濟南是山東省省會城市，國家歷史文化名城，也是環渤海地區南翼的中心城市。濟南新東站核心區位於城市東北部，集高速鐵路、城際鐵路、城市軌道交通、高速公路、航空等多種交通方式於一體，該地區未來將形成以交通樞紐功能為先導，以發展現代服務業為主導的國家級重要交通樞紐、城市次中心。
Jinan is the capital city of Shandong Province, a famous national historical and cultural city, and the central city in the southern wing of the Bohai Sea rim district. Jinan New East Railway Station Core Area, located in the northeastern area of the city, integrates various transport means of high-speed railway, inter-city railway, city rail transport, highway, and aviation, etc. This area will become a national important transport hub and city sub-center guided by transport hub functions and dominated by the development of modern service industries.
為了以國際視野謀求更高水平的規劃，指導新東站片區建設，濟南市規劃局、濟南軌道交通集團組織本次城市設計國際諮詢工作。
In order to pursue the planning in higher level in international perspective, and guide the construction of the district of the New East Railway Station, Jinan Urban Planning Bureau and Jinan Rail Transport Group arranged this international consultation of urban design.
一、國際諮詢的目的
I. Purpose of International Consultation
本次諮詢活動的目的在於集思廣益，通過邀請國際頂級的設計機構徵集具遠見、富創意並且切實可行的核心區城市設計方案，同時提出周邊區域的概念性空間規劃方案，以國際視野、前瞻性的發展理念明確新東站片區的功能定位、產業規劃、空間布局、交通組織，打造高標準的國家級交通樞紐核心片區，形成獨有特色的城市功能新區。
The purpose of this consultation activity is to draw upon all the useful opinions, solicit visionary, innovative and feasible urban design plans for core area through inviting international top design institutions, and come up with conceptual space planning scheme for surrounding area, identify the function positioning, industry planning, space layout, and transport organization of New East Railway Station district in international perspective with forward-looking development ideas, build high-standard national transport hub core district and generate distinctive new urban functional area.
二、諮詢內容
II. Contents of Consultation
1、概念設計諮詢：重點開展總體定位、功能定位、空間結構、用地布局、交通組織等設計內容。
1. Consultation of Concepts: Focus on undertaking of design contents of overall positioning, functional positioning, space structure, land layout, and transport organization, etc.
2、核心區城市設計諮詢：提出核心區內的整體發展思路、空間發展結構和布局方案、開發強度、建築風格及景觀、實施策略及指引等內容，設計深度應滿足控制性詳細規劃編制要求，重要節點設計深度應滿足修建性詳細規劃編制要求。
2. Consultation of Urban Design for Core Area: Come up with the contents of general development ideas, space development structure and layout scheme, development intensity, architectural style and landscape, implementation strategy and guidance. The design profundity shall meet the controlled detailed planning compiled requirements, and design profundity of important nodes shall meet the constructional detailed planning compiled requirements.

三、組織方式
III. Organization Mode
1、本次國際諮詢採取公開報名的方式。
1. This international consultation applies the mode of public application.
2、資格預審，由資格預審委員會評選出三家入圍設計單位。
2. The qualifications shall be pre-reviewed and Prequalification Committee shall select three design institutions as candidates.
3、三家入圍設計單位應按時提交《參與方案編制確認函》。
3. Three design candidates shall submit Participating Plan Compiling Confirmation Letter in time.
4、入圍設計單位進行城市設計方案編制。
4. Design candidates shall undertake urban design plan compiling.
5、方案評審，採用專家評審投票的方式，確定方案排序，專家對方案提出優化意見。
5. Plan evaluation shall be in the form of voting by expert reviewers. The experts shall determine the ranking of the plans and give optimization opinions on the plans.
6、主辦方根據專家評審結果和商務談判情況確定整合單位，負責整合評審後的城市設計方案。
6. The host party shall determine the integration organization according to the results of expert evaluation and business negotiation situation, which shall be in charge of integrating the urban design plans after evaluation.
四、時間安排

1、報名時間：2017年7月13日起至2017年7月26日16時30分止(北京時間，下同)

2、遞交資格預審申請文件的時間：2017年7月26日8時30分起至2017年7月26日16時30分

3、方案設計時間：90天

4、以上時間可能會有所調整，主辦單位將在濟南市規劃局官網(http://www.jnup.gov.cn)及時公布，敬請留意。

五、獎金
V. Awards
方案評審委員會評選一、二、三等獎。一等獎獎金400萬元，二等獎獎金200萬元，三等獎獎金100萬元。主辦方確定的整合單位負責最終成果的整合深化，整合費用200萬元。
The plan evaluation committee shall evaluate for the first, second and third prize. The awards for the first, second and third prize are respectively RMB 4 million, RMB 2 million, and RMB 1 million. The integration organization determined by the host party shall be in charge of the integration and further improvement of the final results in an integration charge of RMB 2 million.
