At least 2 killed in Guangdong after Typhoon Mangkhut’s landfall

At least two people were killed by super Typhoon Mangkhut as of 8:00 pm  local time Sunday. 

Typhoon Mangkhut made landfall in Taishan, Guangdong Province at 5 pm Sunday, with strong winds of up to 162 kilometers per hour, according to the Guangdong Meteorological Observatory. 

More than half a million people have been evacuated to avoid the brunt of the destructive typhoon, the most powerful storm to hit China this year, says the Ministry of Emergency Management Sunday afternoon.

The ministry also says that up to 24,000 firefighters and soldiers in Southwestern China have been deployed to the region’s high-risk areas. (People’s Daily app)

颱風「山竹」已致廣東省2人死亡

9月16日，廣東省氣象臺發布消息稱，當日下午5點鐘，今年第22號颱風「山竹」在廣東省江門臺山沿海登陸，登陸時中心附近最大風力達每小時162公裡（45米/秒）。

據悉，至當天晚上8點，颱風已造成至少2人遇難。

中國國家應急管理部表示，「山竹」為今年最強颱風。目前已經有50萬人從受災地區撤離。2.4萬餘名消防員和部隊官兵正嚴陣以待，準備投入抗災救援行動。

More than 200 injured as Typhoon Mangkhut slams Hong Kong

At least 213 people were injured as Typhoon Mangkhut slammed Hong Kong as of 5 pm local time on Sunday, official data showed.

The injured have sought medical treatment at public hospitals, including 117 men and 96 women, according to the Hospital Authority in China's Hong Kong Special Administrative Region.

The Home Affairs Department has so far opened 48 temporary shelters in various districts and 1,219 people have sought refuge at the shelters. (Xinhua)

強颱風「山竹」肆虐香港 狂風暴雨致200餘人受傷

受強颱風「山竹」影響，截至9月16日下午5時，香港已有至少213人受傷。

據中國香港特別行政區醫院管理局表示，傷者中包括117名男性和96名女性，目前正在當地醫院接受治療。

香港民政事務總署在各區開放的共48個臨時庇護中心15日起開始運作，已有1219名市民前往避難。

China's R&D spending sees rapid growth in past decades 

China's spending on research and development (R&D) has seen rapid growth in the past 25 years as the country pursues a strategy of development through scientific and technological progress.

A report from the National Bureau of Statistics (NBS) showed that China's R&D spending surged by an average of 20.3 percent annually between 1992 and 2017, with the amount for last year reaching 1.76 trillion yuan (about $257 billion), about 123 times the amount in 1991.

By the end of last year, the country had 6.2 million employees in R&D. R&D spending in 2017 accounted for 2.12 percent of China's gross domestic product.

According to the 13th five-year plan for national science and technology talent development (2016-2020), China will increase its annual per capita spending on R&D to 500,000 yuan by 2020, up from 370,000 yuan in 2014. (Xinhua)

中國國家統計局：中國研發經費投入連續25年實現持續快速增長

根據中國國家統計局日前發布的報告顯示，改革開放以來，科教興國、人才強國戰略的大力實施使科技創新隊伍不斷壯大。中國研發經費投入連續25年實現持續快速增長，2017年達17606億元，是1991年的123倍，1992年至2017年年均增幅達到20.3%。

報告顯示，2017年，全國研發人員總量達到621.4萬人，研發經費投入強度2017年提升至2.13%。

根據《「十三五」國家科技人才發展規劃》，全國研究與發展人員年人均研發經費將由2014年的37萬元/年提升到2020年的50萬元/年。

South Korea advance team in North Korea for third Kim-Moon summit 

South Korea advance team of 93 officials headed to North Korea on Sunday to prepare for the upcoming Kim-Moon summit in Pyongyang.

Led by Presidential Secretary for Unification Policy Suh-ho, the group includes government officials, technology staff and journalists, according to Yonhap News Agency. 

Yonhap reported that the prime topics would be focusing on how to accomplish complete denuclearization and build a peace regime on the Korean Peninsula, citing the country's Vice Unification Minister Chun Hae-sung. (CGTN)

韓國代表團訪朝 為第三次「文金會」做準備

韓國總統文在寅與朝鮮最高領導人金正恩的第三次首腦會談將於9月18至20日在朝鮮平壤舉行。9月16日，由韓國總統統一政策秘書蘇浩帶領的，共93人的代表團啟程前往平壤。據悉，韓方代表團中包括政府官員、技術人員以及記者等人。

韓國統一部副部長千海成日前曾表示，此次首腦會談的主要議題包括如何實現半島無核化以及建立半島和平機制等。

Putin, Erdogan to discuss Syria amid Russia-Turkey discord over Idlib

Russian President Vladimir Putin will discuss Syrian issues with his Turkish counterpart Recep Tayyip Erdogan in Russia's Sochi on Monday, the Kremlin said in a statement Sunday.

The meeting will take place at a time when the Syrian government forces backed by Russia and Iran are preparing an offensive against rebels' last major stronghold in Idlib province, although Turkey and the United States have repeatedly warned against any operation.

Turkey and the US reject the possible offensive in Idlib, citing that it could cause great civilian casualties and even a humanitarian disaster. (Xinhua)

土俄總統將於索契會晤 商討敘利亞伊德利卜問題

9月16日，俄羅斯克林姆林宮發表聲明稱，土耳其總統雷傑普·塔伊普·埃爾多安將於17日在俄羅斯索契會見俄羅斯總統弗拉基米爾·普京。雙方將就敘利亞的局勢發展和伊德利卜的最新情況展開磋商。

伊德利卜省是敘反對派武裝控制的最後一塊主要地盤。作為敘利亞盟友，俄羅斯和伊朗支持敘政府軍收復這片地區。但土耳其和美國則反對敘政府軍向該地區發起進攻。

土美兩國稱，伊德利卜之戰將有可能造成大量平民傷亡，並引發人道主義災難。

Sweden probing alleged police violence against Chinese tourists

The Swedish embassy in China said on Sunday in an announcement on its official Weibo account it has learned that Sweden has appointed special prosecutors to conduct an independent investigation to determine whether the police were derelict in their duties or broke the law, after receiving complaints that the police were suspected of violating the law.

The embassy said that in Sweden a special prosecutor is often appointed to investigate claims of police violence. (People’s Daily app)

瑞典指派特別檢察官 調查中國遊客被粗暴對待事件

9月16日，針對「中國遊客一家三口遭瑞典警察粗暴對待」事件，瑞典駐華大使館在其官方微博上作出了回應。大使館稱將指派專門的檢察官對案件進行獨立調查，以確定瑞典警方是否有失職或違法行為等情況。

據悉，當瑞典警察局或國家安全局的成員涉嫌犯罪或違規使用暴力時，特殊調查部門將指派特別檢察官介入調查。

Kenyan marathon master Kipchoge smashes world record

Kenyan Eliud Kipchoge set a new marathon world record in Berlin on Sunday, smashing the previous best as he clocked 2 hours 1min 39sec.

The 33-year-old Olympic champion took 1min 18sec off the previous best set four years ago by Dennis Kimetto.

Acclaimed as the greatest marathon runner of the modern era, he won world gold and silver (2003, 2007) in the 5000m and Olympic silver and bronze (2008, 2004) over the same distance. (AFP)

肯亞名將破馬拉松世界紀錄 人類首次突破2小時2分大關

9月16日，2018年柏林馬拉松鳴槍開跑。33歲的肯亞選手艾利烏德·基普喬格以2小時01分39秒的成績獲得冠軍，這個成績也打破了肯亞選手基梅託此前創造的2小時02分57秒的世界紀錄，把世界紀錄提高了1分18秒。

肯亞名將基普喬格是當今世界馬拉松第一高手。在2003年的巴黎世錦賽5000米比賽中，基普喬格拿下金牌。2007年大阪世錦賽5000米比賽中，他摘獲銀牌。此外，基普喬格還分別在2004年的雅典奧運會和2008年的北京奧運會的5000米比賽中分別拿下銅牌和銀牌。
