共享城市：新城市規劃面臨的挑戰與對策

我們誠摯地邀請您投稿並參加第十三屆國際中國規劃學會年會。
會議主題
改革開放四十年來，中國城市建設的成就舉世矚目，但伴隨著城市的快速發展與蛻變，一系列的城市問題緊隨其後。例如區域發展水平不協調、城市病顯現、城市治理水平不高、城市管理制度待優化、社區發展滯後、資源分配不均、功能空間不合理、城鄉二元化加劇等。
新時代的中國以「共享」作為最重要的發展理念之一，旨在讓全體人民共享改革開放和經濟發展的成果，促進社會的公平、和諧、包容發展，共享是求解「新矛盾」的一把鑰匙。目前，共享經濟正在交通出行、房屋住宿、公共服務、工作組織、教育模式等領域迅猛發展，「共享」理念正逐漸成為社會新風尚。而共享經濟模式的發展不僅與科學技術息息相關，更關乎到城市與社會的可持續發展。城市發展要素資源逐步共享化，必然對城市運作模式、城市發展趨勢、城市空間結構演變、城市更新治理、城市生產生活方式帶來影響。如何以「共享」理念引導城市發展、解決城市問題，如何在城市規劃中利用「共享」理念提升民眾獲得感和幸福感，滿足人民日益增長的美好生活需要，已經成為中國城市發展的關鍵挑戰。
秉承「共享」的發展理念，積極借鑑國際經驗，對當今城市熱點問題進行探討有助於推動中國城市由高速增長轉向高質量發展。本次年會誠邀來自中國和世界各地的學者、規劃師、工程師和政府管理人員進行學術交流，分享國內外城市規劃的先進理念與傑出經驗，共同探討當今中國城市發展面臨的挑戰、機遇以及應對方法。

Youarecordiallyinvitedtosubmitabstractstothe13thIACPConference.
ConferenceTheme
Sincethereformandopeningup40yearsago,Chinahasachievedgreatsuccessineconomicandurbandevelopment.Nevertheless,therapiddevelopmenthasbeenaccompaniedwithsomechallenges,includinguncoordinatedregionaldevelopment,urbanillnesses,inefficienturbangovernanceandmanagement,alackofcommunityservices,unequalallocationofresources,ineffectivefunctionalspaces,andintensifyingurban-ruraldualstructure.
Inthenewera,「sharing」hasbecomeoneofthemostimportantdevelopmentconcepts.Aimingatsharingthebenefitsofthereformandopeningup,thisnewconceptcanstimulateeconomicdevelopmentamongallpopulationgroupsandpromotesocialjustice,harmony,andinclusivedevelopment.Sharingisakeytosolving「newcontradictions」.Thesharingeconomyhasboomedinmanysectors,includingtransportation,housing,publicservices,andeducation.Itisalsotightlyconnectedwiththesustainabledevelopmentofsociety.Sharingtheresourceelementsofurbandevelopmentwillinevitablyinfluenceinstitutionaloperation,spatialstructure,urbanrenewal,urbanproductioncycle,andurban-regionalgovernance.Planning「sharing」citiescanguidefuturedevelopment,addressurbanproblems,enhancecitizensatisfactionandhappiness,andmeetthegrowingdemandsforahigh-qualitylife.
Chinesecitiesaretransitioningfromhigh-speedgrowthtohigh-qualitydevelopment.Intheprocess,urbanplanninginChinashouldfocusondeveloping「sharing」cities,learnfrominternationalexperiences,andaddresshotissues.Therefore,thisconferenceinvitesscholars,planners,engineers,andgovernmentofficialsinChinaandabroadtoshareknowledgeandexperiencesaswellastoexplorecopingstrategiesforchallengesandopportunitiesforurbandevelopmentinChina.
