教科文組織攜手瓜瓜龍英語推動中國媒介與信息素養

2020年8月24日,聯合國教科文組織駐華代表處和瓜瓜龍英語啟動「通過在線學習平臺提高中國兒童、家長和教師的媒介與信息素養」合作項目。聯合國教科文組織駐華代表歐敏行博士和瓜瓜龍英語業務負責人,出席了合作籤約儀式並發表主題演講。
今天,在我們生活的世界,信息和通信的獲取方式急劇增加。人們獲取知識方式較之以往大不相同。網際網路無疑已成為信息的聚集中心。在信息如此泛濫的情況下,特別是在當下虛假信息和錯誤信息泛濫的疫情時期,人們很難判斷什麼是可信信息,有時也難以確定應該如何回應、分享和評論這些信息。

歐敏行博士在講話中強調:「有必要提升每個人與媒體、科技和信息互動的能力,使其能夠作為具有批判性思維的公民參與社會。」她進一步指出,作為最為活躍但同時又最為脆弱的網際網路使用群體,青少年應當具有媒介與信息素養能力,這一點是當務之急。「只有這樣他們才能夠更好地把握數字時代帶來的機遇,面對負面影響時也能更具韌性。」歐博士進一步強調了家長和教師在提高兒童和青少年媒介與信息素養中的重要作用,並呼籲家長和教師自身首先要具備媒介與信息素養。

瓜瓜龍英語業務負責人在致辭中重申,瓜瓜龍英語會通過創新的教學形式,努力確保人人享有公平優質的教育。「我們希望通過這次合作讓社會各界都行動起來,共同關注兒童媒介信息素養,推動兒童媒介信息素養教育的發展。」

教科文組織和瓜瓜龍英語在儀式上簽署了合作協議,雙方合作由此正式啟動。在接下來的一年裡,教科文組織將和瓜瓜龍英語合作推出與媒介與信息素養主題相關的動畫視頻短片和繪本。所有資料將向所有人免費開放,並通過各種社交媒體和在線學習平臺進行推廣,兒童、家長、教育工作者和廣大公眾都將從中受益。
教科文組織通過課程開發、政策方針制定以及評估框架等能力建設資源,為增強人們在媒介與信息素養方面的權能提供支持。為此提供了免費和開放的在線課程,便於在媒介與信息素養方面進行自定進度的學習。藉助媒介和信息技術,本組織通過媒介與信息素養夥伴關係全球聯盟(GAPMIL)和媒介與信息素養國際大學網絡促進開展聯網和研究工作。

UNESCO and Rex & Friends partner to promote Media and Information Literacy in China
On August 24 2020, UNESCO Beijing Cluster Office, and Rex & Friends launched their partnership on increasing Media and Information Literacy (MIL) for children, parents and teachers via online learning platform in China. Dr. Marielza Oliveira, Director of the UNESCO Beijing Cluster Office and UNESCO Representative to China, Democratic People's Republic of Korea, Japan, Mongolia and Republic of Korea, and Business Leader of Rex & Friends, attended the cooperation agreement signing ceremony and gave keynote speeches.
Today, we are living in a world with a dramatic increase in access to information and communication. The mode of knowledge acquisition is vastly different from those of previous generations. The Internet has undoubtedly become a nucleus of information. Amidst the proliferation of information, it can be difficult for people to determine what credible information is; and sometimes it is unclear how one should respond, share and comment. It is more so during this turbulent time of COVID-19 when disinformation and misinformation run rampant.
In her remarks, Dr. Oliveira stressed that, 「It is of pivotal necessity to improve everyone’s competencies to interact with media, technologies, and information, so that they can engage in societies as critical-thinking citizens.」 She pointed out that, as the most active yet vulnerable group among the internet users, it is imperative and urgent for young people to acquire MIL competencies. 「Only in this way can they better capitalize on the benefits offered by the digital age and become more resilient to any negative effects.」 She further stressed the significant roles of parents and teachers in enhancing MIL among children and young people and called upon parents and teachers to firstly become media and information literate themselves.
Business leader of Rex & Friends, in his speech reassured their commitment to leveraging innovative measures in teaching and learning in order to make sure that equitable quality education be enjoyed by all people. 「Through the partnership, we hope to forge greater community awareness of MIL so that measures can be taken to promote its development across society」, he said.
UNESCO and Rex & Friends signed the cooperation agreement at the event, officially launching the new partnership. In the following year, UNESCO and Rex & Friends will work together to develop animated video episodes and picture books on MIL. All these resources will be freely available to all, and promoted on various online learning and social media platforms, benefiting children, parents, educators, and the public at large.
Through capacity-building resources, such as curricula development, policy guidelines and articulation, and assessment framework, UNESCO supports the development of MIL competencies among all people. Free and open online courses are available for self-paced learning about MIL. Through media and information technologies, UNESCO facilitates networking and research through the Global Alliance for Partnerships on MIL (GAPMIL) and MIL University Network.
