致在杭外籍人士的一封公開信
您好！值此新春佳節之際，我們謹向您致以節日的美好祝福！
針對新型冠狀病毒感染的肺炎疫情，浙江省於1月23日啟動了突發公共衛生事件一級應急響應，杭州市政府高度重視，統一部署，各項疫情防控工作紮實推進，遏制病毒的擴散和蔓延。為了您和家人、朋友及杭州全市人民的身體健康，根據《中華人民共和國傳染病防治法》等相關法律法規的要求和黨中央、國務院的決策部署，請您務必配合做好以下工作：
一、關注權威信息。
請關注杭州市衛生健康委員會「健康杭州」等權威信息發布平臺的信息，獲取新型冠狀病毒感染的肺炎疫情官方通報及杭州市救治定點醫院名單和防治指引措施等信息，或致電杭州市疾控中心24小時諮詢電話85155039，不信謠不傳謠。
二、儘量減少外出。
避免前往人員密集的場所，減少聚會聚餐等集體活動。若必須前往，請正確佩戴口罩，首選醫用外科口罩。若出現發熱、咳嗽、胸悶、乏力等症狀，須佩戴口罩到我市定點醫療機構就診。
三、加強自我防護。
保持良好的衛生習慣，注意手衛生，勤洗手，使用洗手液或者含有酒精的溼巾。咳嗽、打噴嚏時務必使用紙巾或手絹捂住口鼻，不隨地吐痰。不與疑似流感患者接觸。廢棄口罩按規定規範投放。適當開窗通風，注意保持室內環境衛生。避免接觸任何野生動物或禽類動物，肉類和蛋類請徹底煮熟後食用。
四、參與聯防聯控。
如果您近期曾到訪過疫情高發地區，或最近接觸過疫情高發地區的來杭人員，應當立即向屬地社區報告和登記，積極配合社區工作人員，主動居家醫學觀察 14 天。

A Letter to All Foreign Friends in Hangzhou
Happy new year! On the occasion of Chinese Spring Festival, we extend our sincere greetings and best wishes to you all.
In response to the outbreak of pneumonia caused by the novel coronavirus (2019-nCoV), Zhejiang Provincial Government has activated Level I public health emergency response since 23rd January. Attaching paramount importance to the situation, Hangzhou Municipal Government has taken high-level prevention and control measures to curb the spread of the virus. For the health of your own, your loved ones, and the people of Hangzhou, you are kindly requested to follow the requirements of the law of the PRC on the prevention and control of infectious diseases and other relevant laws and regulations, and respond to the calls of the central and local governments by cooperating in the following practices:
I. Follow official updates and do not trust false and unverified information.
Follow 「hzswsjwx」 (the official WeChat account run by Hangzhou Municipal Health Commission) and other official media outlets for the most recent updates. Check out the list of designated hospitals in Hangzhou, and look for prevention and treatment guides. If you have any questions, please call 24-hour inquiry line: 85155039. Avoid believing and spreading false and unverified information.
II. Minimize outdoor activities.
Avoid crowded places, parties and group activities. Correctly wear a mask (preferably a surgical mask) if you have to go and attend one. If you have mild to severe respiratory symptoms of fever, cough, shortness of breath, or fatigue, please go to a designated hospital with a mask on.
III. Increase prevention and self-protection.
Keep good hygiene by washing your hands often with soap or alcohol-based sanitizer. Cover a cough or sneeze with a tissue or your flexed elbow. No spitting. Avoid close contact with anyone with cold or flu-like symptoms. Dispose of used masks appropriately. Maintain proper ventilation and keep rooms clean. Avoid close contact with wild animals or birds; eggs and meat must be thoroughly cooked before consumption.
IV. Join in our mass prevention and control efforts.
If you have been to the infected areas recently, or if contacted people who are from the epidemic areas, please immediately report to the community where you reside, cooperate with community or medical staff if they inquire about your condition, and stay at home under medical observation for 14 days.
Our valued international friends, you have contributed significantly to the all-around development of the city which we all fondly call home and hold dear to our hearts. In the time of difficulties, we need to stay unified in solidarity to protect and defend our city.
