Millions of residents living along the middle and lower reaches of the Yangtze River will be free of the regular flood threat soon as reinforcement of all levees, the biggest anti-flood defence shield along the river, is progressing to meet the 2003 deadline.
The concurrent project to relocate 2.45 million people to higher ground is also advancing smoothly, and is set to be finished before next year's summer flood season, according to State officials.
The dual projects, aimed at taming China's longest waterway, have topped State's agenda since the devastating flood in 1999 which claimed about 4,000 lives and ravaged homes in four provinces in Central China.
The affected provinces were Hubei, Hunan, Anhui and Jiangxi, all of which the river runs through.
Zeng Peiyan, minister of the State Development Planning Commission, said yesterday that at present, more than 60 per cent of people have been settled in newly-built towns, where they have new roads, telephones, electricity and a safe water supply as well as medical clinics and schools.
Zeng said the remaining people in the flood-prone area will be moved to towns before the flood season next year.
The cost of the recloation will total over 10 billion yuan (US$1.204 billion), and will be paid for with State funds.
More than 90 per cent of the embankment project is expected to be completed by the end of next year.
Zeng said the multi-billion-dollar renovation project is scheduled to be completed in 2003 before the summer flood season.
"Investment in the flood control system over the last three years is dozens of times more than all river defence expenditures before the 1999 inundation," said Zeng.
More than 20 billion yuan (US$2.409 billion), the bulk of which has come out of the State budget, has been pumped into the project to date.
More than 85 per cent of the earthen embankment, 60 per cent of the stonework and 70 per cent of the concrete work are slated to be finished by the end of this year.
Zeng and his peer officials from five State departments, plus provincial officials and the consulting firms involved in the project have recently been manoeuvring to advance the project through a working conference. (CHINADAILY ZENG MIN)
