8月16日出版的第16期《求是》雜誌發表了中共中央總書記、國家主席、中央軍委主席習近平的重要文章《在解決「兩不愁三保障」突出問題座談會上的講話》。An article by Xi Jinping, general secretary of the Communist Party of China Central Committee, on poverty relief was published Friday in the 16th issue of the Qiushi Journal this year. The article by Xi, also Chinese president and chairman of the Central Military Commission, calls for efforts to address prominent issues to ensure rural poor people do not have to worry about food and clothing and have access to compulsory education, basic medical services and safe housing.
文章指出，到2020年穩定實現農村貧困人口不愁吃、不愁穿，義務教育、基本醫療、住房安全有保障，是貧困人口脫貧的基本要求和核心指標。總的看，「兩不愁」基本解決了，「三保障」還存在不少薄弱環節，要如期解決。The article points out that the basic requirements and key indicators for poverty alleviation are that rural poor people are free from worries over food and clothing and have access to compulsory education, basic medical services and safe housing by 2020. Worries about food and clothing have been generally addressed, while securing access to compulsory education, basic medical services and safe housing remains weak, the article says, noting that tasks must be completed on time.
