能過剩行業企業的貸款。

在上面的報導中，over-capacity指的是「生產能力過剩」，有時簡稱「產能過剩」，也就是生產產品的能力超過了產品需求。生產能力過剩，有效需求不足，就會引發經濟危機。這就是為什麼中國需要控制生產過剩的行業發展的原因。

Capacity除有「生產量、生產力」的意思外，還表示「容積，容量」，如：The conference room is filled to capacity（會議室擠得滿滿的），capacity house（客滿的劇院）等。over一詞做前綴有「過分」的意思，和capacity相結合也就是指生產力或生產量已經超越適當的度，造成過剩。類似的以over為前綴的組合還有：over-assessment（估價過高）；overburden（使負擔過重，過重的負擔）；over-caution（過分小心，過分謹慎）；overstress（過分強調）等。
