Guidelines on the Use of 「Guangdong Health Code」

Dear Madam or Sir:

Welcome to China! To carry out the prevention and control work of COVID-19 and ensure your convenience in China, please apply for your own 「Guangdong Health Code」(粵康碼)! Users: inbound persons who hold passports or Mainland Travel Permits for Taiwan Residents.

1. Please scan the QR code with your phone to enter the application page. Click 「Languages」 on the top right corner to choose the language:

2. Verification: Please fill in your cellphone number and get a SMS Verification Code to validate your phone number.

3. Application: Please choose your 「ID Type」 to enter your ID Number and your name on the ID. Choose your 「Country/ Region」, then click 「Apply for the Guangdong Health Code,」

4. Inspection: Key persons, subjected to epidemic prevention and control, are indicated with 「red code」. Other persons are indicated with 「green code」.

5. Addition of companion: For the elderly, the children and other people with difficulty in the use of mobile phone, please click 「Companion Information」-「Add Companion」 to enter the information of your companion to apply a 「Guangdong Health Code」 for him/her.

You can present your 「Guangdong Health Code」 or that of an added companion in public places to be inspected or scanned by inspectors.

Guidelines for Use of 「Guangdong Health Code」 by Inbound Persons

In order to facilitate the use of 「Guangdong Health Code」（粵康碼） by inbound persons who only hold passports or Mainland Travel Permits for Taiwan Residents, a mobile webpage version of 「Guangdong Health Code」 (hereinafter referred to as 「Guangdong Health Code」 in multilingual version) is hereby available, with a view to contributing to epidemic prevention and control and your travel.

I. Applicable User Groups

「Guangdong Health Code」 dedicated to inbound persons is only limited for inbound persons who only hold passports or Mainland Travel Permits for Taiwan Residents to use. Inbound persons, who hold Mainland Travel Permits for Hong Kong and Macao Residents and hold the Mainland Resident Identity Card should obtain their own 「Guangdong Health Code」 from WeChat mini-program 「Yue Sheng Shi」(粵省事). If inbound persons fail to use 「Guangdong Health Code」 on 「Yue Sheng Shi」 due to the difficulty of WeChat use or real person authentication, they can use 「Guangdong Health Code」 dedicated to inbound persons. Epidemic prevention and control authorities shall decide on specific implementation at discretion. For 「Guangdong Health Code」 dedicated to inbound persons, users can only be authenticated by real name (as consistency between ID number and name must be verified) rather than be authenticated by real person (as it is uncertain whether inbound persons operate by themselves).

II. Inspection for 「Guangdong Health Code」 Dedicated to Inbound Persons

「Guangdong Health Code」 Dedicated to Inbound Persons is marked with red color and green color, respectively. Key persons, subjected to epidemic prevention and control, are indicated with red code. Other persons are indicated with green code, as shown in Figure 1.

(I) Basic Procedures for Inbound Persons to Obtain 「Guangdong Health Code」

1. Use of 「Guangdong Health Code」 by Inbound Persons for the First Time

For the purpose of use of 「Guangdong Health Code」 for the first time, every inbound person is advised to scan QR code of 「Guangdong Health Code」 dedicated to inbound persons on the website at checkpoints, enter the webpage of 「Guangdong Health Code」 dedicated to inbound persons, fill in his/her name, country/region, type of ID certificate, number of ID certificate and other basic information, and find his/her own 「Guangdong Health Code」. After the use for the first time, a text message on website of 「Guangdong Health Code」 dedicated to inbound persons will be sent to mobile phone of every inbound person for repeated use in future.

2. Repeated Use of 「Guangdong Health Code」 by Inbound Persons

For the purpose of repeated use of 「Guangdong Health Code」 dedicated to inbound persons, every inbound person is advised to scan QR code or visit the website in the abovementioned text message on his/her mobile phone. After the webpage of 「Guangdong Health Code」 dedicated to inbound persons is accessed, every inbound person can find his/her own 「Guangdong Health Code」 dedicated to inbound persons by filling in his/her mobile phone number and message verification code.

3. Addition of Companion’s 「Guangdong Health Code」 Dedicated to Inbound Persons

For the elderly, the children and other people with difficulty in the use of mobile phone, it is advised to add their own 「Guangdong Health Code」 dedicated to inbound persons via the homepage of the website of 「Guangdong Health Code」 dedicated to inbound persons. Click 「Companion Information」 at the bottom of the webpage of 「Guangdong Health Code」, and add companion’s 「Guangdong Health Code」 dedicated to inbound persons by filling in the companion’s name, companion’s number of ID certificate and other information.

4. Switch of 「Guangdong Health Code」 Dedicated to Inbound Persons

After adding companion(s), every inbound person is advised to click 「Switch to Companion」 at the top of the webpage of 「Guangdong Health Code」 dedicated to inbound persons so as to switch 「Guangdong Health Code」 dedicated to inbound persons between himself/herself and companion.

(II) Counter measures in Case of Duplicate Mobile Phone Number

When 「Guangdong Health Code」 dedicated to inbound persons is in use, if the backend system judges that a user’s mobile phone number is only associated with number of a single ID certificate, 「Guangdong Health Code」 will be displayed directly. If the backend system judges that a user’s mobile number has been associated with numbers of multiple ID certificates, associated identity information (subjected to data mask) will be displayed. After choice for one of such numbers, the user is advised to enter his/her full name and number of ID certificate corresponding to such identity information for authentication. If the input result is correct, his/her own 「Guangdong Health Code」 will be accordingly displayed.

III. Inspection of 「Guangdong Health Code」 Dedicated to Inbound Persons

(I) Inspection in Public Places

Inspectors in public places are advised to scan 「Guangdong Health Code」 dedicated to inbound persons, register the health information of inbound persons, and operate for 「Guangdong Health Code」 in the same way as WeChat mini-program 「Yue Sheng Shi」. (II) Inspection by Community Grid Personnel

Community Grid Personnel are advised to scan 「Guangdong Health Code」 dedicated to inbound persons through 「Health Code Scanning」 via Community Grid Personnel Module on WeChat mini-program 「Yue Sheng Shi」, register the health management status of inbound persons, and operate for 「Guangdong Health Code」 in the same way as WeChat mini-program 「Yue Sheng Shi」.
