11月23日，貴州省宣布剩餘的9個貧困縣消除絕對貧困。至此，我國832個貧困縣全部脫貧。第三方機構本月初進行的評估顯示，貴州省這9個縣的貧困發生率已降為0，群眾認可度超過99%。
China has achieved the feat of removing all 832 counties from the country's poverty list. The last nine impoverished counties, all in southwest China's Guizhou province, have eliminated absolute poverty, the provincial government announced on Nov 23. An assessment conducted by third-party agencies earlier this month showed that the overall incidence of poverty in the nine counties in Guizhou had been reduced to zero percent, and the satisfaction rate among locals was over 99 percent.

黨的十八大以來，以習近平同志為核心的黨中央把貧困人口脫貧作為全面建成小康社會的底線任務和標誌性指標，在全國範圍全面打響脫貧攻堅戰，創造了人類減貧史上的奇蹟。
按照貧困縣退出的有關政策規定，貧困縣退出以貧困發生率為主要衡量標準，原則上貧困縣貧困發生率降至2%以下，西部地區降至3%以下。各省（自治區、直轄市）統一組織退出貧困縣的檢查，並對退出貧困縣的質量負責。貧困縣退出以後，國務院扶貧開發領導小組組織中央和國家機關有關部門及相關力量對退出情況進行抽查，確保脫貧成果經得起檢驗。已經退出的貧困縣、貧困村和貧困戶在脫貧攻堅期內，有關扶持政策不變。

到2020年現行標準下的農村貧困人口全部脫貧，是黨中央向全國人民作出的鄭重承諾，必須如期實現。
