Big Brother：老大哥，引自喬治·歐威爾(George Orwell)的著名小說《1984》。小說描寫了一個專制國家Oceania，該國人民的一舉一動都被政府監視，書中最常說的一句就話是「Big Brother is watching you」。現在，提到老大哥，人們通常想到的就是mass surveillance，即政府濫用職權，侵犯公民隱私。而演講中，講者說There's no big-brothering.，指的是兒童保護機構並沒有為了揪出戀童癖，就利用政府來監視公民的網絡言行。
