　　涇河新城是國家級新區——西鹹新區的五大組團之一，組建於2011年7月，規劃面積133平方公裡，轄區內有中國第一高磚塔——崇文塔，是中華人民共和國大地原點所在地。涇河新城以「大西安北跨戰略核心聚集區」為發展定位，提出了「做最優生態環境、引最多優秀人才、聚最強高端產業」的發展思路。充分利用涇河優勢資源，做活「水」文章，著力打造「南山北水·靈動涇河」的現代化新城。在生態環境營造方面，踐行生態文明理念、尊重自然、順應自然。充分考慮涇河、院士谷與項目的相互關係，打造多樣化的生態空間，實現綠地空間與外圍生態空間的有機融合。

　　JingHe New City is one of the five new cities of Xi Xian New Area, a state-level new area with a planned area of 133 square kilometers. China’s highest brick pagoda, Chong Wen Pagoda is located in JingHe New City, which is also the geodetic origin of the People’s Republic of China. JingHe new town takes the development orientation of the "xi 'an north trans-strategic core gathering area", and puts forward the development idea of "creating the best ecological environment, attracting the most outstanding talents and bringing together the strongest high-end industries" . To make full use of the superior resources of Jing river’s live "water" article, efforts have been made to build the "south mountain north water, flexible Jing river" modern new city. In terms of creating an ecological environment, we should practice the concept of ecological civilization, respect and conform to nature. Giving full consideration to the relationship between Jing river, academician valley and the project, create diversified ecological space, and realizing the organic integration of green space and peripheral ecological space.

　　西鹹新區涇河新城「院士谷」 核心區景觀概念及公園方案設計競賽活動遵循公開徵集，集思廣益，博採眾長的原則，競賽成果將作為「院士谷」公園施工圖設計及「院士谷」核心區內道路綠地景觀設計的支撐依據，相關要求如下：

　　①.需統籌兼顧 「院士谷」整體城市規劃；

　　②.遵守國家及陝西省對環境生態治理相應法律和要求；

　　③.符合西鹹新區關於綠色發展以及生態建設的相關要求；

　　④.遵循海綿城市設計理念；

　　⑤.遵循「大西安北跨戰略核心聚集區」發展定位；

　　⑥.遵循地形地貌現狀。

　　競賽範圍

　　(Scope of competition)

　　「院士谷」核心區位於高涇大道以南、涇河以北、茶馬大道以東、西延高速以西，總佔地面積約2.76平方公裡。本次競賽包含兩部分內容，其中第一部分為「院士谷」核心區景觀概念設計，設計範圍為核心區內除公園區域以外的所有市政道路綠化景觀。第二部分為「院士谷」公園方案設計，設計範圍1.12平方公裡。

　　The core area of "academician valley" is located south of Gaojing avenue, north of Jing river, east of Chama avenue and west of Xiyan expressway. It covers a total area of approximately 2.76 square kilometers. The competition consists of two parts. The first part is the conceptual design of "academician valley" core area, along with the design scope which covers the green landscape of all municipal roads except the park area in the core area. 　　設計深度

　　(Depth of design)

　　（一）「院士谷」核心區景觀概念設計的設計深度為景觀概念方案設計深度，能夠指導後續道路及相關綠化景觀方案設計。
(i) The design depth of the landscape concept design of the core area of "academician valley" is the design depth of the landscape concept scheme, which can guide the subsequent road and related green landscape scheme design
（二）「院士谷」公園方案設計的設計深度為方案設計深度，能夠指導進行施工圖設計。

（三）由獲得本次競賽第一名的單位負責融合其他有效方案的優點並進行方案設計的優化工作，組織開展一次工作坊，形成各方認可的設計成果。

　　競賽規則(Rules of competition)

　　1、本次競賽應充分結合現狀、上位規劃及相關規劃，形成滿足要求的設計成果，採用國際競賽的方式，分為「資格預審（確定參賽單位）」、「設計競賽」和「後續深化設計」三個階段進行。

2、本次競賽公告面向國內外公開發布，採取公開報名形式。從公告發布之日起，接受境內外設計單位的報名。

3、競賽組織單位將對提出資格申請的設計單位進行資格預審，包括設計單位的資質、綜合業績、參賽設計團隊或擬任項目主創設計師資歷、業績、參賽人員配置及其他相關情況。最終選出3家設計單位或聯合體作為邀請單位參加競賽，並發出正式邀請函及徵集文件。同時再評選出3家備選參賽單位（須排序），如確定的3家參賽單位中有退出設計競賽或其它因素不能參賽的，則備選參賽單位依序替補。未入圍的設計單位恕不另行通知。
3. The competition organization unit will prequalify the design unit that applies for the qualification. If any of the three determined competitors withdraw from the design competition or other factors cannot participate in the competition, then the alternative competitors shall be replaced based on the order. Shortlisted design units are subject to prior notice.
4、獲得正式邀請的設計單位在收到邀請函後，應在3日內把確認函傳真或郵件至承辦單位，並將紙質及電子文件確認函郵寄至承辦單位。
4. The designer who has received the formal invitation shall fax or email the confirmation letter to the contractor within 3 days after receiving the invitation letter, and mail the confirmation letter of paper and electronic documents to the contractor.
5、通過資格預審並確認參賽的單位需繳納保證金2萬元整（提供完整設計成果後退還）。

6、每家獲得正式邀請的設計單位應在規定時間內完成並報送一個方案。任何未被正式邀請的設計單位報送的方案一律不予受理。

7、設計周期結束後，主辦方邀請5—7名國內外專家對設計方案進行盲審，按照評審辦法對各個獲得正式邀請的參賽單位的設計方案進行評審，對被確定為有效的設計方案，按評審得分排名先後確定名次。確定為有效方案的獲得相應獎金，經評審為無效方案不能獲得獎金。

8、由獲得第一名的參賽單位完成後續方案整合、深化調整工作，須組織一次工作坊（設計成果整合深化工作集中辦公），提交設計方案最終成果；對上位方案有調整，由獲得第一名的參賽單位配合完成本項目範圍的設計方案調整；提供後期諮詢服務，為項目後續深化設計和實施提供指導諮詢。獲得第一名的參賽單位不能履約或放棄中選的，則依次類推，選擇次一名參賽單位。

　　獎項設置(Awards)

　　通過資格預審的3家設計機構在提交最終成果後，其提交的設計成果滿足技術任務書的要求且經評委會評審為有效成果的，第一名獲得獎金人民幣100萬元（含後期深化設計費用），第二名及第三名各獲得獎金人民幣50萬元。

　　智慧財產權(Intellectual Property)

　　所有參加本競賽活動的設計成果署名權歸參賽單位所有，但所有參與競賽的設計成果在評審後不退回參賽單位，主辦方有權無償對提交的所有設計成果中的合理要素進行使用，包括但不限於在評審結束後公布評審成果，對競賽成果進行優化、整合，並通過傳媒、專業雜誌、專業書刊或其它形式介紹、展示及評價設計成果。

　　資格要求(Qualification requirement)

　　

1、競賽申請人應為註冊的法人實體或由註冊的法人實體組成的項目聯合體；

2、中華人民共和國境內潛在參賽單位應具有中華人民共和國建設主管部門頒發的城鄉規劃甲級或風景園林工程設計專項甲級資質；擬任項目主創設計師或項目負責人應具有相應的設計資質、知名項目經驗、主持過類似項目的設計等。

3、境外潛在參賽單位應具有所在國、地區政府主管部門或其有關行業組織核發的相應註冊證明；港澳臺規劃設計機構的資格要求應參照境外規劃設計機構資格要求的規定；擬任項目主創設計師或項目負責人應具有相應的設計資質、知名項目業績或獲獎項目業績等。

4、參賽單位的擬任項目主創設計師或項目負責人要求參與現場踏勘、主持設計、成果匯報的競賽全過程，主辦方將根據實際執行情況作為競賽考評指標。

5、本次競賽活動接受聯合體報名，聯合體成員不超過2家。聯合體各成員須滿足以上規定，且必須提交《聯合體協議》，並在協議中明確聯合體的牽頭單位。聯合體各成員不得再以自己名義單獨報名，也不得組成新的聯合體或參與其他聯合體的報名，否則報名無效。以聯合體形式報名的設計機構中至少有一家單位具備國內城鄉規劃甲級或風景園林工程設計專項甲級資質。

6、信譽要求：參賽人具有良好的社會信譽，沒有處於被責令停業、財產被接管、凍結、破產和重組等狀態。

　　參賽單位報名及資格預審文件獲取方式(Method to register and obtain prequalification documents)

　　1、報名及資格預審文件獲取時間：2019年12月23日至2019年12月27日，每日9:00時至17:30時。（節假日期間接受報名）
