第18期《求是》雜誌發表了中共中央總書記、國家主席、中央軍委主席習近平的重要文章《構建起強大的公共衛生體系，為維護人民健康提供有力保障》。An article by President Xi Jinping on building a strong public health system to provide a guarantee for safeguarding the people's health was published in the 18th issue of the Qiushi Journal. Xi is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission.

文章強調，人民安全是國家安全的基石。只有構建起強大的公共衛生體系，健全預警響應機制，全面提升防控和救治能力，織密防護網、築牢築實隔離牆，才能切實為維護人民健康提供有力保障。The people's security is the cornerstone of national security, says the article. It says a strong guarantee for safeguarding the people's health can only be ensured by developing a strong public health system, improving the early warning and response mechanisms, comprehensively enhancing the capacity for prevention, control and treatment, and building a strong and solid protection network.

【知識點】黨的十八大以來，黨中央明確了新時代黨的衛生健康工作方針，把為群眾提供安全、有效、方便、價廉的公共衛生和基本醫療服務作為基本職責，成功防範和應對了甲型H1N1流感、H7N9、伊波拉出血熱等突發疫情，主要傳染病發病率顯著下降。黨的十九屆四中全會提出「強化提高人民健康水平的制度保障」的要求，將加強公共衛生服務體系建設、及時穩妥處置重大新發突發傳染病作為治理體系和治理能力現代化的重要目標和任務；強調預防為主，加強公共衛生防疫和重大傳染病防控，穩步發展公共衛生服務體系。在實現「兩個一百年」奮鬥目標的歷史進程中，發展衛生健康事業始終處於基礎性地位，同國家整體戰略緊密銜接，發揮著重要支撐作用。

這次新冠肺炎疫情防控鬥爭表明，我國公共衛生服務體系、醫療服務體系、醫療保障體系、藥品供應保障體系以及重大疫情防控與應急管理體系，總體上是有效的，但也存在一些薄弱環節。我們要強化底線思維，增強憂患意識，時刻防範衛生健康領域重大風險。我們要改革完善疾病預防控制體系；加強監測預警和應急反應能力；健全重大疫情救治體系；深入開展愛國衛生運動；發揮中醫藥在重大疫病防治中的作用；完善公共衛生法律法規；發揮科技在重大疫情防控中的支撐作用；加強國際衛生交流合作。
