On Sept. 15^th, the "Management Committee of the Zhengzhou Central China Science and Technology City" and the "Henan (Central China Science and Technology City) Talent Innovation and Entrepreneurship Pilot Zone" were inaugurated, marking the commencement of the overall construction of the Central China Science and Technology City ("the Sci-Tech City"). It represents a significant move by Zhengzhou to implement the Yellow River strategy, shift growth drivers to innovation-led ones and transform development relying on technological progress. In doing so, it aims to build a regional growth pole for high-quality development.

9月15日，「鄭州中原科技城管理委員會」「河南省(中原科技城)人才創新創業試驗區」同時揭牌，標誌著中原科技城步入全面建設階段。這是鄭州落實推進黃河戰略、以科技創新引領新舊動能轉換和發展方式轉變、打造更高水平的高質量發展區域增長極的重要舉措。

The Sci-Tech City is located in Zhengdong New District and is part of the Dragon Lake Group. Extending to Lianhuo Expressway to the north, Dragon Lake to the south, Longzi Lake to the east, and Zhongzhou Avenue to the west, it comprises the area north of Dragon Lake and the Yunhu Big Data Industrial Park, with a total area of about 16.4 square kilometers.

中原科技城位於鄭州市鄭東新區，屬於龍湖組團。項目北至連霍高速，南臨龍湖，東接龍子湖，西達中州大道。包括龍湖北部區域和雲湖大數據產業園兩大區域，總用地面積約16.4平方公裡。

The area north of Dragon Lake is the core demonstration area of the Sci-Tech City, separated by the Intelligence Island from the Science Valley (Kunpeng Software Town) to the east. Functionally and spatially, the Sci-Tech City, the Intelligence Island and the Science Valley (Kunpeng Software Town) form the "Central China Science and Technology Belt" that links the High & New Technology Industries Development Zone, Jinshui District and the technological innovation belt along the Yellow River in Zhengdong New District. It aims to create an industrial corridor to support technology and innovation-driven high-quality development in the city. The planned area is about 64 square kilometers.

同時，中原科技城以智慧島為中心、以龍湖北部片區為核心示範區、以科學谷（鯤鵬軟體小鎮）為拓展區，整合中原科技城功能定位和空間布局，形成「一體兩翼」整體布局，打造「中原科技帶」，構建串聯高新區、金水區和東區的沿黃科創帶，打造科創引領帶動全市高質量發展的產業走廊；規劃研究範圍約64平方公裡。

The Sci-Tech City is built to gather creative talented people and resources for innovation and host more innovation activities. It will serve as an engine for driving growth transformation and leading technological innovation in Central China and high-quality development in the Yellow River basin. Strategically, it is positioned to drive regional growth, the development of Zhengzhou as a central city, and the revitalization of the Central Plains.

按照定位，中原科技城旨在打造創新人才高度集中、創新要素高度融合、創新活動高度活躍的全市新舊動能轉換發動機，以及中原地區科技創新策源地和黃河流域高質量發展引領區。可以看出，中原科技城的壯志雄心，絕不在於對局部區域的發展帶動，而是承載著引領鄭州建設國家中心城市、實現中原振興的光榮和夢想。

Anyone who has actually worked in the Sci-Tech City for more than four months can apply for the talent identification and enjoy relevant support policies. Zhengzhou extends a warm-hearted invitation to gifted persons worldwide.

放寬科創人才認定條件，凡在中原科技城一年內實際工作時間達四個月以上即可參加人才認定，並享受中原科技城相關支持政策，以最大誠意面向全球引才。

A total of 8,000 well-decorated and rent-free apartments are provided in communities with enchanting environments and a comprehensive infrastructure.

三、「零租金」助推項目落地

For technology and innovation oriented enterprises and scientific research institutions settling in the Sci-Tech City, a subsidy equivalent to their office rent will be provided in the first 3 years, so as to attract projects to settle in.

對落戶中原科技城的科技創新類企業和科研機構，給予3年內辦公用房租金全額補貼，以最優服務推動項目落地。

四、「降稅收」扶持創新創業

"Reduced tax" to support

innovation and startups

For enterprises and skilled professionals making contributions to the Sci-Tech City, an appropriately proportioned bonus will be granted every year to maximize the vitality of innovation and entrepreneurship.

根據企業和人才對中原科技城作出的實際貢獻，每年給予適當比例的經濟貢獻獎補，最大限度激發創新創業活力。

五、「提待遇」留住優秀人才

"Higher remuneration"

to retain talents

Special subsidies are provided to outstanding talents in science and innovation teams: 10,000 yuan/person/month for those with a doctoral degree and 5,000 yuan/person/month for those with a master's degree. Employers can distribute the subsidies based on the actual contributions of their employees.

對科創團隊優秀人才發放專項補貼，博士每人每月1萬元，碩士每人每月5000元，用人單位可根據人才實際貢獻，統籌分配補貼資金。
