蠻橫制裁他國
2020年8月21日,國務委員兼外長王毅在海南保亭同巴基斯坦外長庫雷希舉行第二次中巴戰略對話後共同會見記者。
有記者問,據報導,美國國務卿表示,美方已經要求聯合國安理會啟動對伊朗「快速恢復制裁」機制,誰要反對,美就對誰進行單邊制裁。鑑於美國已經退出伊核協議,美方是否還有權利提出這一要求?
王毅表示,美方提出這種要求純屬無理取鬧。
The US demand for initiation of the snapback mechanism to restore UN sanctions against Iran was "completely unreasonable," Chinese State Councilor and Foreign Minister Wang Yi said on Friday.
Wang made the remarks to reporters during a press conference after meeting with Pakistani Foreign Minister Shah Mahmood Qureshi in southern China's Hainan province.
當年美國政府既然已經代表美國正式籤署伊朗核問題全面協議,就承擔了遵守這份協議的國際責任。不管政府是否換屆,美國都有義務予以遵守,這是國際法的常識。
Noting that the last American administration had signed the Iran nuclear deal on behalf of the US, Wang pointed out it is common sense for Washington to bear the responsibility of the deal regardless of government transition.
如果美方對自己籤署的協議也要出爾反爾,試問還有哪個國家敢同美國籤署協議?美方單方面退出伊核協議的做法已經遭到了國際社會的普遍反對。
As the US contradicted itself by withdrawing from a signed deal, the Chinese foreign minister questioned who dares to sign a deal with the Americans. He added that the US withdrawal from the Iran nuclear deal has been widely opposed by the international community.
王毅說,今天,已經退出伊核問題全面協議的美國,竟然又要回來行使協議賦予當事方的權利,要求啟動「快速恢復制裁」機制,誰不同意就單邊制裁誰,這一做法更是蠻不講理。
試問世界公理何在?國際法權威何在?美國的信譽何在?美方只考慮一己私利,對國際法合則用、不合則棄,不僅自己不守法,還要求其他國家也不守法,甚至還揚言要制裁守法的國家。天底下哪有如此荒唐的邏輯?
"The United States only considered its own interests. It applied international law if the law was in conformity with the nation's need and discarded the law if it did not," said Wang.

僅1票支持 被空前孤立
8月21日,外交部發言人趙立堅主持例行記者會。有記者提問,8月20日,美國國務卿蓬佩奧向本月安理會輪值主席致函,正式要求啟動安理會第2231號決議規定的「快速恢復制裁」機制,並宣稱30天內安理會將恢復以往全部對伊朗制裁措施。中方對此有何評論?
趙立堅表示,中方注意到美方致函。中國常駐聯合國代表團已表明中方立場。我們多次強調,美國單方面退出伊朗核問題全面協議,已放棄作為全面協議參與國的權利,沒有要求啟動「快速恢復制裁」機制的資格。
China noted the letter sent by the US. The Permanent Mission of China to the UN already stated China's position. Like we stressed many times, the US unilateral withdrawal from the JCPOA means renunciation of its rights as a participant of the deal, and it is in no position to demand enacting the snap-back mechanism.
全面協議參與方和絕大多數安理會成員都認為,美方要求不具任何法律基礎,「快速恢復制裁」機制並未啟動。據我了解,包括中國、俄羅斯、英國、法國、德國、伊朗等有關各方已致函安理會主席,英法德三國外長也發表聲明,對美方舉動表明反對態度。
Therefore, participants to the JCPOA and the overwhelming majority of the Security Council members believe that the US demand has no legal basis, and the snap-back mechanism has not been invoked. As I understand, pertinent participants including China, Russia, the UK, France, Germany and Iran have sent letters to the Security Council chair. British, French and German foreign ministers also issued a statement to express opposition to the US move.
美國要求安理會恢復對伊制裁,完全是出於實現自身政治目的的政治操弄。美國背信棄義,退群毀約,損害多邊主義和安理會權威,破壞國際核不擴散體系。美方推動決議也好、向安理會致函也罷,都不能為上述行徑披上合法外衣。
The US demand of re-imposition of United Nations sanctions on Iran is nothing but a self-serving political manipulation. The US has walked away from commitments, withdrawn from international organizations and treaties, harmed multilateralism and the authority of the Security Council and undermined international non-proliferation regime. Its move to push for a resolution or send a letter to the Security Council cannot justify its above-mentioned behaviors.
8月14日,安理會就美國提出的延長對伊武器禁運決議草案進行表決,13個安理會成員明確不支持這份決議草案,美國僅得到1票支持,被空前孤立。這充分說明,美方單邊立場同國際社會的廣泛共識背道而馳,美方破壞全面協議的企圖不可能得逞。我們敦促美方不要再一意孤行,冒天下之大不韙,否則必然再次碰壁。
On August 14, a US-sponsored draft resolution to extend arms embargo on Iran was put to vote at the Security Council, which was voted against by 13 members unequivocally with only one member voted for it, leaving the US isolated like never before. This fully demonstrates that the US unilateral position runs counter to the wide consensus of the international community and its attempt to sabotage the JCPOA will never succeed. We urge the US to stop going down the wrong path, otherwise it will only meet further opposition.

當地時間8月21日,一美國微信用戶組織「美國微信用戶聯盟」向加州北區的地區聯邦法庭遞交訴狀,起訴總統川普籤署的針對微信的行政令侵犯了憲法賦予他們的權力。
