教科文組織文化表現形式多樣性委員會將評估新冠疫情對創意和文化產業的影響

巴黎,1月29日——旨在監督2005年通過的《保護和促進文化表現形式多樣性公約》執行情況的政府間委員會年度會議將於2月1-6日在線上舉行。韓國文化體育觀光部長官樸良雨將主持會議。
委員會第十四屆會議將由聯合國教科文組織慶祝「國際創意經濟促進可持續發展年」活動拉開序幕。教科文組織總幹事阿祖萊(Audrey Azoulay)、聯合國大會第75屆會議主席博茲克爾(Volkan Bozkir)、哥倫比亞總統杜克(Iván Duque)、聯合國貿易和發展會議副秘書長杜蘭特(Isabelle Durant),以及多邊機構的代表,包括世界銀行城市、災害風險管理、復原力和土地全球負責人韋伯(Sameh Wahba)等將致辭。
慶祝活動旨在重申藝術家和文化專業人士在創意經濟中的核心作用,以及教科文組織通過機構間合作促進該行業發展的承諾。
本屆會議期間,委員會將審議向國際文化多樣性基金提交的新的資助申請,並審議一項目設立提案。所涉項目旨在支持於數字環境中實施《文化表現形式多樣性公約》。
委員會成員還將回顧由教科文組織在去年4月發起的「堅韌藝術」運動的成果,以提高人們對於全球健康危機對文化和創意部門的影響的認識。該運動已得到百餘個國家的響應,在2020年發起了超過240次「堅韌藝術」討論,為藝術家和文化專業人士提供了一個交流自身關切和解決方案的平臺,同時也展示了藝術在疫情面前的韌性。
會議期間還將舉行包括「堅韌藝術」討論在內的會外活動:
「堅韌藝術:亞洲電影製作者的視角」。電影《蜂鳥》導演金寶拉與電影《早晨來了》導演河瀨直美之間的深度對話。2月2日15:30-17:00
國際知名韓國電影「《寄生蟲》的製作:與製片人對話」 。2月3日15:30-16:30
「慶祝國際創意經濟促進可持續發展年中的『堅韌藝術』:創意促進重建」。活動將由教科文組織文化助理總幹事奧託內(Ernesto Ottone R.)引介,由法蘭西24頻道的高迪耶(Valériane Gauthier)主持。參加本次活動的還有:雅爾(Jean Michel Jarre,作曲家、表演家兼教科文組織親善大使)、西塞科(Abderrahmane Sissako,著名電影《廷巴克圖》製片人)、斯特芬(Thomas Steffens,古典音樂流媒體平臺Primephonic執行長)、卡盧德傑西奇(Vanja Kaludjercic ,鹿特丹國際電影節負責人),以及教科文組織創意城市音樂之都哥倫比亞麥德林的一名代表(待定)。2月4日15:30-17:00

UNESCO’s Diversity of Cultural Expressions Committee to examine impact of COVID-19 on creative and cultural industries
Paris, 29 January — The annual meeting of the Intergovernmental Committee that oversees the implementation of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions will be held online from 1 to 6 February. It will be chaired by Park Yang-Woo, Minister of Culture, Sports and Tourism of the Republic of Korea.
The 14th session of the Committee will open with UNESCO’s celebration of the International Year of Creative Economy for Sustainable Development, with messages from Audrey Azoulay, Director-General of UNESCO, Volkan Bozkir, President of the 75th session of the UN General Assembly, President Iván Duque of Colombia, and representatives of multilateral agencies such as Isabelle Durant, Deputy Secretary-General of United Nations Conference on Trade and Development (UNCTAD) and Sameh Wahba, Global Director for Urban, Disaster Risk Management, Resilience and Land at the World Bank.
The celebration aims to reaffirm the central role of artists and cultural professionals in the creative economy and UNESCO’s commitment to promote the sector through inter-agency cooperation.
During the session, the Committee will consider new funding requests submitted to the International Fund for Cultural Diversity and examine a proposal for the establishment of a programme to support the implementation of the Convention on the Diversity of Cultural Expressions in the digital environment.
Members of the Committee will also examine results of the ResiliArt movement UNESCO launched last April to raise awareness about the impact of the global health crisis on the cultural and creative sectors. Embraced by more than 100 countries, the movement gave rise to more than 240 ResiliArt debates in 2020, giving artists and cultural professionals a platform on which to share their concerns and solutions, demonstrating the resilience of the arts in the face of the pandemic.

「ResiliArt: Through the lens of Asian filmmakers」. An in-depth conversation between Bora Kim (director of the film 『House of Hummingbird』) and Naomi Kawase (director of the film 『True Mothers』), 2 February, 3.30 to 5.00 pm
「The Making of 『Parasite』: Dialogue with the Producer」 of the internationally acclaimed Korean feature film, 3 February, 3.30 to 4.30 pm
「ResiliArt in celebration of the International Year of Creative Economy for Sustainable Development: Building Back Better through Creative」 introduced by Ernesto Ottone R., UNESCO’s Assistant Director-General for Culture, it will be moderated by Valériane Gauthier, France24, with the participation of Jean Michel Jarre (composer, performer, and UNESCO Goodwill Ambassador), Abderrahmane Sissako (acclaimed filmmaker of 「Timbuktu」), Thomas Steffens, CEO of Primephonic (a classical music streaming platform), and Vanja Kaludjercic, Director of the International Film Festival Rotterdam, and a representative of Medellin (Colombia), UNESCO Creative City of Music (TBC), 4 February, 3.30 to 5pm.
