昂潘副秘書長出席「中老緬泰湄公河聯合巡邏執法機製成立十周年」系列慶祝活動

12月7日-10日，昂潘副秘書長代表中心秘書處出席「中老緬泰湄公河聯合巡邏執法機製成立十周年」系列慶祝活動。

From 7 to 10 December, Mr. Amphamh Xayasoubath,Deputy Secretary-General represented the secretariat of the LMLECC to attend a series of celebrations on "the 10th Anniversary of the Establishment of the China-Laos-Myanmar-Thailand Mekong Joint Patrol Law Enforcement Mechanism". 

12月7日，中老緬泰湄公河聯合巡邏執法機製成立十周年總結會通過遠程視頻系統在昆明召開，中國公安部國合局二級巡視員仵建民、中心副秘書長昂潘、雲南省公安廳副廳長張國方，寮國國防部總參謀部邊防局、緬甸內政部水警局、泰國第五警區分別派代表出席會議。會議對十年來中老緬泰湄公河聯合巡邏執法工作情況進行了總結。2011年12月10日，首次中老緬泰湄公河聯合巡邏執法行動啟動，標誌著湄公河流域執法安全合作正式開啟。回首過去十年，中老緬泰四國始終秉承「共同、綜合、合作、可持續」的亞洲安全觀，弘揚「同舟共濟、守望相助、包容並蓄、平等互利」的湄公河精神，攜手同行、迎難而上，鞏固和深化湄公河聯合巡邏執法合作，創新和拓展勤務模式和合作領域，形成了更加包容的執法合作模式，更加有效的多邊機制，更加積極的區域合作。
On 7 December, the summary meeting of the 10th Anniversary of the Establishment of the China-Laos-Myanmar-Thailand Mekong River Joint Patrol Law Enforcement Mechanism was held in Kunming through a video system. Mr. Wu Jianmin, the Second-Level Inspector of the International Cooperation Department of the Ministry of Public Security of China, Mr. Amphamh Xayasoubath, Deputy Secretary-General of the LMLECC, Mr.Zhang Guofang, Deputy Director of the Public Security Department of Yunnan Province, and representatives from the Border Defense Bureau of the General Chief of Staff of the Ministry of National Defense of Laos, the Marine Police Department of the Ministry of Home Affairs of Myanmar, and the Police Region 5 of Thailand attended the meeting. This meeting summarized the China-Laos-Myanmar-Thailand Mekong River Joint Patrol Law Enforcement operations in the past ten years. On 11 December 2011, the first China-Laos-Myanmar-Thailand Mekong River Joint Patrol Law Enforcement operation was launched and marking an official start of law enforcement and security cooperation in the Mekong River Basin. Over the past ten years, China, Laos, Myanmar, and Thailand have always adhered to the Asian Security Concept of "Common, Comprehensive, Cooperative and Sustainable", and carried forward the Mekong River spirit of "work together in the same boat, help each other, tolerant and accommodating, equality and mutual benefit" work hand in hand, face difficulties, consolidate and deepen the Mekong River joint patrol law enforcement cooperation, innovate and expand service models and areas of cooperation, and form a more inclusive law enforcement cooperation Models, more effective multilateral mechanisms, and more active regional cooperation.

 

12月9日-10日，昂潘副秘書長赴景洪市景哈碼頭參加新型執法艇53107艇移交入列儀式和第112次中老緬泰湄公河聯合巡邏執法勤務啟航儀式。雲南省公安廳常務副廳長周建忠、雲南省人民政府外事辦公室副主任郝昆、中心副秘書長昂潘參加儀式並登艇參觀。

From 9 to 10 December, Mr. Amphamh Xayasoubath, Deputy Secretary-General went to Jinghong City to attend the handover ceremony of the new law enforcement boats, No. 53107, and the launching ceremony of the 112th China-Laos-Myanmar-Thailand Mekong Joint Patrol Law Enforcement service. Mr. Zhou Jianzhong, Executive Deputy Director General of Public Security Department of Yunnan Province, Mr. Hao Kun, Deputy Chief of the Foreign Affairs Office of Yunnan Provincial Government, and Mr. Amphamh Xayasoubath, Deputy Secretary-General of the Center attended the ceremony and boarded the boat for visit.
