Procedure of Part-time Entrepreneurship for International Students Studying in Shanghai Universities1. 申請流程 Application Procedure （1）本人申請。申請人填寫《在滬高校外國學生在臨港新片區從事兼職創業活動證明申請表》，並持申請人有效護照及兼職創業所在地點在臨港新片區的證明及個人承諾書，到所就讀高校相關管理機構提交申請。①Personal Application. The applicant should fill in the the Application Form for Certificate of Part-time Entrepreneurial Activities of International Students in Shanghai Universities in Lin-gang Special Area, and launch the application in their university with applicant’s valid passport, documents which proves starting a business in Lin-gang, Shanghai and a personal commitment letter.（2）高校推薦。申請人所在高校初審同意後在《在滬高校外國學生在臨港新片區從事兼職創業活動證明申請表》中「所在高校證明」欄加蓋公章，同時由教育主管部門出具在上海高校學習的JW202表(學生類別中註明本科生等學歷生)和所在高校出具推薦函，並附對申請人在校期間表現的說明及申請人提交的相關材料，報送臨港新片區管委會審核。②Recommendation of the university. The applicant's university shall affix its official seal in the column "Certificate of the university" in the Application Form for The Certificate of Part-time Entrepreneurial Activities of International Students in Shanghai Universities in Lin-gang Special Area after the preliminary examination and approval. At the same time, the competent education authorities shall issue the JW202 form for studying in a university in Shanghai (indicating undergraduate students and other educational background in the student category) and the letter of recommendation issued by the university, and attach the explanation of the applicant's performance at school and the relevant materials submitted by the applicant, and submit it to the Management Committee of Lin-gang Special Area for examination and approval.（3）材料審核。臨港新片區管委會審核確認申請入兼職創業地點註冊地在臨港新片區內，並對推薦材料的符合性進行形式審核，必要時走訪或約談推薦單位及相關人員。經臨港新片區管委會審核通過後加蓋公章。③Documents review. The Management Committee of Lin-gang Special Area reviews and confirms that the registration place of the part-time entrepreneurship application is in Lin-gang Special Area, conducts formal audit on the conformity of the recommended materials, and visits or interviews the recommending units and relevant personnel when necessary. After approved by Lin-gang Special area Management Committee, it shall be affixed with official seal.（4）推薦報送。臨港新片區管委會對通過審批的在滬高校外國學生出具《在滬高校外國學生從事兼職創業活動證明函(推薦申請在學習類居留許可上加注「創業」)》，並將《在滬高校外國學生從事兼職創業活動證明函(推薦申請在學習類居留許可上加注創業」)》抄送外國學生和所在高校。④Recommendation reply. The Management Committee of Lin-gang Special Area shall issue The certificate of international Students engaged in part-time entrepreneurial activities in Shanghai universities to the approved foreign students in Shanghai universities (Adding "Start up business" to the residence permit for study), and send the certificate to the student and university.（5）辦理證件。對於臨港新片區管委會出具證明的在滬高校就讀的外國學生，憑證明及其他相關材料到上海市出入境管理局，在學習類居留許可上加注「創業」後，在臨港新片區內單位從事兼職創業活動。⑤Handling of relevant documents. Foreign students studying in Universities in Shanghai issued by the management committee of Lin-gang Special Area shall, on the strength of their certificates and other relevant materials, go to Shanghai Exit and Entry Administration, add "Start up business" to the residence permit for study, and then engage in part-time entrepreneurial activities in the units in Lin-gang Special Area.2. 申請材料 Application Materials（1）教育主管部門出具的在上海高校學習的JW202表(學生類別中註明本科生等學歷生)、所在高校推薦函。①JW202 Form of study in Shanghai Universities issued by the competent department of education (with undergraduate and other educational background indicated in the student category) and letter of recommendation from your university.②Personal commitment letter.（3）填寫完整的《在滬高校外國學生從事兼職創業活動證明申請表》。③Complete the Application Form for Certificate of Part-time Entrepreneurial Activities of Foreign Students in Shanghai Universities.（4） 兼職創辦企業的提交企業工商註冊登記材料，到孵化器、加速器、眾創空間等機構創業的提交相關單位證明。④Submit business registration materials for part-time entrepreneurs and certificates of relevant units to incubators, accelerators, mass makers' space and other organizations for entrepreneurship.⑤Copy of applicant's valid passport.⑥Other necessary documents.二、國（境）外高水平大學優秀外籍畢業生申請在臨港就業手續Procedure of Entrepreneurship for Outstanding International Graduates from High-level University Abroad1. 申請流程 Application Procedure ①Fill in the application form for proof of employment優秀的外籍畢業生，與臨港新片區內用人單位籤訂勞動合同後，到上海臨港人才自由港（http://www.shlghr.com/）下載《國（境）外高校外籍畢業生在臨港新片區工作證明申請表》，申請人填寫個人信息並籤名；用人單位填寫單位信息，並加蓋公章。After signing the labor contract with the employer in Lin-gang Special Area, the applicant download the Application Form for Working Certificate of Foreign Graduates from Overseas Universities in Lin-gang Special Area on http://www.shlghr.com/, applicants fill in personal information and sign their names; the employer shall fill in the information of the employer and affix its official seal.②Certificate of Employment用人單位聘用符合條件的國（境）外高校外籍畢業生，應向臨港新片區管委會提出申請，並提供需求材料（見下表）：Before recruiting qualified international graduates, the employer should apply to the Management Committee of Lin-gang Special Area, and provide application documents (as below).③Going through the work formalities and work residence permit for foreigners in China申請人攜帶臨港新片區管委會出具的《國(境)外高校外籍畢業生在臨港新片區工作的證明》，按照有關規定到全市外國人來華工作許可辦理窗口辦理相關工作手續。然後，到上海市出入境辦證服務點，按照有關規定辦理工作類居留許可（諮詢電話021-28951900）The applicant shall carry the Certificate of foreign Graduates from Overseas Universities working in Lin-gang Special Area issued by the Management Committee of Lin-gang Special Area and go through the relevant work procedures at the municipal work permit handling window for foreign entry to China in accordance with the relevant provisions. Then, apply for residence permit for work in accordance with relevant regulations in Shanghai Entry-exit card Service center. (Telephone: 021-28951900)2. 申請材料 Application Documents（1）經用人單位蓋章的《國（境）外高校外籍畢業生在臨港新片區工作證明申請表》（原件一份）；①Application Form for Working Certificate of Foreign Graduates from Overseas Universities in Lin-gang Special Area sealed by the employer (An original document);（2）用人單位有效的營業執照或其他法定註冊登記證明（交加蓋公章複印件一份）；②The employer's valid business license or other legal registration certificate (a copy with official seal);（3）勞動合同（應明確在臨港新片區工作單位、工作內容、工作時間和意向薪酬等，並由雙方籤字蓋章。核查原件，交加蓋公章複印件一份）；③The labor contract (should be clear about the work unit, work content, working hours, intended salary, etc. Check the original document and hand in a copy with official seal);（4）申請人的國（境）外高等院校本科及以上畢業證和學位證（提供原件及原件的中文翻譯件，交複印件一份）；④The applicant's graduation certificate and degree certificate of bachelor or above (provide the original and Chinese translation of the original.
